RESOLVED, that the regular meetings of the Town Board of the Town of Queensbury, shall be held on the second,. and fourth Thursday of each month thereafter at 8:00 o'clock p.m. at the Queensbury Town Office Building, Bay and Haviland Roads, Town of Queensbury, and be it further RESOLVED, that any special meetings on the remaining Thursdays will be subject to a 2 day notice in advance by the Supervisor. Noes - None RESOLUTION TO DESIGNATE OFFICIAL NEWSPAPER RESOLUTION NO. 3 _, Introduced by Mr. Robertson who moved its adoption seconded by Mr. Demboski. RESOLVED, that the Glens Falls Times and The Post Star be and are hereby designated as the official newspaper for publishing legal notices of the Town of Queensbury. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO AUTHORIZE ATTENDANCE TO MEETING OF THE ASSOCIATION. OF TOWNS RESOLUTION NO. 4, Introduced by.Mr. Robillard, who moved its adoption seconded by Mr. Robertson. RESOLVED, that the following Town Officers be and are hereby authorized to attend the annual.meeting of the Association of Towns of the State of New York to be held at New York City, New York, on February 10th, 11th and 12th, 1969. RESOLUTION NO. 5, Introduced by Mr. Demboski who moved its adoption, seconded by Mr. Robillard. WHEREAS, it iii deemed necessary to establish a position of Administrative Clerk to assist the Town Justices, the Town Police Department, the Town Building and Zoning Department, and the Town Bookkeeper, be it RESOLVED, that the position of Administrative Clerk is. established and that the hourly rate for such position is $2.00 an hour. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO APPOINT ADMINISTRATIVE CLERK RESOLUTION NO. 6, Introduced by Mr. Robertson who moved its adoption, seconded by Mr. Robillard. WHEREAS, the position of Administrative Clerk has been established, be it , RESOLVED, that Mrs. Edith Bowman is hereby appointed to serve as administrative Clerk during the year 1969. Noes - None _ RESOLUTION TO APPOINT THE TOWN HISTORIAN RESOLUTION NO. 7, Introduced by Mr. Robertson who moved its adoption, seconded by Mr. Demboski. RESOLVED, that Mary StJohn be and is hereby appointed Town Historian to serve at the pleasure of the board. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO RETAIN THE TOWN SURVEYOR RESOLUTION NO. 8, Introduced by Mr. Robillard, who moved its adoption, seconded by Mr. Robertson. RESOLVED, that John B. VanDusen of the Town of Queensbury, be retained as Town Surveyor of the Town of Queensbury for the fiscal year of 1969 at an annual compensation of $3,400.00 and that the Supervisor be andhe hereby is authorized to execute on behalf of the Town a contract with John B. VanDusen for such services, and be it further j RESOLVED, that in addition to the services provided by such contract, the Town Board employ said John B. VanDusen to perform other services as may be required which will involve the employ- ment by him of persons to assist in compiling data, drafting and similar work, and that the Town reimburse John B. VanDusen for such additional work and expenses in connection therewith during the fiscal year of 1969 but not to exceed in the aggregate the sum of $1,000.00 which reimbursement shall be made only upon itemized and certified vouchers therefore audited by the- Town Board. Noes - None RESOLUTION NO. 9, Introduced by Mr. Robertson,who moved its adoption seconded by Mr. Demboski. RESOLVED, that purchase of materials, supplies and tools for the highway department may be made by the Town Superintendent of Highways without the prior approval of the Town Board where the cost thereof does not exceed an aggregate of $500.00 during the fiscal year. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO AUTHORIZE PURCHASE OF SAND AND GRAVEL RESOLUTION NO. 10, Introduced by Mr. Robertson who moved it adoption, seconded by Mr. Robillard. RESOLVED, that the Town Board authorizes the Town Superintendent of Highways to purchase needed sand and gravel for the use on the Town Highways at a cost thereof not to exceed $.10 per yard. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION NO. 11, Introduced by Mr. Robertson who moved it adoption, seconded by Mr. Robillard, WHEREAS, George C. Crannell, Town Clerk, has appointed Marion J. Crannell as Deputy Town Clerk, therefore be it RESOLVED, that this Deputy Town Clerk appointed by the Town Clerk shall have the power to perform all duties of the Town Clerk, and such further duties as the Town Board may determine, no inconsistent with Law. Noes - None RESOLUTION TO APPOINT REGISTRAR OF VITAL STATISTICS RESOLUTION NO. 12, Introduced by Mr. Robillard who moved it adoption, seconded by Mr. Demboski. RESOLVED, that George C. Crannell be appointed Registrar of Vital Statistics, to serve at the pleasure of this board. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO APPOINT DEPUTY REGISTRAR RESOLUTION NO. 13, Introduced by Mr. Demboski who moved its adoption, seconded by Mr. Robertson. WHEREAS, George C. Crannell, Registrar of Vital Statistics, has appointed Marion J. Crannell as Deputy Registrar, therefore be it RESOLVED, that Marion J. Crannell shall have the power to perform all duties of the Registrar of Vital Statistics and such further duties as the Town Board may determine, not inconsistent with law. Noes - None RESOLUTION TO SET MILEAGE ALLOWANCE RESOLUTION NO. 14 , Introduced by Mr. Demboski who moved it adoption, seconded by Mr. Robillard. RESOLVED, that the sum of $.10 a mile be and is hereby allowed for the actual and necessary use of the automobile of a Town Officer in the performance of his duties. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO DESIGNATE OFFICIAL BANK RESOLUTION NO. 15, Introduced by Mr. Robertson who moved its adoption, seconded by Mr. Demboski. RESOLVED, that pursuant to Section 64 of the Town Law, the Glens Falls National Bank & Trust Company and the First National Bank of Glens Falls be and they hereby are designated as depositories for funds of the Town of Queensbury for the fiscal year of 1969, and that the authority be and hereby is delegated to the Supervisor to determine the accounts and the amounts to be deposited in each bank. k Duly adopted by the following vote: + Ayes - Mr.Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. �-- Noes - None 118 RESOLUTION TO APPOINT POLICE DEPARTMENT FOR THE YEAR 1969 RESOLUTION NO. 16, Introduced by Mr. Robillard who moved its adoption, seconded by Mr. Robertson. WHEREAS, the Town of Queensbury has established a Police Department under Section 150 of the Town Law, now therefore be it RESOLVED, that the following are named to positions in the Police Department for the year 1969, to serve at the pleasure of this board. Chief of Police - Gilbert Schlierer Provisional Sergeant - Richard Hennig Provisional Sergeant - William Mellon Special Policeman David L. Waters Special Policeman James H. Roz ell and Patrick Catone Special Policeman - Raymond J. Hoague and Joseph Lashway Special Policeman - LeRoy Phillips and be it further RESOLVED, that any compensation fixed for policemen is for criminal matters and that the policemen shall retain and are entitled to retain all civil fees. Flaherty be and he hereby is re-appointed Superintendent of the Queensbury Water Department, for the year 1969. Noes - None RESOLUTION TO SET COMPENSATION OF DEPUTY TOWN CLERK RESOLUTION NO. 20, Introduced by Mr. Robertson who moved it adoption, seconded by Mr. Demboski. RESOLVED, that the compensation of Marion J. RESOLVED, that the hourly rates for town employees, beginning with the first payroll period of 1969 be and are hereby fixed as follows: Working Foreman $2.75 Shovel Operators 2.55 1 Grader Operators 2.55 Motorized Equipment Operators 2.35 Laborers - Class A 2.20 Laborers - Class B 2.00 Clerical, except those on fixed salary 1.85 and be it further RESOLVED, that it is hereby understood that the classification "Labor Class A" is intended to include full time, regular able bodied employees, and that classification "Labor Class B", is intended to include part-time, casual, temporary, or seasonal employees, the judgement of the department. head determining the proper payroll classification. Noes - None RESOLUTION TO DESIGNATE INSURANCE AGENT FOR YEAR RESOLUTION NO. 22 , Introduced by Mr. Robillard who moved it adoption, seconded by Mr. Demboski. WHEREAS, it has been the custon to designate an agent to be the writing agent for the