Solomon Supervisor Absent Lloyd Demboski Councilman Absent Theodore Turner Councilman Harold Robillard Councilman Hammond Robertson, Jr. Councilman The meeting was called to order by the Supervisor at 8:00 p.m. Supervisor Solomon greeted the following visitors: Milton Norton - Applicants for Mobile Home Permit Frank Lamphear - Applicant for Mobile Home Permit Mrs. Mary D. Brown - Visitor Mildred LaFountain - Applicant for Mobile Home Permit Carl A. Garb - Superintendent of Highways Florence Mcllvaine - Reporter, The Post Star Barbara McFarlane - League of Women Voters Supervisor Solomon announced the opening of the public hearinng n on the ©bile home application of Kenneth and Mildred Lai pu tarn, to be located at the corner of Luzerne Road andrvenue, Town of Queensbury. s Proof of publication was presented and read aloud by the clerk. Following a request Ey. the Supervisor for a voice from any one present in opposition or in favor of the granting of the permit; Mrs. LaFountain statad that living conditions in the cellar home where she now lives has reached a point of not being habitable. Mrs. Mary A. Brown spoke in favor of the granting of the permit. i The public hearing closed at 8:08 p.m. The public hearing on the application of Linda J. Norton for a permit to locate a mobile home off Burch Road was announced by the Supervisor at this time. Proof of publication was presented and read aloud by the clerk. Supervisor Solomon requested a voice of opinion from any. persons present to do with the granting of the permit. Mr. Milton Norton stated that he is in serious need of the permit in question. Following discussion with Councilman Robertson explaining the position of the Town Board on the matter, the fact. was discussed as to tthe Queensbury Highway Department, will not be expected to maintain the lane on which the mobile home will be placed, until such time as the lane becomes a Town Highway. Dear Mr. Solomon: Due to circumstances beyond my control, I feel I must resign as a member of the "Citizens Committee: of the Town. REID, M.D. 8 Harrison Avenue Glens Falls, New York 12/5/68 Gerald Solomon, Supervisor Town Board, Queensbury Bay and Haviland, Glens Falls, N.Y. re: Report of Town Health Officer Dear members of the town Board: I again request from you copies of whatever ordinances or laws have been passed concerning health planning in Queensbury. More specifically, I haven't yet been able to find out just what is permitted by law in the way of outhouses, septic systems etc. I am aware of the State regulations, but I am looking for the degree of latitude which is permissible. If we do not have any such ordinances at all, then I would suggest that such should be adopted. I have to admit that I have not always thought of asking again at the right times. The reason of its importance is obvious, but I wonder if you are aware of how many calls there are regarding some aspect of plumbing(rather, it is usually lack of plumbing) . I lost count somewhere in the fifties this summer(a few are repeat complaints) . The difficulty part is that there actually is little solution to most of these problems -- as long as outhouses are permitted. And there is no doubt that any outhouse can represent a potential health menace, in addition to the objectable odor(not a menace) . However, in many areas the alternative would be worse. A simple observation -- I believe there has been a veritable epidemic bites this year, Bats, cats, rats, moles, mice pigs, dogs, horses and human. I haven't correlated it yet with any one thing, and thus have no suggestions to make. Monkey bites are down, at any rate. This year six clinics were held at Queensbury school. Tetanus- Diphtheria, shooping cough, polio vaccine, and vaccinations were given where indicated. A total of 1300 immunizations were given at these six clinics. No epidemic diseases reached any serious proportions this year, save the usual mig-winter "bug" which will frequently keep out a good portion of the school for brief times. As a preface to Dr. Reids request, Supervisor Solomon .stated that the Town Board is planning the adoption of a Building Code within the Town which would automatically eliminate the problems as discussed in the proceeding letter. December 26, 1968 RESOLUTION NO. 273, introduced by Mr. Solomon who moved its adoption, seconded by Mr. Robillard. WHEREAS, Mrs. Lottie McEchron of West Mountain Road, Town of Queensbury did celebrate