4.12 4.12 GRANTS\APPLY—EV Charging Station Purchase and Installation—5-21-18 REVISED RESOLUTION AUTHORIZING APPLICATION FOR REBATE FUNDING OF EV CHARGING STATION PURCHASE AND INSTALLATIONS RESOLUTION NO.: 12018 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 136,2018, the Queensbury Town Board. 1. accepted the designation of the Town of Queensbury (Town) as a Clean Energy Community; 2. authorized an application for the Clean Energy Communities' Clean Energy Community Grant; 3. authorized the Clean Energy Communities Advisory Committee's participation in design and administration of the Clean Energy Communities' Solarize Program and Grant Application; 4. authorized and accepted $5,000 in grant funding from the New York State Energy Research and Development Authority (NYSERDA) as incentive payment for the Town's continuation of the Queensbury Solarize Campaign, and 5. supported and endorsed its commitment to participate in the Southern Adirondncks for Solar Solarize Campaign, and WHEREAS, it is the intention of the Town to adopt a strategy for community-wide clean energy development for the purpose of achieving the multiple economic, health, environmental, and educational benefits, while maintaining the community character, design standards, and livability of the Town of Queensbury, and WHEREAS, there are a number of Electric Vehicle Charging (EVC) facilities and technologies that can be deployed in the Town of Queensbury and several strategies that the Town can implement to ensure the availability and use of EVC in the community for residents and visitors that have electric vehicles, and WHEREAS, the deployment of many of these EVC facilities and the pursuit of these strategies can greatly improve the services offered to residents and visitors, while supporting vehicles which lower carbon emissions and reduce fossil fuel consumption in the Town, and WHEREAS, it is the intent of the Town to examine its current policies, plans, programs, strategies, and regulations to determine whether they facilitate and further the deployment of appropriate EVC facilities in the Town, and WHEREAS, the New York State Department of Environmental Conservation Zero- Emission Vehicle (ZEV) and Infrastructure Municipal Rebate Program is currently accepting applications to receive rebate funding in the amount of up to $8,000 per networked charging port to municipalities to install and implement EVC Stations, and WHEREAS, the Toxmn Hill contribute toxmnrds the grant funding by match of tit,enty- percent (20%) cash and/or in-kind services as a requirement of grant funding a",arded and dedicated to the express purposes stated herein, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs submission of an application to the New York State Department of Environmental Conservation to request grant funding through the Zero-Emission Vehicle (ZEV) and Infrastructure Municipal Rebate Program in the an amount up to ,$250,000 maximum nlloii,ed per facility allowable amettnt f r 10 dual pE)t!t netwet!kea�tations, and BE IT FURTHER, RESOLVED, that as n participating partner the To",n understands that if the grant is nxmnrded and the To",n accepts the grant, the To",n mould commit to n match of tit,enty- percent(20%) cash and/or in-kind services toji�ard-s the over-all inateh, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town's staff, its consultants and/or installer partners to develop a comprehensive set of plans, programs, and locations best suited to implement and install EVC stations in the Town of Queensbury to best serve its residents and visitors to the community and to implement appropriate practices so that the Town of Queensbury can become a leader in advancing the use of EVC Stations throughout the community, and BE IT FURTHER, RESOLVED, that this ZEV DEC grant application is not a binding commitment to costs, installation, or responsibilities associated with EVC Station installations, but is an application to seek funding for potential projects in the Town of Queensbury and no further commitments are sought or made by this Resolution at this time, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Senior Planner, Town staff and/or Town Budget Officer to take any other action necessary to effectuate the terms of this Resolution. Duly adopted this 21St day of May, 2018, by the following vote: AYES NOES ABSENT: RESOLUTION AUTHORIZING ACCEPTANCE AND APPROVAL OF S NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY'S DESIGNATION AS A CLEAN ENERGY COMMUNITY, APPLICATION FOR CLEAN ENERGY COMMUNITIES'CLEAN ENERGY COMMUNITY GRANT, PARTICIPATION IN DESIGN AND ADMINISTRATION OF CLEAN ENERGY COMMUNITIES' SOLARIZE PROGRAM GRANT APPLICATION AND ACCEPTANCE OF GRANT FUNDS AND AGREEMENT RESOLUTION NO.: 136,2018 INTRODUCED BY: Mrs. Catherine Atherden WHO MOVED ITS ADOPTION SECONDED BY: Mr.Anthony Metivier WHEREAS, the New York State Energy Research and Development Authority (NYSERDA) seeks clean energy that can power New York while protecting the environment and 41) promotes energy efficiency and use of renewable energy sources and promotes efforts to developing a less polluting and more reliable and affordable energy system for all New Yorkers, and WHEREAS, NYSERDA's efforts aim to reduce greenhouse gas emissions, accelerate