Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr. Councilman The meeting was called to order by the Supervisor at 8:01 P.M. i Supervisor Webster greeted the following visitors: Cecil Floyd - Interested in Mobile Home Application -� Michael Liddle - " " to it it Christine Halpin " " of it of Mr. & Mrs. Malcolm Bolton - Interested in Mobile Home Application. Mr. & Mrs. Gerald F. Harrington - Lupine Lane, Town of Queensbury Supervisor Webster declared the public hearing open on the application of Charles H. Hermance for a permit to locate a Mobile Home on Feld Avenue. The Supervisor requested a voice from any persons present in opposition to or in favor of the granting of the permit. There were none. The public hearing was declared closed. The Supervisor declared the public hearing open on the application of James & Barbara Saville for a permit to locate a mobile home on FA'd Avenue. Following a request for a voice from any person present in opposition or in favor of the granting of the permit , to which there waak°none. The public hearing was declared closed. Supervisor Webster declared the public hearing open on the application of Barbara Mechanick for a permit to locate a mobile home on VanDusen Road, Town of Queensbury. With no persons in appearance in opposition or in favor of the granting of the permit; the hearing was closed. The Supervisor declared the public hearing open on the application of Malcolm & Simone Bolton for a permit to locates mobile home on Big Bay Road. Following a request for a voice from any persons present in opposition or in favor of the granting of the permit, to which there was none; the hearing was declared closedd The Supervisor declared the public hearing open on the application of Richard Nicholson for a permit to locate a mobile home on Luzen Road. Following a request for a voice from any person present in opposition or in favor of the granting of the permit, to which therewas none; the hearing was declared closed. Supervisor Webster declared the public hearing open on the application of Michael Liddle to secure a permit to locate a mobile home at 10 Luzern Road. Supervisor Webster requested a voice from any person in opposition to granting of the permit. There were none. Following a request for a voice from any person in favor of -the issuance of the permit, Mr. Cecil Floyd the owner of the 1$nd where the mobile khome will be located, was granted the floor. Mr. Floyd stated that due to his severe illness, the allowing of the mobile home in the rear of his home would be a big help to him. The applicant, Michael -Liddle, could assist Mr. Floyd in many ways around the home. The problem -of water supply and sewage disposal was discussed at length by the Town Board. `- Mr. & Mrs. Gerald Harrington of Lupine Lane were granted the floor. The nature of the visit was to discuss a neighborhood sewage problem on Lupine Lane. Lengthy discussion ensued and it is understood that further investigation will be forthcoming. Mrs. Barbara Mechanick visited the meeting at this time. Although the public hearing was closed on the application of Mrs. Mechanick to secure a permit to locate a mobile home on VanDusen Road, the members of the Town Board discussed the removal of debris on the lot in question and also- the installation of a proper septic system. Mrs. Mechanick assured the Town Board that these problems will be properly taken care of. The application for a will be granted. To: John 0. Webster Supervisor, Town of Queensbury We, the undersigned, all being residents of Mountain View Lane, Town of Queensbury, County of Warren, respectfully request that -the speed limit on our road be lowered from the present 50 MPH. In the past few years there have been many new homes constructed on this road. There are approximately thirty-five shhool age children now living on this relatively short road. Also, the road is not very *ide and the cars must travel very close to the edge. We would sincerely appreciate any efforts you could make on our behalf to have the speeds reduced as quickly as possible. Every days delay exposed our children to a dangerous situation. Thank you very much for your help. The above petition bore the signatures of 26 residents of Mountain View Lane. JAMES D. GRIFFIN Country Club Road Glens Falls, N. Y. Queensbury Town Board August 7, 1967 Town Hall Bay & Haviland Road Glens Falls N. Y. Gentlemen: Di&you request of the State Traffic Commission - as reported in .the Post Star of August 4th - for Speed reduction on Chestnut Ridge at the request of Mr. Websters neighbors - carry a similar request for Speed Reduction on this much more heavily travelled Country Club Road which was my request of your meeting of the previous week? 248 If so - I have no complaint and will await the action of your request - but if not - then let me repeat what I reported at your meeting of July 27th when requesting similar Consideration for the residents of Country Club Road. Since the opening of the Quaker Road bypassing the City of Glens Falls, we have noticed ever increasing traffic on this Country Club Road by Northern Employees going to and from their Homes to work in Hudson Falls - and Fort Edward. Cutting off at Storytown - across the Club and down this County Road - they miss the bottleneck at the Plaza and the Route 9 Stoplight. Recently they have been joined by Trucksin the dozen including Pulp Trucks an other heavy Vehicles until this Road