The office portion of the building will have two tenants; a radio station and a personal fitness trainer. For at least the immediate future the shop portion of the building will continue with its current use. However, future plans are to convert that area to office and/or light industrial use. The area variance is for a sideline setback and is necessary in order to construct a handicap entrance. C ERIC -;- » ~. 1 ' .~ ' f ~~ S .~~ PROJECT NARRATIVE KUBRICKY CONSTRUCTION CORPORATION BAY ROAD SITE -CHANGE OF USE The Kubricky Construction Company, which is owned by D. A. Collins, recently moved their corporate offices and most or their equipment maintenance and storage from their site at 238 Bay Road in Queensbury. They are now proposing to lease the office portion of their building to two new tenants; a radio station and a personal fitness trainer. They will continue to maintain occupancy of the shop area for some of their equipment maintenance. However, future plans are to convert the two shop areas into office and/or light industrial use. The currently proposed addition of the two new tenants constitutes a change of use and requires site plan review. The site is comprised of four separate tax parcels totaling 2.83 acres. As part of this project it is proposed to consolidate these into one tax parcel. The only exterior improvements proposed are the addition of a new entrance along the north side of the building and the stripping of parking spaces on the existing pavement at the rear of the building. The new entrance will. serve both new tenants and will include a handicap accessible ramp. The landing for the handicap ramp constitutes a building addition and, since this north side of the building does not meet current zoning setbacks, will require a zoning area variance. The attached photograph of the north side of the building shows an elevation view of the proposed HC entrance. The existing building mounted sign for Kubricky Construction will be removed and replaced with two building mounted signs: one for the radio station (WCKM-FM, WCQL-FM, WWSC-AM) and one for the personal fitness trainer. No free-standing signs are proposed. All new signs will be code compliant. Because no new site improvements are being proposed the following waivers are requested: Stormwater -the site is essentially flat with some areas slightly pitched to the north. There is an existing drywell at the rear of the building which handles water from the area to the rear of the shop. The site was observed during a relatively heavy rainfall and, although some runoff was noted leaving the north side of the site, this drains into an existing low area on the powerline right-of--way and does not appear to cause any problems. The proposed change of use will not in any way change the existing site drainage conditions. Therefore a waiver is requested from the stormwater requirements. Grading - No sitework is proposed; thus no grading is required Li htin -the only new lighting proposed will be under the HC entrance canopy, which because of its location and low wattage could not possibly affect residential properties to the south or west. Landscaping -existing shrubbery in the front of the building will be cleaned up and any damaged plants replaced. No new landscaping is proposed. Buffer - A waiver is requested from the requirement of a type C buffer along the southern property line. The proposed change of use for the office portion of the existing Kubricky Construction building will be more compatible with the adjacent residential properties and will hopefully lead to conversion of the shop portions of the building to similar uses.
