MANLIUS, NEW YORK 13104 SITE • DESIGN ENGINEERING May 17,2018 Mr. Stephen Traver,Chairman Town of Queensbury Planning Board Town of Queensbury 742 Bay Road Queensbury,New York 12804 Re: Fastrac Caf6 220 Corinth Road Town of Queensbury,Warren County,New York Site Plan Application for Previously Approved SP 22-2017 & SUP 5-2017 Dear Mr. Traver, On behalf of Fastrac Markets of East Syracuse, NY, Napierala Consulting is re-submitting the attached application for Site Plan Review before the Town Planning Board. Construction is complete at the Fastrac Cafe located at 220 Corinth Road and is open for business. The Town requested a review of the as-built site conditions and a site visit was conducted by Napierala Consulting on Friday, May 4, 2018. The site construction was found to be in general conformance with the Town approved site plans dated May 8,2017. Some deviations from the plans were noted: 1. Lighting: The canopy above the gasoline fuel dispensers contains eight (8) lights versus the 24 shown on the lighting plan. The canopy above the diesel fuel dispensers contains eight(8) lights versus the six (6) shown on the lighting plan. The reduction in fuel canopy lighting reduced the lumens under the canopy to an average 14.6 fc compared to the approved 33.4 fc at the fuel island and to an average 25 fc compared to the approved 27 fc at the diesel island,an improvement. The lighting surrounding the south and west building fagade was not included in the approved lighting plan. The site now contains six (6) mounted front door canopy lights and ten (10) architectural gooseneck downcast wall mounted lights. The building mounted canopy and gooseneck light fixtures were not included in the previously improved plans as the lighting package was solely dealing with minimizing the parking lot and property line light shed. The additional sixteen (16) downcast light fixtures result in a maximum lumen of 35.8 fc at the front door as compared to the allowed 5.0 fc based on code. A waiver is requested of the Town to allow for the increase in lumens at the front and side doors and is included in this application. Please note that these downcast lights do not extend their influence beyond the sidewalk surrounding the building. 2. Accessible Parking Spaces: The accessible parking spaces, access aisle, and associated signage are located on the west side of the building versus the east side. This deviation locates the accessible parking spaces closer to the building entry door on the west side of the building that leads to the bathrooms. The parking spaces are ADA compliant. 3. Air Tower: The air tower was re-located to an area that will provide additional stacking area to improve circulation and safety. The as-built location will reduce conflicts between vehicles waiting to use the air tower and vehicles entering the site from the main driveway (ie, the shared PH 315-682-5580 0 FAx 315-682-5544 • EMAIL:MNAP@NAPCON.COM Fastrac Cafe, Corinth Road, Town of Queensbury P - driveway with the Holiday Inn Express). This relocation is a result of Fastrac operations noting cars stacking to utilize the free air provided at their sites. All site construction appears to meet typical industry standards and practices. As per direction from the Zoning Administrator, Craig Brown, Napierala Consulting is re-submitting an application for site plan review of the above stated site changes as compared to the approved plans. This application package includes the following: I. Cover Letter 2. Site Plan Application 3. Waiver Request for Exceed Lighting Lumens 4. Sheet C-6 Layout Plan& Sheet C-10 Lighting Plan dated May 8,2017 and approved 6/20/17 5. Sheet C-6 Layout Plan& Sheet C-10 Lighting Plan dated May 17,2018 based on As-Built 5/8/17 We request that the Planning Board reconfirms the existing SEQR application and negative declaration dated June 20, 2018. The relocation of the air pump and accessible parking spaces as well as the light photometric changes will not result in an alerted impact to the environment from that of the previous application. With this submittal we were hoping to be heard at the June scheduled planning board meeting either on June 19th or June 26th.
