4.04 4.4 SERVICES\Barton&Logaidice—Traffic Signal at Aviation and Cottage Hill Roads&Transfer From#64—5-21-18 RESOLUTION ENGAGING ENGINEERING SERVICES OF BARTON & LOGUIDICE, P.C., RELATED TO DESIGN OF TRAFFIC SIGNAL AT INTERSECTION OF AVIATION AND COTTAGE HILL ROADS RESOLUTION NO.: ,2018 INTRODUCED BY: SECONDED BY: WHEREAS, by Resolution No.: 15,2017, the Queensbury Town Board authorized establishment of Traffic Signal Capital Project Fund 4215 providing for the installation and upgrading of Town traffic signals in the Town of Queensbury, and WHEREAS, Barton & Loguidice, P.C., (B&L) previously provided engineering services related to the construction bid documents and construction observation services for traffic signal upgrades at the intersection of Aviation Road and the Queensbury Union Free School District Main Entrance and for over a year has been working on the overall Aviation Road/School Corridor traffic mitigation program developed in accordance with the Queensbury Union Free School District, Town of Queensbury and Adirondack/Glens Falls Transportation Council, and WHEREAS, the Town Board wishes to further engage the services of B&L related to Phase Two of the overall Aviation Road/School Corridor traffic mitigation program and in accordance with the A/GFTC Aviation Road/QUFSD Access Operations Analysis of 2017 by designing a traffic signal at the intersection of Aviation and Cottage Hill Roads (Project) for an amount not to exceed $18,585 as delineated in a copy of B&L's May 9, 2018 letter proposal presented at this meeting, and WHEREAS, the Town Board wishes to authorize such Project, with funding to be from 1 Capital Reserve 464, and WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town Board is authorized to withdraw and expend funds from Capital Reserve 464 subject to permissive referendum, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of Barton & Loguidice, P.C. for the provision of engineering services related to Phase Two of the overall Aviation Road/School Corridor traffic mitigation program developed in accordance with the Queensbury Union Free School District, Town of Queensbury and Adirondack/Glens Falls Transportation Council to design a traffic signal at the intersection of Aviation and Cottage Hill Roads (Project) as delineated in B&L's May 9, 2018 letter proposal presented at this meeting for the amount of$18,585 to be paid from Capital Project Fund 4215, and BE IT FURTHER, RESOLVED, that the Town Board hereby finds that the withdrawal and expenditure for such Project is an expenditure for a specific capital project and/or certain maintenance project for which the Capital Reserve Account 464 was established, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to take all actions necessary to amend the Town Budget and effectuate the transfer from Reserve No.: 64 in the amount of$18,585 to Capital Construction Account No.: 215-3310-2899, and BE IT FURTHER, 2 RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed Agreements and/or documentation and the Town Supervisor, Highway Superintendent, Senior Planner and/or Town Budget Officer to take such other and further action necessary to effectuate all terms of this Resolution, and BE IT FURTHER, RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk to publish and post such notices and take such other actions as may be required by law. We are familiar with the project through our previous work on the Aviation Road/QUFSD Entrance study and the Aviation Road/QUFSD Entrance Signal Upgrades. We look forward to continuing our work with you to improve the Aviation Road corridor. It is important for us to highlight the project schedule as we know that the QUFSD high school campus is currently undergoing renovations. Due to recent market trends and the loss of a major steel supplier in the country,traffic signal poles are currently estimated to have a 12 to 14 week lead time to arrive on site from ordering. With an expedited design and bidding phase, construction and opening of the signal is likely to be in late October, 2018. The Project Manager for B&L's highly-qualified design team will be Daniel J. Rourke, P.E.,PTOE. Mr. Rourke has over 17 years of experience in the transportation engineering field that encompasses dozens of signal design projects in New York State, including Queensbury. He will be assisted by a transportation engineering team with extensive experience with traffic signal design and modifications. Attached to this letter is our proposed scope of services,technical assumptions,anticipated project schedule,and cost proposal to conduct the requested traffic signal design services. The scope of work outlines a project approach that corresponds to the included cost proposal. B&L proposes to complete the project on a time plus expense basis for a maximum fee of Eighteen Thousand Five Hundred Eighty Five Dollars($18,585). General and Administration a. Upon receipt of notice to proceed,B&L will attend an informational gathering/kick-off meeting with the Town (and representatives of the Queensbury Union Free School District,at the request of the Town). 2. Data Collection a. B&L will perform one (1)site visit with design staff to gather all necessary field reconnaissance. b. Topographic survey and base mapping will be completed by our proposed sub- consultant,Azimuth Surveying&Cartography. c. Research deeds and maps of record for the right-of-way of Aviation Road and Cottage Hill Road intersection in the Warren County Clerk's Office. d. Contact Dig Safe New York for design tickets and coordinate with town personnel for marking and/or utility record mapping. e. Perform a boundary survey of the right-of-way of Cottage Hill Road and Southerly line of Aviation Road. f. Set vertical and horizontal control on the site. g. Prepare existing conditons basemapping of the site. 3. Preliminary Design: a. The Draft submittal (assumed 50%stage)will include: i. Title Sheet ii. General Notes iii. Maintenance and Protection of Traffic iv. General Plans v. Pertinent Detail vi. Preliminary Construction Cost Estimate b. B&L will meet with the Town (and representatives of the Queensbury Union Free School District,at the request of the Town)to review the Draft submittal, prior to developing the Final construction documents. Comments received will be incorporated,as appropriate, into the final design package. 