has become a raceway of —' recent months, both day and Night traffic. A traffic Count on both Chestnut and Country Club Roads will convince you of this heavy traffic, 10 times more fluent than that requested by John Websters Neighbors and reveal the justification of some relief in lowered speed limit here. As a personal Point, let me remind you that we donated to both . County and Town, land when they requested it for both Country Club and Sweet Road improvement and its little in repayment in obtaining some relief from these hazardous conditions in Country Club Traffic Control. You must realize the Hazard to Children going to Round Pond .and the Country Club both on foot and on Bycicles while this speed exists in an ever increasing Traffic Problem. Very truly yours Jas D. Webster, Supervisor Gentlemen: Some weeks ago I expressed the advantage and reed of Special Policemen for the Town of Queensbury with you. After considerable inquire and investigation of a number of applicants I believe that David J. Waters of Big Boom Rd. Town of Queensbury is best Qualified. He has had .considerable experence with the Sheriff's Dept. and is very interested in Police work. I recommend he be appointed Special Policeman for the Town of Queensbury at this time. My Understanding with him is that he will be paid for only days worked. Sincerely LeRoy Phillips P.S. A Special Deputy Sheriff receives fifteen (15) dollars for one Days work. I recommend that Special Policemen for the Town of Queensbury be allowed the same. 24§ The monthly Highway Report was received and placed on file. The monthly report of the Supervisor was received and placed on file. The total Receipts for the month of July, 1967 were $63,259.97. The total Disbursements for the month were $87,623.80. All communications and reports "were received and placed on file. Carried unanimously. The minutes of a recent meeting of the Planning Board were received. The report showed discussion on the problem of the City of Glens Falls requesting permission to expand the present dumping facility within the Town of Queensbury. Lengthy discussion ensued on the part of the Town Board. RESOLUTION TO AUTHORIZE TRANSFER OF FUNDS RESOLUTION NO. 155, Introduced by Mr. Robertson, seconded by Mr. Turner. RESOLVED, that the Supervisor is hereby authorized and directed to transfer the sum of $10,000.00 from the Highway °Fund to the General Fund, said amount to be repaid to the Highway Fund as soon as such money is needed, and in any event prior to December 31, 1967. Duly adopted by the following vote: Ayes = Mr. Beaty, Mr. -Turner, 'Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None RESOLUTION NO. 156, Introduced by Mr. Turner, seconded by Mr. Lampson. RESOLVED, that the State Traffic Commission, pursuant to Section #1622.2 of the Vehicle and Traffic Law is hereby requested to establish an area speed restriction on Mountain View Lane from the intersection of Mountain View Lane and Aviation Road to West Mountain Road. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None RESOLUTION N0, 157, Introduced by Mr. Robertson, seconded by Mr. Beaty. RESOLVED, -that the State Traffic Commission, pursuant to Section #1622.2 of the Vehicle and Traffic Law is hereby requested to establish an area speed restriction an Country Club Road from the intersection of Quaker Road and Blind Rook Road or whatever amount of this Road as the Traffic Commission makes a decision to do. Y. , has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensburyentitled; ORDINANCE FOR THE REGULATION OF MOBILE-HOMES and MOBILE-HOME COURTS-IN THE'TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to kocate it mobile dome outside of a duly licensed mobile home court at property situated Lot #147 Feld Street, and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and 250 WHEREAS; IT IS HEREBY DETERMINED THAT the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for °the following reasons: There were no persons in opposition. Y. , has made application in accordance with.paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES'and MOBILE HOME COURTS IN THE TOWN- OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a ,duly, licensed mobile home court at property situated VanDusen Road, and `-' WHEREAS, this town board has conducted a public hearing in connection with said application and ha-s heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for the following reasons: There were no persons in appearance in opposition. It is understood and agreed that the water supply for the mobile home will be installed under the permission of the Water Superintendent, therefore be it 253 RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Michael Liddle of 10 Luzerne Road, Glens Falls, N. X. , to locate a mobile home outside of a licensed mobile home court, at property situated at 10 Luzerne Road, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None RESOLUTION NO. 1644 Introduced by Mr. Robertson, seconded by Mr. Lampson. RESOLVED, that the Audit of Claims as listed in Abstract 67-8 numbered #781 through #871 and totaling $46,315.88 is hereby approved. Flaherty - Superintendent of Queensbury Water The minutes of the meeting of August 10th, 1967 were approved. Carried unanimously. A Traffic Notice of Investigation of traffic speed on Chestnut Ridge Road was presented by the clerk. Application for permits for Mobile Home locations were presented by the clerk. - Lillie B.