her 99th birthday on December 20, 1968, and WHEREAS, Mrs. Lottie McEchron is the oldest known resident of the Town of Queensbury, be it RESOLVED, that the Queensbury Town Board does recognize Mrs. Lottie McEchron as their most valued senior citizen and in wishing her a very happy 99th birthday does hereby name her "Queensbury Citizen of the Year 1969". Noes - None RESOLUTION TO SET SALARY OF ASSISTANT BUILDING INSPECTOR FOR 1968 RESOLUTION NO. 274, Introduced by Mr. Robertson, seconded by Mr. Robillard. WHEREAS, Resolution No. 259 of November 27, 1968 named LeRoy Philligs Assistant Building Inspector for the remainder of the year 1968, there- for be it RESOLVED, that the salary of the Assistant Building Inspector shall be at the rate of $500.00 for the month of December, 1968. Noes - None , RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 275 , Introduced by Mr. Robertson, seconded by Mr. Robillard. WHEREAS, Linda J. Norton of 17 Kent Avenue, Glens Falls, New York, -� has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled; ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated Off Burch Road, R.F.D. #3, Glens Falls, N. Y. , and 105 WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said kappl cation;and at said .publio hearing. ake- sufficient to author ze th&--�issuance of the permit requested by said application, for the following reasons: There were no persons in attendance who spoke in opposition to the granting of the permit as requested. There are many other Mobile Homes in the area. It is to be understood by the applicant that the lane leading to his Mobile Home is not a public Highway and cannot receive services of the Highway Department until such road is accepted into the Town of Queensbury Highway System, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Linda J. Norton of 17 Kent Avenue, Glens Falls, N. Y. , 12801 to locate a mobile home outside of a licensed mobile home court, at property situated at Off Burch Road, Glens Falls, Town of Queensbury, New York, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Noes - None 106 RESOLUTION NO. 277 , Introduced by Mr. Robillard, seconded by Mr. Robertson WHEREAS, Superintendent of Highways Carl A. Garb and the Chairman of the Queensbury Highway Committee, Councilman Hammond Robertson,Jr. , have recommended to the Town Board that, due to the severe winter up to this date, that there is a serious need for additional snow moving equipment, and WHEREAS, three pieces of snow moving equipment have been purchased but to this date, same have not been delivered, and WHEREAS, the members of the Town Board agree that due to the emergency, and immediate purchase of one Model A-200 - three quarter ton (3/4) ton Dodge 4 wheel drive truck, equipped with a Myers ST90 Snow Plow should be purchased without the formality of advertising for bids, and WHEREAS, after investigating all possible sources of supply in the area, it is hereby decided that the Ford Garage Company of 109 Warren Street, Glens Falls, New York have on hand one Model A 200 three quarter (3/4) ton Dodge 4 wheel drive truck equipped with one Myers ST 90 Snow Plow for immediate delivery, therefore be it RESOLVED that, the Superintendent of Highways is hereby authorized and directed to purchase one Model A 200 three quarter (3/4) ton Dodge 4 wheel drive truck, equipped with one Myers ST90 Snow Plow at a net price of $3,500.00. The amount to be paid from proceeds of obligations following delivery of the equipment purchased. Duly adopted by the following vote: Ayes - Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None iJ RESOLUTION TO APPROPRIATE AND TRANSFER FUNDS IN THE HIGHWAY FUND RESOLUTION N0. 278, Introduced by Mr. Robertson, seconded by Mr. Robillard. RESOLVED, that Surplus State Aid of$785.08 be appropriated to Item I, thereby increasing Item I from $117,964.09 to $118,749.17, also be it further RESOLVED, that the sum of $1,000. be transferred in Item III from Indebtedness to Machinery Repair, thereby decreasing the appropriation for Indebtedness from $28,100. to $27,200. , and increasing Machinery Repair from $13,449.92 to $14,449.92. Duly adopted by the following vote: Ayes - Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION NO. 279, Introduced by Mr. Robertson, seconded by Mr. Robillard. RESOLVED, that the Audit of Bills as listed in abstract #68-12A numbered #1478 through $1491 inclusive and totaling $2,296.54 is hereby approved.
