The applicant intends to develop an existent vacant lot into a single family home. Submitted information includes the following: • Site Plans and Details, prepared by Hutchins Engineering, dated February 25, 2018; • Survey, prepared by Bardin Land Surveying, P.C., dated March 10, 2018; • Stormwater Pollution Prevention Plan prepared by Hutchins Engineering, dated March 14, 2018; and, • Site Plan Review Application, dated March 14, 2018. Your office has requested that we limit our review to the design of stormwater system as it relates to compliance to local, state or relevant codes and regulations. Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. The project proposes to disturb an area of 1.7 acres that typically requires the preparation of a SWPPP and coverage under the General Permit(GP-0-15-002). However, in accordance with I.F.6 of GP-0-15-002,the project may be ineligible for coverage under the General Permit. Part I.F.6 states "Construction activities for residential, commercial and institutional projects: a. Where the discharges from the construction activities are tributary to waters of the state classified as AA or AA-s;and b. Which disturb one or more acres of land with no existing impervious cover;and Chazen Engineering, Land Surveying&Landscape Architecture Co., D.P.C. Chazen Environmental Services, Inc. Town of Queensbury Randolph Jr&Denise Bardin April 12,2018 Page 2 c. which are undertaken on land with a Soil Slope Phase that is identified as an E or F, or the map unit name is inclusive of 25% or greater slope, on the United States Department of Agriculture ("USDA")Soil Survey for the County where the disturbance will occur." It does not appear that the SWPPP contains a soils map for the site that contains the soil slope phase.The Applicant to provide a soil map accordingly. If construction activities are undertaken on slopes identified in Part I.F.6(c), the project may be ineligible for coverage under the General Permit. The Applicant to clarify. It is noted that conformance to the General Permit requirements will be performed once eligibility is determined. 2. This project falls within the Lake George watershed and will be subject to the stormwater management requirements set forth in section 147-11 of the Town code, for projects within the Lake George Park.The project proposes to disturb over 15,000 square feet and the project would be classified as a "major" project. In accordance with town code section 147-11.I(3)(c), "major" project stormwater control measures shall be designed so that there will be no increase in runoff from a ten-year-frequency/twenty-four-hour-duration storm event following development over the predevelopment volume; and for storm events exceeding the ten-year design storm, the stormwater control measures shall function to attenuate peak runoff flow rates for a twenty-five- year-frequency storm to be equal to or less than predevelopment flow rates. Due to the following stormwater management and HydroCAD comments below,conformance to 147-11.I(3)(c)cannot be performed at this time. 3. The HydroCAD model appears to model the existing conditions subcatchments as "woods, fair". Pursuant to Town code Section 147-11.I(3)(d)[6] the existing conditions subcatchments shall be modeled as "woods, good" condition.The Applicant to revise accordingly. 4. The intent of 147-11.I(3)(d)[6] includes that infiltration practices must be provided for all newly impervious areas. It does not appear that stormwater management practices are provided the majority of the new access road.The Applicant to revise the design accordingly. 5. Proposed condition subcatchment 2S does not appear to include the impervious surfaces proposed on the site plan.The Applicant to revise accordingly. 6. The HydroCAD model and pre/post-development maps do not include the entire driveway, the parcel 57 portion is not included. The Applicant to revise the HydroCAD model and pre/post- development maps to include all site improvements. 7. In accordance with Part I.F.4 and Part I.F.8 of GP-015-0-002 (Endangered and Threatened Species and Archeologically Sensitive areas, respectively)the Applicant has contacted DEC and NYSOPRHP and is awaiting determination. The Applicant to revise the SWPPP with the determinations once received. 8. Section 147-11(I)(3)(C)[3] of the Town code states "Infiltration devices shall be designed such that the bottom of the system will be a minimum of two feet above the seasonal high groundwater level to be realized following development. Section 147-11(I)(3)(C)[6] of the Town code states 'Infiltration devices shall be designed based on the infiltration capacity of the soils present at the project site. Soil evaluation methods shall be in accordance with Schedule 8, Part II, Soil Evaluation Methods." There does not appear to be infiltration tests in the area of the proposed infiltration practice. The Applicant to conduct infiltration tests and update the plans with the results. 10. The Applicant to clarify if the wetland boundaries were validated by the authority having jurisdiction. 11. There does not appear to be a concrete washout detail provided. The Applicant to add to the plans. 12. The stabilized construction entrance does not appear to be placed at the entrance to the site.The Applicant to revise accordingly. 13. It is difficult to discern what pretreatment devices are provided for the infiltration basin in accordance with town code 147-11.I(3)(d)[3] and the SMDM. The Applicant to clarify or revise accordingly.
