Solomon Supervisor Lloyd Demboski Councilman John Asutin Councilman Harold Robillard Councilman Hammond Robertson, Jr. Councilman The _meeting was cilled to order at 8:00 p.m. Supervisor Solomon greeted the following visitors: Pliney Tucker - Visitor Edward Waters - Visitor Carl Garb - Superintendent of Highways Irving Dean - Reporter, The Post Star Mrs. William Richardson - League of Women Voters Mr. & Mrs. Milton Latham - Mobile Home Applicant Mrs. Juliette Ellingsworth - League of Women Voters Mr. & Mrs. William H. Dietze - Mobile Home Applicant Toney Daggett - Radio Station WWSC Harold Rathbun - Visitor Donald Chase - Visitor Mr. & Mrs. Clifford Gunther - Visitors Earl Kilmartin - Visitor The public hearing was declared open on the application of William H. and Patricia Dietze for a permit to locate a mobile home on Lots #11 & 12 Pinello Road, Town of Queensbury. Proof of publication was presented and read aloud by the clerk. Supervisor Solomon requested a voice from any persons present either in favor or in opposition to the granting of the permit. Mr. Dietze stated that to do continuous illness of his wife, he cannot - afford the rental in the mobile home court where he is located at present. a Mr. Harold Rathbun spoke in favor of the granting of the permit. Mr. Rathbun stated that he is aware of the hardship on the part of the applicants. Public hearing closed at 8:08 p.m. The public hearing was declared open nn the application of Milton Latham for a permit to continue occupancy of a mobile home at the corner of Glen Lake Road and Route 9. The mobile home has been located at this location since 1954. Proof of publication was presented by the clerk. Supervisor Solomon requested any opinions from persons present regarding the issuance of a permit. Mr. Milton Latham stated that the mobile home is a permanent installation which has been at the location for some time past. The public hearing closed at 8:11 p.m. Councilman Austin stated, that due to the fact that the Building Inspector has approved the application, the permit should be granted. 248 RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 161, introduced by Mr. Austin, seconded by Mr. Solomon. WHEREAS, William H. & Patricia A. Dietze of 93 Gregwood Circle, West Glens Falls, New York, has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN -THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated Pinello Road - Lot #11 - 12 Block 3, and --� WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiri*g . to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for the following reasons: There were no persons in appearance in opposition to the granting of the permit. The application was approved by the Zoning Enforcement Officer, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to William H. & Patricia A. Dietze of 93 Gregwood Circle, West Glens Falls, New York to locate a mobile home outside of a licensed mobile home court, at property situated at Pinello Road - Lot #11 & 12 - Block 7, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Duly adopted by the following vote: Ayes - Mr. Demboski, Mr. Austin and Mr. Solomon. Noes - Mr. Robillard and Mr. Robertson. Councilman Dembroski questioned the fact that the original application of Milton Latham stated that the mobile home would be occupied by the applicant. Mr. Latham stated that the mobile -home may be rented if the permit is granted. Mr. Clifford Gunther spoke in oppostion to the granting of the permit. Following lengthy discussion the application was tabled at this time. RESOLUTION TO AUTHORIZE TEMPORARY PERMIT FOR MOBILE HOME RESOLUTION NO. 162 , introduced by Mr. Demboski, seconded by Mr. Robillard. WHEREAS, Dr. & Mrs. Franklin M. Barber of New Hartford, New York has made application in accordance with paragraph 2 (a) Section 4, of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated East Shore of Dunhams Bay, Town of Queensbury, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to authorize the issuance of the permit requested by said application, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, temporary permission is hereby given to Dr.