4. Final Design: a. The Final submittal (100%complete)will include: i. Title sheet ii. General notes,index, legends,and abbreviations iii. Table of estimated quantities iv. Maintenance and Protection of Traffic plans and details v. General Plans including locations of signal poles, heads, pullboxes,conduits, detectors, controllers,and striping modifications (with and without pedestrian accommodations) vi. Miscellaneous Details and Tables including timing plan,table of operations,and wiring diagram vii. Contract bid documents viii. Development of record plans. Technical Assumptions B&L has made the following technical assumptions associated with our fee proposal to complete the scope of services: 1. Assume one(1) kick-off meeting and site visit with the Town. 2. Assume one(1)site visit by the design staff. 3. It is assumed that traffic data collection will not be required. 4. Two(2) plan submittals (draft and final)are included. 5. Design will be in English units on 11"x17"plans. 6. Proposed improvements can be completed within existing right-of-way. Right-of-way acquisition or easement maps are not included at this time. 7. Preliminary plans will be sent to utilities as needed for review of potential conflicts. The design of utility relocations is not included, however, location by survey and UFPO is included. 8. Design will be in compliance with the New York State Standard Sheets and Specifications, Manual on Uniform Traffic Control Devices (MUTCD),and the New York State Supplement to the MUTCD,unless otherwise indicated. 9. Coordination with state/federal agencies or regulatory authority is not included. 10. It is assumed that environmental permitting is not required. 11. Bid documents will be provided in PDF format on Compact Discs. 12. Assume bid documents will include one(1) base bid and no alternate bid items. 13. Assume one(1)addendum for one(1) 2-week bidding period 14. Assume a total construction duration of four(4) months. Actual construction duration is anticipated to be one(1) month on site,although it is noted that currently there is a 12 to 14 week lead time for delivery of traffic signal poles. 15. Construction administration includes one(1) pre-construction meeting with the contractor, monitoring of the contractor's adherence to the schedule,submittal and material review/approval,one(1)contractors payment recommendation,and interpretation and clarification of design plans and specifications. 16. Construction observation includes periodic part-time observation of the quality of work and general conformance with the contract documents. 17. Record plans will be completed in PDF and hard copy format. Assume one (1)full size and one (1) half size set of record plans. 18. Survey bandwidth will include 125' East to West and 80' North to South centered on the intersection and between the highway boundaries. 19. FOR ENGINEERING SERVICES RESOLUTION NO.: 15,2017 INTRODUCED BY: Mr. Doug Irish WHO MOVED ITS ADOPTION SECONDED BY: Mr. William VanNess WHEREAS, the Town of Queensbury wishes to establish a Capital Project that will provide for the installation and upgrading of Town traffic signals in the Town of Queensbury (Project), and WHEREAS, the Town wishes to establish and fund the Revenue and Expense Accounts for the Capital Project in a total amount of$15,000, and WHEREAS, the Town's Purchasing Agent requested proposals for engineering services for the design of a traffic signal at the intersection of Bay Road with Baybridge Drive and Willowbrook Road in the Town of Queensbury(Bay Road Project), and WHEREAS, the Purchasing Agent received and reviewed two (2) proposals and has recommended that the Town Board authorize engagement of Barton & Loguidice, P.C., (B&L) for the Bay Road Project as they submitted the proposal for the lowest amount for such engineering services for an amount not to exceed $13,653 as delineated in B&L's December 21, 2016 proposal presented at this meeting, WHEREAS, accordingly, the Town Board wishes to establish a Capital Project Fund for the Project and also authorize the engagement of B&L for the Bay Road Project, and WHEREAS, there may be times when Change Orders may become necessary for such Bay Road Project and therefore the Town Board wishes to also authorize the Town Supervisor to approve and sign certain Change Orders up to a 10% contingency for Change Orders that he deems necessary or appropriate, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the Traffic Signal Capital Project described in the preambles of this Resolution and authorizes and directs the establishment of the Traffic Signal Capital Project Fund #215 in the amount of$15,000 which will establish funding for expenses associated with this Capital Project, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer of $15,000 from Capital Reserve Fund #64 to transfer to Traffic Signal Capital Project Fund#215, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • 001-9950-9030-0064 Transfer to Capital Project - $15,000 • 215-0000-55031 Interfund Revenue - $15,000 • 215-3310-2899 Capital Construction - $15,000; and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or 2 prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs engagement of Barton & Loguidice, P.C. for engineering services concerning the design of a traffic signal at the intersection of Bay Road with Baybridge Drive and Willowbrook Road in the Town of Queensbury (Bay Road Project) for an amount not to exceed $13,653 as delineated in B&L's proposal dated December 21, 2016 presented at this meeting, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes the Town Supervisor to approve and sign Change Orders pertaining to the Bay Road Project up to a 10% contingency or in the total amount not exceeding $1,500 that he deems necessary or appropriate, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed agreement with B&L or any other needed documentation and the Town Supervisor, Purchasing Agent and/or Town Budget Officer to take any and all actions necessary to effectuate all terms of this Resolution, and BE IT FURTHER, RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk to publish and post such notices and take such other actions as may be required by law. 3 Duly adopted this 9th day of January, 2017, by the following vote: AYES : Mr. Metivier, Mr. Irish, Mr. VanNess, Mr. Strough NOES : None ABSENT : Mr. Clements 4
