The Queensbury Recreation Commission recently opened discussions during a recent
review of their by-laws. A few minor changes were discussed, unamouisly agreed upon
(through passage of a resolution - introduced by Commissioner Fusco and seconded by
Commissioner Etu all present approved) and enacted. Please accept the attached
minutes as the newly adopted by-laws of the Queensbury Recreation Commission.

TOWN OF QUEENSBURY RECREATION COMMISSION
BYLAWS
ARTICLE I
NAME
The name of the organization shall be the Town of Queensbury Recreation Commission
ARTICLE II
PHILOSOPHY AND PURPOSE
The Commission serves as outlined in the Town of Queensbury Recreation Commission Rules and
Guidelines.
The activities of the Commission shall comply with the authority set forth in General Municipal Law
S243 and 244.
ARTICLE III
MEMBERSHIP
Members of the Commission shall be Town residents appointed by the Queensbury Town Board.
Total membership shall consist of seven (7) persons for terms of seven (7) years with the appointments
being made effective January 1 st of each year.
Members shall serve their terms as appointed. Members wishing to be re-appointed shall make their
intentions known to the Town Board before their term expiration date. Any member may withdraw
from the Commission by giving written notice of such intention to the Recreation Commission and the
Town Board.
Vacancies that may occur, other than by the expiration of a term. shall be filled by Town Board
appointment and shall be for the un-expired term only.
If a member misses three (3) Commission meetings without contacting the Commission Chairperson or
Director of the Town Department of Parks and Recreation in a twelve (12) month period, after
discussion of the Commission, that member may be deemed to have resigned. In such event, the Town
Board shall be notified, in writing by the Commission Chairperson, requesting the appointment of a
new Commissioner to serve for the duration of that term.
ARTICLE IV
MEETINGS
The Commission shall conduct its regular meetings on a monthly basis at the queensbury Town Office
Building or other locations as appropriate. The organizational meeting shall be held in March where
officers will be elected and committee assignments will be appointed. The schedule of monthly
meetings for each calendar year shall be determined at the January monthly meeting.
Four (4) members shall constitute a quorum; discussions or informal meetings with less than four (4)
members present can be held, but no formal voting may occur nor may any specific action be taken or
decided.
All Commission meetings are open to the public, subject to Section 4 below.
Executive sessions may be requested by any member of the Commission on matters pursuant to the
Open Meetings Law.
Special meetings may be called by the Chairperson or upon request of any member of the Commission
pursuant to the Open Meetings Law.

POWERS, DUTIES AND RESPONSIBILITIES
The Chairperson along with the Director will act as liaison and advisor to the Town Board regarding
all Town recreation facilities, programs, activities and policies. In the event the Chairperson is unable
to attend any scheduled meeting, it will be their responsibility to notify the Vice-Chairperson or
Secretary to attend in their place.
With assistance and recommendations of the Director, review and analyze plans for the creation and/or
expansion of all Town recreation facilities, programs and activities and make appropriate
recommendations to the Town Board.
The Chairman will appoint such advisory groups and committees as may be necessary to carry out its
powers and duties.
The Secretary will compile and maintain minutes of all its meetings.
Perform such other duties pertaining to parks and recreation as may be requested by the Town Board.
The Commission shall have the power to plan, equip, operate and maintain playgrounds, recreation
centers, open spaces and areas, youth and adult recreation programs and facilities. The Commission
shall possess all powers, responsibilities and authority set forth in Article 13 of the General Municipal
Law of the State of New York
The Recreation Commission shall have the following powers:
A. . Control, improve and maintain all Town parks, playgrounds, recreational centers and
recreational facilities.
B. The power to use:
1. Such Town property as the Town Board may set aside for recreational use.
2. With the consent of the Queensbury School District, such school buildings, premises and
property as may be suitable for conducting Town recreation activities.
C. The power to adopt rules of procedure for all business conducted within its jurisdiction and such
rules and regulations for the operation and conduct of recreation programs and facilities as it
may deem necessary.
D. The power to equip, maintain and operate such playgrounds, community recreational centers, public
play fields, open spaces, areas, swimming pools and other recreational facilities as may be
authorized by law.
E. The power to recommend and direct the Department to make such purchases of materials, supplies
and equipment as may be necessary to fulfill its responsibilities; provided that all such
expenditures are within the limits of its annual budget and subject to the authorization and audit
of the Town Board and/or the Town Comptroller.
The Commission shall be authorized and empowered to arrange, conduct and supervise all types of
recreational programs, events and projects and shall adopt rules and regulations for the safe and proper
conduct of such recreational activities and the qualifications and conduct of those supervising these
activities.
The Commission shall annually, prior to the time of the preparation of the Town budget, approve for
submittal to the Town Board an appropriately drawn and detailed budget of its estimated expenses and
revenues for the ensuing year. The Director of the Parks and Recreation Department shall prepare a
draft budget for Commission review before submission.
The Commission shall be authorized and have the power of appointment of the Director and all other
employees of the Parks and Recreation Department.

