Also associated with the project is the construction of a new 540-ft driveway, walks, landscaping, on-site wastewater system and stormwater management practices. Project disturbance totals 1.7-acres. 2.0 EXISTING SITE CONDITIONS The parcel is landlocked and is accessed through a shared drive from the adjoining southerly two parcels and has various logging roads previously constructed throughout it. The main logging road will be reconstructed into the driveway to the proposed house, which will be constructed near a previous logging header. A wetland area, approximately 200-ft wide with a stream is situated in the central portion of the parcel, which is ultimately contributory to Lake George, between Dark Bay and Dunham's Bay. Site slopes generally range from 10-20% over the house site and driveway portions of the parcel, with the upland portions to the west ranging from 10-25%. Site soils are mapped as Massena Fine Sandy Loam and Bice Very Bouldery Fine Sandy Loam, HSG-B. Several deep soil test pits encountered fine and medium and sands and loamy sands with no seasonal high groundwater evidence within the depths of the pits (8+feet). The project is situated within the watershed of AA-S waters and the stream within the wetlands area is not identified as a 303(d) segment. As the project is residential, a Stormwater Pollution Prevention Plan consisting of Erosion and Sediment Controls must be developed and implemented. The Town of Queensbury implements the Lake George Park Commission's Stormwater Management program and these standards and requirements have been applied to this project. Specifically, no net increase in runoff volume from the 10-year design storm and no net increase in runoff rate from the 25-year design storm must be realized in post- construction vs. existing conditions. Runoff from the proposed house, upper portions of the drive and surrounding yard areas will be captured and infiltrated by a natural vegetated detention area, formed with a low-side perimeter berm, constructed downgradient of the house, outside of the 100-ft setback from the wetlands. The berm will have a 5-ft height, allowing for 3-ft of ponding elevation and will have a rock outlet weir to allow controlled overflow to the wetlands. Given the excellent soil compositions, an infiltration rate of 2-inches per hour is utilized over the surface area of vegetated detention area. The lower portions of the drive are situated within 100-ft of the wetlands, therefore infiltration practices are not permitted within this area by the code. Also, the slopes on each side of this portion of the road do not allow for the construction of suitable infiltration areas, without extensive clearing and site work. With these limitations and given that a portion of the existing area that is contributory to this portion of the site will be conveyed to the main vegetated detention area, reductions in both runoff rate and volume are realized at the southeasterly design point. The existing ditchline along the southside of the logging will be upgraded during the driveway construction and will have rock check dams installed that will provide reductions in runoff rate. i Runoff calculations have been prepared utilizing SCS TR-20 methodology and HydroCAD analysis software for the 10-year and 25-year Type-II simulated rainfall distributions. Full results of stormwater runoff computations are attached to this report. 5.0 TOWN OF QUEENSBURY REQUIREMENTS Projects that exceed 15,000 SF of land disturbance are considered a major project and must meet the town's criteria, specifically, no net increase in runoff volume from the 10-year design storm and no net increase in runoff rate from the 25-year design storm must be realized in post-construction vs. existing conditions upon project completion. Existing 10-year peak storm volume: 0.219 AF Developed 10-year peak storm volume: 0.170 AF Existing 25-year peak storm discharge: 5.52 CFS Developed 25-year peak storm discharge: 4.44 CFS The 10 and 25-year storm calculations show that the Town's requirements are met. 7.0 ENDANGERED SPECIES In accordance with Part I.F.4 of GP-015-0-002, discharges from construction activities that adversely affect a listed or proposed to be listed endangered or threatened species are ineligible for coverage under the general permit. From the NYSDEC SEAR EAF mapper, the site contains the Northern Long-eared Bat. Contact with NYSDEC will be made and when a determination is made, it will be added to the appendix of the report. 8.0 ARCHAEOLOGICAL RESOURCES & HISTORIC PLACES In accordance with Part I.F.8 of GP-015-0-002, discharges from construction activities that have the potential to affect historic property are ineligible for coverage under the general permit. The project does not contain a structure listed on the State or National Register of Historic Place, yet is located within an archaeological sensitive area. An inquiry is being made to NYSOPRHP;when a determination is made, it will be added to the appendix of this report. 9.0 CONSTRUCTION PHASE EROSION PRACTICES Practices to be implemented during construction for erosion and sediment control include silt fencing and rock check dams. Silt fencing will be placed across slopes (on the contour) in all areas downgrade of disturbed areas. Temporary sediment traps will be utilized in areas where construction phase runoff concentrates. 10.0 TEMPORARY EROSION & SEDIMENT CONTROL MEASURES Erosion and sediment control measures will be incorporated into the construction of the project. These practices will comply with the New York State Department of Environmental Conservation publication entitled "New York Standards and Specifications for Erosion and Sediment Control, November 2016" (the blue book). Separate erosion and sediment controls will be installed for each phase of construction. The following temporary erosion and sediment control devices are to be utilized: 1. Sediment Control Fence Silt Fence shall be used to control erosion from sheet flow on slopes not to exceed 1 on 3. Concentrated flows shall not be directed toward the silt fence. The silt fence must be installed parallel to the contour lines to eliminate drainage along the fence. 