1970-10-22 Solomon said current census figures would indicate that two more . supervisors can be added. If accomplished , the Town of Queensbury would have five representatives on the Board of Supervisors as does the City of Glens Falls. All other towns have only one supervisor. Under weighted voting, the Queensbury supervisors would be able to cast 52 votes , rather than the current 36. Councilman Robillard referred to the traffic safety committee what he termed a hazardous traffic condition at the intersection of Ryan Ave. and Corinth Road. The problem is generated by a roadhouse. Councilman Austin inquired as to whether or not a response had been forthcoming from the City of Glens Falls on the town' s request for a conference on the traffic problem at Luzerne Road-Western Ave.- Corinth Road intersections. Supervisor Solomon said there had been no response and agreed to again contact Glens Falls Mayor Robert J. Cronin. Mr. Robillard, noting two accidents at the newly altered intersections which partly involve the town, asserted he would favor a return to the old intersections including abandonment of the new Western Ave. extension. RESOLUTION TO APPROVE AUDIT OF BILLS RESOLUTION No. 240, introduced by Mr. Demboski, who moved its adoption, seconded by Mr. Robillard. RESOLVED, that the Audit of Bills as listed in Abstract 70-10 numbered #1199 through 2096 inclusive and totaling $38 ,854.46 is hereby approved. The Key Rate is being reduced to a new 29 cent rate; previously 31 cents. The Dwelling Classification remains BB-C. The Key Rate is used in computing rates on some types of mer- cantile and industrial establishments. The Fire Department has made many improvements which are re- sponsible for the lower rate. Gentlemen: At a meeting of the Warren County Planning Board, held on the 14th day of October, 1970, the above application for a zoning change was reviewed, and the following action was taken. (X) Disapprove Comments: It is the unamimous opinion of this Board that if the zoning regulations were changed as requested, it would constitute a specialized zoning. Honorable Gerald Solomon and October 22, 1970 Town Board of Queensbury Queensbury New York Gentlemen: This is a progress report on our franchise work to bring Cable TV into Queensbury as soon as possible. The contract with Queensbury was signed about two months ago. We have done the following to have a picture in Queensbury as soon as possible. 1) We have gotten a pole attachment from the New York Telephone Company and Niagara Mohawk , which means we can use any poles they have in getting coaxial cable to the residents of Queensbury. 2) We finally got a construction permit from the FCC, which says we can bring New York stations into Queensbury by micro- wave, and this we can do as soon as feasible. 3) We have signed a contract with Eastern Microwave to bring three independent stations from New York City into Queensbury. 4) We have right now a firm making a strand map of Queensbury and once its at hand, we' ll know where the trunks will be; The feeders & distribution lines should best be located in Queensbury. 5) We have made trips to various cable companies as much as 300 miles from Queensbury with the view to sign a contract for the entire job for Queensbury including antenna, head in the cables, distribution equipment, test equipment., In short, everything that is needed to bring the best picture into the house. We have seen representatives from among others, the Kyser CATV Equipment Co. , Entron, Vikoa, Ameco, H.T.V. of Rochester, Jerrdd, and Anaconda. We have our own opinion of which system is best, but we want to hear all parties and then make a decision. This will be within three or four weeks. 6) We have assurance from the various firms that we can have the antenna and head in within eight weeks from date of order. We have asked Jerrold to bring a trunk up from Philadelphia and make a last minute test on West Mountain at our site to make sure we have no interference from the channels we plan to carry. This equipment is very sophisticated and will cost more than we want to talk about, but we think this is one way to be sure the picture is the best obtainable. 7) We have gotten pole permits from the phone company and Niagara Mohawk giving permission to use poles into the heart of Queensbury, which is enough for right now. We think we can stay ahead of the crew every month from now on. We refer to poles owned by the phone company and Niagara Mohawk. We think now we are ahead of what we planned for in the summer, so a picture should be in Queensbury two or three months before we estimated. Supervisor Solomon stated he had received requests for street lighting and asked the councilmen to join him in a tour of the town to study these requests. The Highway Report for the month of September 1970 was placed on file. The Supervisor' s Monthly Report for September 1970 was placed on file. It showed $920920.93 in receipts and $82,271.11 in dis- bursements. At this time the meeting was opened to the public. No one wished to speak. The meeting was closed to the public. Supervisor Solomon took occasion to congratulate Mr. and Mrs. Abe Aronson of 22 Jerome Avenue on their coming 60th wedding anniversary. Supervisor Solomon was authorized to file a complaint with the State Department of Transportation concerning the omission of tree planting from the contract for the reconstruction of Route 9 and Quaker Road. Mr. Solomon said the original plans called for about 75 trees and the town had received no notice of the omission. The Supervisor asked the health committee, Councilmen Lloyd Demboski and John Austin, to study the ordinance on rubbish collection by licensed truckers with a view to amendments to solve problems that have developed with respect to parking on the town right-of-way. They will report back to the Board within -30 days of their findings. RESOLUTION REGARDING PUBLIC OFFICIAL BOND RESOLUTION No. 243, introduced by Mr. Demboski, who moved its adoption, seconded by Mr. Austin. Noes: None RESOLUTION OF SORROW RESOLUTION No. 245, introduced by the Queensbury Town Board. WHEREAS, the members of the Towa Board were saddened by the I passing of Elizabeth G. Miller and WHEREAS, Elizabeth C. Miller for a number of years had served as an Election Inspector for the Town of Queensbury, and WHEREAS, the Town of Queensbury has suffered a loss by her passing, therefore, be it RESOLVED, that the members of the Queensbury Town Board hereby record their profound sorrow on the passing of Elizabeth C. Miller, and extend to her family their sincere sympathy and be it further RESOLVED, that this resolution be entered in the minutes of this meeting and that the Town Clerk be and he hereby is directed to transmit a copy thereof to the members of her family.