OFFICERS
The Commission members shall elect from their membership a Chairperson, Vice-Chairperson and
Secretary, which officers shall serve terms of one year. The Chairman shall not serve more than three
(3) consecutive terms.
The Chairperson shall preside at all meetings ofthe Commission, act as an ex-officio member of all
committees and perform all duties usually pertaining to the office.
The Officers' term of office shall be one (1) year, subject to annual renewal.
Any member interested in a position as an officer shall notify the Department Head thirty (30) days
prior to the scheduled vote, nominations may also be made from the floor.

Standing committees of the Commission shall include:

3. Budget
4. Joint School/Commission
5. Planning
6. Program Review
ARTICLE VIII
PROCEDURES OF MEETINGS
Robert's Rules of Order shall govern the procedures of the Commission while in session.
Order of business shall be:

Adjournment
Questions of priority of business shall be decided by the Chairperson. The order of business may be
altered or suspended at any meeting by the majority vote of members present.
Ordinary manner of voting shall be by voice or show of hands. Roll call ballots in any voting may be
invoked at the discretion of the Chairperson or the request of any member( s) of the Commission.
ARTICLE IX
AMENDMENTS
These bylaws may be amended or repealed in whole or in part by a two-thirds vote of the total
membership at any duly convened meeting of the Commission.

Monthly Department Report
. Director Lovering reported on the following for the department:
o Photos ofthe warming shed at the Tennis court/skating rink. Department did a
good job of refurbishing this shed. It would enhance the look if a skirt could be
placed around the bottom.
o Ice rinks need another cold snap for flooding
o 2006 Lifeguard Training schedule distributed
o Mat rat wrestling program information distributed
o Infant and preschool aquatic program schedule distributed
o Jr. Spartan Hooper basketball information distributed

Minutes of the January 3, 2006 regular meeting held at the Town of Queensbury Office
Building Conference Room.
Chairman Jack LaBombard called the meeting to order at 7:05 p.m.
Present: Commissioners Etu, Fusco, Irish, LaBombard, Maine
Staff Present: Director Lovering, Aquatic Director Carr
Approval of the Minutes:
It was moved by Commissioner Irish, seconded by Commissioner Etu to approve the minutes of
the December 6, 2005 meeting and to place on file. All members present approved.
Communications and Remarks from Visiton: (see file for copies)
. 2006 meeting schedule of Recreation Commission was distributed

. Letter from C. Radner regarding Town Board resolution authorizing the execution of
Agreement between Town and School subject to permissive referendum.
. Letter to Joe Martens of OSIregarding Faith Bible Church Property development. While
we may have bought some time with this letter, some development of this property will
need to begin soon. Director Lovering indicated this needs to move up on our priority
list. Councilman Brewer contacted Director Lovering about approaching new Glens Falls
Mayor about the 13.3 acres we would like to purchase.
. Memo from Director Lovering to Jim Miller of Miller Associates regarding Gurney Lane
Master Plan and list of improvements as a starting point.
. Budget Control Report as of 12/29/05. New format will be used in future for this report
Unf'mished Business
. Agreement between Town and School on use and maintenance of new tennis courts is
fmally completed and "put to bed".
. Hovey Pond Project-Director Lovering presented a proposal for Phase II work. This
proposal outlined his recommendations for work to be completed during this phase. (see
proposal dated January 3, 2006) A motion was made by Commissioner Fusco, seconded
by Commissioner Irish to accept this proposal for Phase II as outlined and proceed with
items #6, 7, 9, and 10. All members present approved.
. Gurney Master Plan- Director Lovering reviewed his discussion with Jim Miller as stated
in the above mentioned Memo. General consensus of the Commission to plan for the
best this park can offer and build what we ultimately can afford at the time.
