Duly adopted this 2nd day of April, 2018,by the following vote: AYES : Mr.Metivier,Mrs. Atherden,Mr.Ferone,Mrs. Switzer,Mr. Strough NOES : None ABSENT:None RESOLUTION AUTHORIZING ADOPTION OF AMENDED TOWN OF QUEENSBURY WORKPLACE VIOLENCE PREVENTION PROGRAM AND WORKPLACE VIOLENCE PREVENTION POLICY STATEMENT RESOLUTION NO.: 144, 2018 INTRODUCED BY: Mr.Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mrs. Catherine Atherden REGULAR TOWN BOARD MEETING 04-02-2018 MTG#14 776 WHEREAS, the Queensbury Town Board has long recognized the value of its employees by seeking to provide a safe working environment for each and every Town employee and minimize the risk of workplace violence, and WHEREAS, in 2010, by Resolution No.: 76, 2010, the Town Board accordingly authorized adoption of a Workplace Violence Prevention Program (Program), and WHEREAS, the New York State Department of Labor recommended certain language changes in the Town's Program and therefore, by Resolution No.: 66, 2018, the Town Board authorized an amendment to its Program and also adopted a Workplace Violence Prevention Policy Statement (Statement), and WHEREAS, the Town, including the authorized employee representative from the Town's Unit of the Civil Service Employees Association, reevaluated its workplace, including all work sites where Town employees perform work-related duties in the course of their employment, and WHEREAS, the authorized employee representative from the Town's Unit of the Civil Service Employees Association has reviewed and provided input regarding the content of the amended Town of Queensbury Workplace Violence Prevention Program, and WHEREAS, the Town Board wishes to authorize such proposed amended Program and Policy Statement as presented at this meeting, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the adoption of the amended Town of Queensbury Workplace Violence Prevention Policy Statement and Workplace Violence Prevention Program substantially in the form presented at this meeting and authorizes and directs the Town Supervisor to make arrangements for the distribution of copies to all Town employees, including members of the Town's Unit of the Civil Service Employees Association, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to forward a certified copy of this Resolution along with the amended Town of Queensbury Workplace Violence Prevention Policy Statement and Workplace Violence Prevention Program to the appropriate representatives of the New York State Department of Labor, and the Town Supervisor, Town Safety Officer, Town Counsel and/or Town Budget Officer to take any action necessary to effectuate the terms of this Resolution. Duly adopted this 211d day of April, 2018, by the following vote: AYES : Mr. Metivier, Mrs. Atherden, Mr. Ferone, Mrs. Switzer, Mr. Strough REGULAR TOWN BOARD MEETING 04-02-2018 MTG#14 777 NOES : None ABSENT : None RESOLUTION EXPUNGING PAST DUE WATER AND SEWER CHARGES FOR PARCEL LOCATED AT 275 BAY ROAD RESOLUTION NO.: 145,2018 INTRODUCED BY: Mr.Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mrs.Catherine Atherden WHEREAS, the Warren County Treasurer previously determined that there was no practical method to enforce the collection of delinquent taxes against Town of Queensbury Tax Map Parcel No.: 302.8-1-2 owned by J.David Mullen and located at 275 Bay Road(Parcel)and therefore the County issued a Certificate of Prospective Cancellation (Certificate) in accordance with New York State Real Property Tax Law §1139(d)so that the Parcel would become exempt from taxation, and WHEREAS, the Town's Assessor accordingly complied with the Certificate and placed the Parcel in Roll Section 8 which is the wholly exempt portion of the assessment roll,however,the Parcel continued to be liable for Queensbury Consolidated Sanitary Sewer and Queensbury Water District charges, and WHEREAS, the Warren County Director of Real Property Tax Services has advised the Town that the Parcel is not subject to special district assessments until such time as the County revokes the Certificate with a Certificate of Restoration so the County will not be proceeding with a tax foreclosure proceeding, and therefore the Town should expunge any past due charges from the Parcel's records for the years 2015, 2016, 2017 and 2018, and WHEREAS, the Town Assessor and Town Counsel have reviewed this information and concur with such recommendation, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Town Assessor to expunge past due Queensbury Consolidated Sanitary Sewer and Queensbury Water District charges from Tax Map Parcel No.: 302.8-1-2 owned by J. Asked what are their options? What are they to do as a Homeowners Association to get the problem corrected? Spoke to the Board regarding the large amount of sand on their road from the winter, asked if the sweeper could go back through the neighborhood. TRAVIS WHITEHEAD-Spoke to the Board regarding a Resolution that was passed in January regarding Workplace Violence. Questioned where the Nissan Leaf is that the Town bought? DOROTHY SEHLMEYER-71 CEDAR COURT-Spoke regarding the drainage issue that they have in their development. Spoke regarding the amount of sand that was left over from winter in their neighborhood. 6.0 TOWN BOARD DISCUSSIONS COUNCILWOMAN SWITZER(WARD IV) • IT Job Fair on April 11, 2018 from 10:00 a.m. to 2:00 p.m. at the Adirondack Hall at SUNY Adirondack. • Family Services of Glens Falls is a Regional Support System. Family Services and Support Programs are for Warren, Washington, Northern Saratoga Counties. It is an excellent resource for those who might need problems with infants, special needs, and emergency dental care. There is a food pantry, screening provision and hearing, emergency prescription program. • Town of Queensbury Recreation Department. Those who haven't visited the website we have an incredible Parks and Recreation Department. You can go online and you also sign up to get updates to the programs. First come, first serve, no businesses. There will be a charge of$2.00 per tire. Limit ten tires per household. • New York State requires that all dogs four months of age that reside in the State for more than 30 days must be licensed. They must be licensed within the Municipality that they currently live. License has to be renewed on an annual basis. Proof of rabies vaccination is required if applicable a neutering or spayed certificate to the Queensbury Town Clerk Office where you will complete an application and pay a small fee. A tag will be issued,which along with the rabies tag must be worn on your dog's collar at all times. It will cost$6.00 for spayed or neutered dog. Non-spayed or non- neutered $13.00.