Town of Queensbury for Town Insurance for a period of three years, now therefore be it RESOLVED, that the Nathan Proller Assoc. Garb, Superintendent of Highways has recommended the the appointment of a Deputy Superintendent of Highways, therefore be it RESOLVED, that Herbert Corlew, Jr. is hereby appointed Deputy Superintendent of Highways to serve at the pleasurg of the Town Board. RESOLVED, that Norman Ferguson be and he is hereby appointed Building & Zoning Inspector for the Town of Queensbury, Warren County, New York. for the year 1969. Taxes and Assessments RESOLUTION TO AUTHORIZE DEPUTY RECEIVER OF TAXES RESOLUTION NO. 27, Introduced by Mr. Robertson who moved it adoption, seconded by Mr. Demboski. WHEREAS, Betty Eggleston has appointed Forrest J. Crannell as Deputy Receiver of Taxes and Assessments and has so notified this Board, therefore be it RESOLVED, that the Deputy Receiver of Taxes and Assessments shall have power to perform all duties of the Receiver of Taxes and Assessments and such further duties as the Town Board may determine, not inconsistent r with Law. Noes - None RESOLUTION TO SET COMPENSATION OF DEPUTY RECEIVER OF TAXES AND ASSESSMENTS RESOLUTION NO. 281 Introduced by Mr. Robillard who moved it adoption, seconded by Mr. Demboski. WHEREAS, with the conduct of business in the Town Office Building it is deemed adviseable to provide compensation for the Deputy Receiver of Taxes & Assessments, be it RESOLVED, that the compensation of Forrest J. Crannell, Deputy Receiver of Taxes and Assessments is hereby fixed at $1.85 per hour, payable upon proper verification of the Receiver of Taxes and Assessments. This amount to gether with all other payroll expenses not to exceed $1200.00. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO NAME TOWN ATTORNEY RESOLUTION NO. 29, Introduced by Mr. Robertson who moved it adoption ., seconded by Mr. Robillard. WHEREAS, this Board deems itself in need of legal counsel in the conduct of its affairs, and _ WHEREAS, the office of Town Attorney has not been established or provision for a salary therefor incil;.uded in the 1969 budget, there- fore be it RESOLVED, that Harold W. Katz, Esq. , attorney, residing in the Town of Queensbury, be employed by this Board to render such legal services a-s may be -required and that payment for said services shall be a town voucher audited by the Town Board. 122 Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None RESOLUTION TO CREATE POSITION OF WORKING WATER DEPT. FOREMAN f RESOLUTION NO. 30, Introduced by Mr. Robertson, seconded by Mr. Robillard. WHEREAS, this Board has deemed it advisable to create the position of working foreman for the Water Department, therefore be it RESOLVED, that the position of Water Department working foreman, is hereby created and such position shall be paid at the hourly w rate of $2. 75, effective with Payroll # 1, for the period of January 1 - 15, 1969. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes - None Supervisor Solomon discussed the following Resolution resulting from action against the Town of Queensbury. RESOLUTION NO. 31, Introduced by Mr. Robertson who moved its adoption, seconded by Mr. Solomon. RESOLUTION DIRECTING DEFENSE OF LEGAL ACTIONS AGAINST THE TOWN WHEREAS, THOMAS C. REMSEN and others as plaintiffs have commenced legal action against the Town of Queensbury and others for review of assessments for taxes on property owned by said petitioners, and WHEREAS, the question of the location of said properties and the right to assess and levy taxes upon them is of great importance to the Town; therefore be it RESOLVED, that the Supervisor of the Town Be, and he hereby is, authorized and empowered to retain legal counsel in the matter upon such terms as he deems proper and advisable and he shall authorize such counsel on behalf of the Town to take such action as may be deemed advisable to bring about a speedy determination of the rights and interests of the Town with respect to said matter, including any appeals from the decisions of the trail and lower courts. Noes - None Councilman Demboski moved ahat all Resolutions be voted on collectively. RESOLUTION NO. 32, Introduced by Mr. Robertson, seconded by Mr. Demboski.