&Mrs. Franklin Barber of New Hartford, New York to locate a mobile home outside of a licensed mobile home court, for a period of three months from 7/25/69, at property situated at East Shore of Dunhams Bay, Town of Queensbury, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Noes - None 250 Supervisor Solomon read a letter from Senator Louis Lefkowitz which stated that the check will be forthcoming for the sale of property of Pine View Cemetery. Mr. Pliney Tucker questioned the Town Board as to the recent report which was submitted by the Chief of Police following his inspection of the junk yards within the town. Supervisor Solomon stated that certain conditions have been laid down when the permits were issued for the several junk yards in the town. Mr. Dietze complimented the Highway Superintendent, Carl Garb for the work of repairing Pinello Road. Mr. Clifford Gunther raised a question as to the repair and widening of Glen Lake Road. Supervisor Solomon explained that Glen Lake Road is a County Highway. The County Highway Department will be contacted. The Highway Report for the month of June was received and placed on file. RESOLUTION TO APPROVE APPLICATION FOR (MOBILE HOME COURT) RESOLUTION NO. 163, introduced by Mr. Robertson, seconded by Mr. Demboski. WHEREAS, William Welch of 10 Newcomb Street, Town of Queensbury has made application for a permit to operate an existing Mobile Home court containing 7 lots for mobile homes on property situated at Southeast corner of Corinth Roadr, and Pinello Road, and WHEREAS, (the Town Board) (the Town Building Inspector) has, after investigation, given approval of this application and plans, therefore be it RESOLVED, that the application -of William Welch of 10 Newcomb Street, Glens Falls, New York, for a permit to operate an existing Mobile Home Court containing 7 lots for mobile homes, on property situated at corner of Corinth Road and Pinello Road be and the same is hereby approved and that the Town Clerk is hereby authorized and directed to notify the applicant of the decision of this Board, be it further RESOLVED, that the Town Clerk is hereby authorized to issue the permit to operate a Mobile Home Court upon receipt of the fee, in accordance with Section 2, paragraph 4 of the Mobile Home Ordinance of the Town of Queensbury. Solomon, Supervisor Gentlemen: This department has reviewed the bids received for the supplying of 4500 feet of 12 inch cast iron pipe as set forth in Queensbury Water Department specifications 69-3. This material 251 to be used in the reconstruction and relocation of Route 9. The bid of Warren Pipe & Foundry appears to be the lowest responsible bid received and meets the specifications in all respects. Therefore it is my recommendation the bid be awarded to the Warren Pipe & Foundry Company. Respectfully submitted Thomas K. Flaherty Superintendent RESOLUTION NO. 164, introduced by Mr. Robertson, seconded by Mr. Austin. WHEREAS, Thomas K. Flaherty, Superintendent of Queensbury Water Department, did on June 26, 1969 recommend the advertising of "Bids" for supplying the Water Department with 12" cast iron pipe to be used in the re-construction of Route 9, and WHEREAS, bids were received and opened and read aloud on July 10, 1969, and WHEREAS, in the opinion of the Water Superintendent, the bid of Warren Pipe and Foundry Company meets all of the requirements and is the lowest of (2) bidders, therefore be it. RESOLVED, that the bid of Warren Pipe and Foundry Company is hereby accepted and delivery will be made at the proper location selected by the Water Superintendent, Thomas K. Flaherty. Noes - None RESOLUTION TO NAME MEMBER TO THE BOARD OF CEMETERY COMMISSION RESOLUTION N0. 165, introduced by Mr. Solomon, seconded by Mr. Robillard. WHEREAS, Chapter 814, of the laws of 1948 provides that there shall be a Board of Cemetery Commissions of the Town of Queensbury to consist of three members appointed by the Town Board for three year terms to expire on June 30th of each year, and WHEREAS, the term of Charles K. Denny, deceased, would have expired on June 30, 1969 , therefore be it RESOLVED, that Joseph F. Regan, Jr. , be and he hereby is appointed a member of the Board of Cemetery Commissions of the Town of Queensbury for a term commencing as of July 1, 1969 and to expire on June 30, 1972. Noes - None Councilman Austin reported that the New York State Traffic Commission have been approached to conduct a study of possible speed zones in 17 different areas of the Town of Queensbury. A study of"STOP SIGNS"within the Town will take place at an early date. 252 RESOLUTION NO. 166, introduced by Mr. Demboski, seconded by Mr. Robertson. RESOLVED, that the Audit of Claims as listed in Abstract #69-7A numbered 4856 through #863 inclusive and totaling $11,998.45 is hereby approved.