2. Temporary Seeding Land that is stripped of vegetation will be seeded and planted as soon as possible. Any area that will remain cleared but not under construction for seven days or longer must be seeded with a ryegrass mixture and mulched to stabilize soil until construction resumes. 3. Temporary Diversion Swales Temporary diversion swales shall be constructed either to divert clean stormwater runoff from newly graded areas or to direct sediment laden runoff to a sediment trapping device. i 4. Dust Control Measures for dust control during construction shall be implemented as needed. Daily water sprays will be used during dry conditions. In addition to water sprays, temporary mulching, temporary seeding and covering stockpiles with tarps shall be implemented when necessary. 5. Erosion Control Blanket Fabricated straw or biodegradable mesh blankets shall be utilized to protect and temporarily stabilize slopes of 1:3 or greater and shall be applied to graded, topsoiled, and seeded slopes. Blankets will be attached with staples or stakes in accordance with manufacturer's recommendations. Blankets on cut slopes and vegetated ditchlines will be maintained in place permanently and allowed to biodegrade. 11.0 CONTROL OF LITTER, CONSTRUCTION DEBRIS & CONSTRUCTION CHEMICALS During the course of construction, the site shall be kept clear of debris and litter which could be transported by water or wind. This material shall be picked up daily and shall be stored in waste debris containers where it will be securely held. All petroleum products or other waste contaminants which are water soluble, or could be dispersed and transported by stormwater, shall be stored in covered containers and shall be regularly removed from the site and properly and legally disposed of. All petroleum or other hazardous materials shall be stored and handled in conformance with NYSDEC spill prevention and containment requirements. 12.0 SEQUENCE OF CONSTRUCTION Prior to the start of construction, the contractor shall install the sediment control fence along the low side of each area to be disturbed in order to contain runoff from the construction site. Following the installation of the erosion control practices, land disturbances can begin to establish subgrades for the house site and the driveway will be constructed. Adjoining slopes are to be topsoiled, seeded and mulched or erosion control blankets installed as shown on the erosion control plan. Following the completion of all planting and the establishment of all vegetated areas, any collected sediment and sediment control fencing shall be removed. Any debris from the perimeter of the site shall be removed and dispose of all waste material shall be disposed of in a legal manner. 13.0 MAINTENANCE OF TEMPORARY EROSION & SEDIMENT CONTROL DEVICES The contractor shall inspect the sediment control fence weekly and after every rain event and remove trapped sediment and maintain the devices such that they are in good working order. The rock check dams are also to be inspected weekly and after every rain event and accumulated sediment removed when their capacity has been reduced by 25%. Toilsed, seeded and mulched areas are to be carefully maintained until dense vegetation has been established. Additional mulch is to be placed as needed to recover exposed soils. Eroded areas are to be immediately repaired by retopsoiling, reseeding and then installing erosion control blankets. Also, a small rock check dam is to be installed adjacently upgradient of the eroded area to divert overland flow around the eroded area. 14.0 OPERATION & MAINTENANCE PLAN The home owner will provide the maintenance needed in order to ensure continuous and effective operation of the stormwater control practices. Sediment removal in the culverts and vegetated detention area should be performed annually or semi-annually. If reduced infiltration is realized with the infiltration trench, replacement of the stone may be required. Mowing and trimming of the vegetated slopes should be performed as needed throughout the spring, summer and fall, typically semi-weekly. Any eroded areas shall be immediately repaired, retopsoiled, revegetated and covered with erosion control blankets. 15.0 PERMANENT EROSION CONTROL All pervious areas shall be graded, topsoil installed and seeded or planted as soon as practical, but in no case shall finish graded soils be exposed for more than seven days. Seeded areas on slopes over 1:3 shall be stabilized with erosion control blankets as specified on the plans. 16.0 INSPECTION REQUIREMENTS In accordance with Part IV of GP-0-15-002, the owner or operator of each construction activity shall have a trained contractor inspect the erosion and sediment control practices within the active work area on a daily basis to ensure that proper maintenance and functionality is realized for the practices. If soil disturbances upon the site have been temporarily suspended and proper stabilization methods have been implemented, the trained contractor may suspend inspections until site work is restarted. In addition, a qualified inspector (Licensed Professional Engineer, CPESC or Registered Landscape Architect; or someone working under their direct supervision who has received four hours of DEC endorsed training) shall conduct site inspections at least once every (7) calendar days. If soil disturbances upon the site have been temporarily suspended and proper stabilization methods have been implemented, the qualified inspector shall conduct site inspections at least once every (30) calendar days. These site inspections shall continue until the project is completed, final site stabilization is achieved and a Notice of Termination is filed with DEC.
