Brief Description of Proposed Action:
The proposed project site is located on a 1.3+1-acre site on the corner of NYS Route 9 and Montray Road in Queensbury, NY.A one-story
building approximately 11,400 s.f.in size is proposed with an associated parking area located in front of and north of the structure.The building
will contain approximately 2,500 s.f.of restaurant space with 50 seats and 8,900 s.f.of retail space.The project shall be serviced by an existing
water and sanitary main located along NYS Route 9.Stormwater will be collected using a series of catch basins and piping leading to a
proposed subsurface infiltration basin.

Site Description
The Northway Plaza Shopping Center is a medium to large-size shopping plaza at Exit 19 off the Northway in Queensbury that
has been converted to primarily office space.At one corner of the site was a Montgomery Ward Automotive Service Center,
currently a Monro Muffler Brake facility and Convenient Medical Care Office. At this relatively small corner of the proorpty is the
primary location of historic and current contamination. The surrounding area is a light commercial setting consisting primarily of
retail shopping facilities. The Aviation Mail is nearby.A community cemetery is immediately adjacent to the site and the
contaminated area. The area is serviced by public water.

Site Environmental Assessment
As of January 26, 1998 a dissolved and free product petroleum contamination plume was present at the location. Historic
product thickness varied to as high as 1,44 feet in thickness. Dissolved levels were as high as 7-10,000 PPB.A public water
supply is present throughout the area, several remediation systems have been utilized at the location. A corrective action plan
was implemented by the volunteer to address on-site contaminants.