economic growth, and reduce energy bills, and WHEREAS, NYSERDA partners with stakeholders throughout New York including residents, business owners, developers, community leaders, local government officials, university researchers, utility representatives, investors, and entrepreneurs to advance innovative energy solutions in ways that improve New York's economy and environment, and WHEREAS, NYSERDA has developed a Clean Energy Communities program that is designed to build a more sustainable New York and that starts with building more sustainable • 1 communities because local governments affect energy choices in their communities, from • government operations to homes, businesses, and community institutions, and WHEREAS, local governments in New York State can use the Clean Energy Communities program to implement clean energy actions, save energy costs, create jobs, and improve the environment, and WHEREAS, NYSERDA will help provide tools, resources, and technical assistance to participating communities, and WHEREAS, the Clean Energy Communities program will recognize and reward leadership for the completion of clean energy projects, and • WHEREAS, by Resolution No.: 209,2017, the Queensbury Town Board: 1) declared its intention to participate in NYSERDA's Clean Energy Communities program and unified permitting process, thereby increasing the Town of Queensbury's eligibility for various incentives and grants through the New York State Energy Research and Development Authority (NYSERDA); and 2) authorized submission of a grant application through the Streamlined Permitting Program to allow for the Town to receive a grant award up to $2,500 from NYSERDA for the adoption of the Unified Solar Permit Application, and WHEREAS, by Resolution No.: 230,2017, the Town Board adopted and established its Energy Benchmarking Policy mandating public reporting of building energy benchmarking, and WHEREAS, by Resolution No.: 231,2017,the Town Board authorized: 1) establishment of the Clean Energy Communities Capital Project and Clean Energy Communities Capital Project Fund #219 in the amount of $10,000 to establish funding for expenses associated with this • 2 Capital Project and 2) formation of a Clean Energy Communities Committee and approved its rmembership, with Kathy Bozony as paid contractor as Chairperson, and WHEREAS, by Resolution No.: 307, 2017, the Town Board authorized acceptance of $2,500 in grant funding from NYSERDA for the adoption of the Unified Solar Permit Application, and WHEREAS, the Town, with the help of its Clean Energy Communities Committee has completed four (4) of the ten (10) High Impact Actions (Benchmarking, Clean Fleets, Unified Solar Permit, Energy Code Enforcement Training) and is now a designated Clean Energy Community and therefore eligible for a grant in the amount of$50,000, and WHEREAS, in order to receive this $50,000 (no in-kind match) grant, the Town needs to submit a proposal to NYSERDA by June 7, 2018 of what the Town intends to do with the grant. Going forth with this proposal, the Town Board will work with the Town's Clean Energy IICommunities Advisory Committee to adopt a plan that will meet NYSERDA's criteria for this grant, that being, Direct Energy Component with the following two criteria: 1) The project reduces Greenhouse Gases; and 2) The investment must be recouped within 20 years, and WHEREAS, the Town has completed the following High Impact Actions: Benchmarking, Clean Fleets, Unified Solar Permit, Energy Code Enforcement Training and now wishes to pursue the Clean Energy Communities' Solarize campaign, and WHEREAS, because the intent of the Solarize campaign is to increase the number of solar installations within their municipal jurisdiction through group purchasing, locally-organized community education and outreach, NYSERDA is willing to grant the hub municipality a $5,000 grant to help achieve this effort, such grant monies to be used for such things as media materials and efforts, etc. in its efforts to achieve their Solarize campaign, and • WHEREAS, Solarize is a short term, local effort that brings together groups of potential 3 solar customers through widespread outreach and education, and WHEREAS, this model helps customers choose a solar installation company that is offering competitive, transparent pricing, and WHEREAS, historically, Solarize campaigns lower the cost of solar by 10 to 20 percent, and WHEREAS, residents and businesses who sign up for solar installations by a specific deadline will be able to take advantage of group rates below market prices, and WHEREAS, NYSERDA provides technical assistance and other tools and resources to communities in support of Solarize campaigns, and WHEREAS, the Town Board supports and wishes to take the lead in the development of . a Clean Energy Communities Program for the region and has entitled the effort "Southern Adirondacks for Solar," and WHEREAS, the Southern Adirondacks for Solar includes the Town of Queensbury as the hub and has been joined by other communities, such as the municipalities of Bolton, Hague, Horicon, Lake George (village and town), Glens Falls, and Warrensburg, and NOW, THEREFORE,BE IT RESOLVED,that the Queensbury Town Board hereby: 1. accepts the designation of the Town