WHEREAS, Richard Kubricky of R.F.D. #1 Hewitt Rd. , Glens Falls, N.Y. has made application in addordance•with paragraph 2 (a) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES .and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home out- side of a duly-licensed mobile home court at property situated Hewitt Road, Glens Falls, N. Y. , and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to authorize the issuance of the permit requested by said application, therefore be it AV RESOLVED, that pursuant to the provisions of the above mentioned ordinance, temporary permission is hereby given to Richard Kubricky of R.V.D. #1 Glens Falls, N. Town Board FROM: Chief of Police DATE: Nov. 12, 1969 I feel that all bids submitted in reference to a new patrol car meet the specs. WHEREAS, Gilbert Schlierer, Chief of Police, did on October 23, 1969, recommend the purchase of one new 1970 Police Car for use by the Queensbury Police Department, and WHEREAS, bids were received and read aloud on November 6th, 1969, and WHEREAS, in the opinion of Chief of Police, Gilbert Schlierer the bid of Parsons Ford meets the specifications as prepared by Chief Schlierer and is the lowest of the three bids received, therefore be it RESOLVED, that the bid of Parsons Ford is hereby accepted and delivery will be made in four to five weeks from the date of November 6th, 1969 at a delivered price of $2, 647.40. Robertson who moved its adoption SECONDED BY MR: .Robillard RESOLUTION FOR THE ISSUANCE OF CAPITAL NOTES TO FINANCE IMPROVEMENTS TO THE GURNEY LANE RECREATION AREA. WHEREAS, the Recreation Commission of the Town of Queensbury has supervision over the recreation area located on Gurney Lane in said Town, and WHEREAS, said Recreation Commission has informed the Town Board- of the need for the construction of rest rooms and related facilities at said recreation site, and WHEREAS, the Department of Public Works of said Town has undertaken to construct the necessary facilities and has expended the sum of $4,490. 76 for such purpose, and WHEREAS, the necessary funds for such recreation area improvements are not provided for in the current Town Budget, NOW, THEREFORE, BE IT RESOLVED: 1. The specific object or purpose for which obligations J are to be issued pursuant to this resolution is to finance the cost of improvements to the Gurney Lane Recreation Area. 2. The maximum cost of such improvements is $4,090. 76, and the plan of financing such cost is as follows: $4,090. 76 is to be provided by the issuance of capital notes in the amount of $4,490. 76 pursuant to this resolution. 329 3. The following determinations are hereby made: (a) The period of probable usefulness of such improvements is ten (10) years. (b) The subdivision of paragraph a of Section 11.00 of the Local Finance Law which is applicable in the circumstances is subdivision "19 11(c). (c) The proposed maturity of the obligations authorized by this resolution will not -- be in excess of ten (10) years. 4. That the Town of Queensbury issue its capital note in the amount of $4,090. 76 to finance such cost in accordance with the financial plan set forth above. Such note shall be dated approximately as of December 15, 1969 and the power to fix and determine the exact date of such note is hereby delegated to the Supervisor. 5. Such capital note shall be numbered 1 and shall mature in the year 1970. The power to fix and determine the date upon which such note shall become due and payable is hereby delegated to the Supervisor. The note shall be issued in bearer form, shall not contain a power to convert to registered form, and shall bear interest at a rate not exceeding five (5%) percent per annum payable annually. Both principal of and interest on this note will be paid in lawful money of the United States of America at the office of Glens Falls National Bank and Trust Company, Glens Falls, New York. This note may not be converted to registered form. This note is the only note of an authorized issue in the amount of $4,090. 76. This note is issued pursuant to the provisions of a resolution entitled "Capital Note Resolution" duly adopted by the Town Board of such Town of Queensbury on November 13, 1969. WHEREAS, the Town Board of the Town of Queensbury, by resolution duly adopted on February 6, 1969 authovt*edmthe'Tgwn Supert teddent of-Public Works to enter into a contract with R. E. Chapman and Company for the emergency cleaning, repair and rehabilitation of the four (4) wells at the Queensbury Town well site at a total cost not to exceed $4, 500. 00 and WHEREAS, said R. E. Chapman and Company have performed the aforementioned services and submitted a voucher therefor in the amount of $5,530. 00, NOW, THEREFORE, BE IT RESOLVED: 1. That the cost of said services be paid as follows: The sum of $1,030.00 to be paid out of current funds of said Town and the sum of $4,500.00 by the issuance of a capital note of said Town pursuant to this resolution. 2. The most recent hearing was held on November 13, 1969. Mr. Katz explained that the ultimate result will be important to the Town of Queensbury, due to the fact that some Lake Shore property of Lake George would be effected. Supervisor Solomon discussed the up-coming Warren County Budget. The following statement was presented and read aloud by Supervisor Solomon. TOWN OF QUEENSBURY . . . . COUNTY TAX RATE TO DROP AT LEAST 30% Residents of Queensbury will not find their January tax bill to unpleasant. Queensbury' s present county tax rate of $12. 62 will again decrease by as much as four to five dollars according to the tentative county budget. In 1968 , our county rate was $21. 37. In 1969 it decreased approximately 40% to $12. 62 and this year should .be around $8.00 or $8. 50 for an overall devrease of 60% in two years. The major reasons for the drastic tax cut has been the teemendous growth in the Town which entitles Queensbury taxpayers to a larger portion of the Sales tax Levy. The combined Town and County tax rate which will appear on the January tax bill should be approximately $19. 00. This compares with a rate of $31. 89 in 1968. Supervisor Solomon also stated that the regular Town Board meeting which would be on Thanksgiving Day will be cancelled. The announcement by Supervisor Solomon that the fence which has been ordered on the Zayre and the Roberts Gardens property will be installed at an early date. Councilman Robillard expressed appreciation to Mr. George Leheman to do with the handling of the recent Veterans Day Parade. Mr. Donald Dean also expressed thanks to the Town Board for their action to do with the Veterans Day Parade. 334 RESOLUTION TO AUTHORIZE BIDS FOR SALT FOR THE HIGHWAY DEPARTMENT RESOLUTION NO. 221 _, Introduced by Mr. Solomon, seconded by Mr. Robertson. WHEREAS, Carl A. Garb, Superintendent of Highways, has recommended that the Town Board should advertise for bids for the purchase of Highway Salt for 1969-1970. RESOLVED, that the Town of Queensbury solicit sealed bids for highway salt and that the following notice be published once in the Glens Falls Times and The Post Star, to read in the following form: NOTICE OT BIDDERS Carl A. Garb, Superintendent of Highways, Town of Queensbury, Warren County, New York (Address: Aviation Road, Glens Falls, N.Y. ) is asking for sealed bids for approximately one hundred tons (100 tons) mor or less, of grade CC salt, delivered to the Town storehouse, Aviation Road, Glens Falls, New York, in 100 lb bags or in bulk, as determined by the Superintendent of Highways. Quality to meet New York Division of Standards and Purchase requirements. Bids must include the price per ton in 100 lb. bags and price per ton in bulk and bidder must specify nearest distribution facility from which shipment to the Town will be made. v Bids must be submitted in sealed opanue envelopes plainly marked "SALT BID", and there shall be included in such bid the certificate of NON-COLLUSION required by Section 103d of the General Municipal Law asJthe act and deed of such corporation.
