The applicant intends to redevelop an existing building by demolishing a portion and adding 12,000 SF of new building south of the existing. Submitted information includes the following: • Site Plans and Details prepared by Hutchins Engineering, dated March 7, 2018; • Stormwater Pollution Prevention Plan prepared by Hutchins Engineering, dated March 30, 2018; • Short EAF prepared by Hutchins Engineering, dated March 7, 2018; and, • Site Plan Application dated March 14, 2018. Your office has requested that we limit our review to the design of stormwater system as it relates to compliance to local, state or relevant codes and regulations. Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. The project proposes to disturb 1.2 acres of land and therefore requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP) in accordance with GP-0-15-002 that includes erosion and sediment controls as well as post construction stormwater management practices. A Stormwater management report and SWPPP have been provided. Comments related to the proposed stormwater management and erosion and sediment control features proposed for the site are offered below: 2. Section 179-6-080 of the Town Code, states that stormwater drainage plans shall analyze the impacts of a project using at least a 50-year return storm with regards to both runoff rate and volume for commercial projects.The Applicant has provided a 50-year analysis. The Applicant to revise the SWPPP to include the required documentation per I.F.8 of the General Permit. 4. Pond 2P on the existing conditions subcatchment map does not appear to be labeled. Pond 1P (same ponding area as 2P) does not appear to be labeled on the proposed conditions subcatchment map.The Applicant to show on maps to verify the HydroCAD model. 5. It is difficult to discern what pretreatment techniques are proposed prior to the drywells; the SWPPP does not appear to include a pretreatment discussion or calculations. The Applicant to revise accordingly. 6. It does not appear that the full effects of the storm are realized based on the ">" sign in the HydroCAD model.The Applicant to revise the time span of the storm such that the full effects are realized. 7. It is difficult to discern if the proposed grading is shown on the site plan. Also, disturbance is proposed in post-development subcatchment 3, however proposed grading is not depicted to substantiate the stormwater design.The Applicant to revise accordingly. 8. In accordance with 147-10.D there does not appear to be a Stormwater Maintenance Agreement included in the SWPPP. The Applicant shall coordinate with the Town to determine if a maintenance agreement is required, if so, provide a draft agreement for the Town's review. 9. There does not appear to be an NOI included in the SWPPP.The Applicant to provide a draft NOI. 10. There does not appear to be a concrete washout detail.The Applicant to provide. 11. There does not appear to be a construction entrance depicted on the plans or a detail sheet.The Applicant to provide. 12. There does not appear to be a SWPPP preparer certification statement included in the SWPPP. The Applicant to provide a SWPPP preparer certification. 13. There does not appear to be inspection requirements pursuant to Part IV.C.2 of the General Permit.The Applicant to provide the inspection requirements.