of Queensbury as a Clean Energy Community; 2. authorizes an application for the Clean Energy Communities' Clean Energy Community Grant; • 4 • 3. authorizes the Clean Energy Communities Advisory Committee's participation in design and administration of the Clean Energy Communities' Solarize Program and Grant Application; and 4. authorizes and accepts the $5,000 in grant funding from the New York State Energy Research and Development Authority (NYSERDA) as incentive payment for the Town's continuation of the Queensbury Solarize Campaign, and BE IT FURTHER, RESOLVED, that the Town of Queensbury supports, endorses, and is committed to participate in the Southern Adirondacks for Solar solarize campaign, and BE IT FURTHER, 0 RESOLVED, that the Town of Queensbury stands ready to assist with community outreach and education in support of the Southern Adirondacks for Solar solarize campaign, and BE IT FURTHER, RESOLVED, that the Town Board further establishes appropriations and estimated revenues as follows: • Increase Appropriations in Account No.: 219-8030-4400 by$5,000; and • Increase Revenue in Account 219-0000-53910 by $5,000; and BE IT FURTHER, . 5 RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer IIto amend the Town Budget, make any adjustments, budget amendments and transfers, and/or prepare any documentation necessary to establish such appropriations and estimated revenues and effectuate all terms of this Resolution, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed Grant Agreement in form acceptable to the Town Supervisor, Senior Planner and/or Town Counsel, and/or any other documentation, and further authorizes and directs the Town Supervisor, Senior Planner, Town Counsel and/or Town Budget Officer to take such other and further action necessary to effectuate the terms of this Resolution. The primary purpose of a rebate-eligible facility must be the public charging or fueling of clean vehicles. Clean Vehicles ($200,000 available) Vehicle Eligibility.An eligible clean vehicle is propelled at least in part by an electric motor drawing electricity from a battery(including ----' "` - plug-in hybrid electric vehicles) with at least four kWh capacity and `°µ" 1' -` ' that can be recharged from an external source of electricity or from a — .I,, hydrogen fuel cell. L Maximum Rebate. Rebates up to$5,000 per vehicle will be issued toward the cost of an eligible clean vehicle, taking into considerationt , the electric range of the vehicle. «+am Eligible Costs. Eligible clean vehicle purchase costs are those costsi incurred on or after April 1, 2016 by a municipality to own, or to lease �± for at least 36 months, a new eligible clean vehicle for its fleet. t4., Infrastructure ($2,000,000 available) •Overview.A 20% local match (of the rebate amount) is required in both subcategories below. Electric Vehicle Supply Equipment ($1,000,000 available) Infrastructure Eligibility.An eligible infrastructure project is any facility that is used primarily for the public charging and/or fueling of vehicles. Maximum Rebate. Rebates of up to$250,000 per facility will be issued toward the cost of eligible infrastructure projects that support the deployment of clean vehicles. Eligible Costs. Eligible costs include all costs incurred during the contract term by a municipality to install an eligible facility(excluding a building and its structural components)for providing Level 2 networked EVSE with at least one SAE J1772 standard port, or providing charging stations that offer DC Fast Charging service through both a CHAdeMO and SAE combo connector port. Cost Effectiveness. New York State will award rebates up$8,000 per port, and for DC Fast Charge infrastructure up to $32,000 per pedestal. The applicant will be responsible for any additional costs per port or per pedestal. Hydrogen Fuel Cell ($1,000,000 available) Infrastructure Eligibility.An eligible infrastructure project is any facility that is used primarily for the public charging and/or fueling of vehicles. Maximum Rebate. Rebates of up to$250,000 per facility will be issued toward the cost of eligible infrastructure projects that support the deployment of clean vehicles. Eligible Costs. Eligible costs include all costs incurred during the contract term by a municipality to install or contribute to installation of an eligible facility(excluding a building and its structural components)for refueling hydrogen fuel cell vehicles. An Office of the New York State Department of Environmental Conservation E www;dec ny gov Additional Information Important Dates.After December 31, 2017, any remaining funds in any rebate category will be pooled and will be toavailable for projects in all rebate categories on a first come-first served basis for projects meeting all applicable selection criteria, until May 31, 2018 or all funds are exhausted, whichever comes first. Climate Change Mitigation Easement. For infrastructure projects, if the project site is not owned by the applicant municipality, the municipality shall obtain a climate change mitigation easement from the owner of the property pursuant to Environmental Conservation Law(ECL)§54-1513. Climate change mitigation easements shall be enforced as conservation easements are enforced in section ECL§49-0305.
