Harwood Beaty Councilman , Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr. Councilman The Supervisor called the meeting to order at 8:15 p.m. Supervisor Webster greeted the following visitors: Robert Coons - Visitor Mr. & Mrs. Robert Linindoll - Visitors Charles Howe - Applicant for Mobile Home Permit John P. Brown - Applicant for Easement, Warners Bay, Lake George Thomas K. Flaherty - Superintendent of Queensbury Water Gerald Solomon - Supervisor - Elect. Florence Mcllvaine- Reporter., The Post Star Bernard J. Codner - Superintendent of Highways . Thomas Lawson - County Supervisor - Elect The public hearing was declared open by the Supervisor on the application of Stanley Robinson for a permit to locate a Mobile Home on Burch Road, Town of Queensbury. Proof of publication was presented by the clerk. With no persons in appearance in opposition or in favor of the-. granting of the permit the public hearing was closed at 8:17 p.m. The public hearing was declared open on the application of Mrs. Eleanor- Burt for a permit to locate a Mobile Home on the Corinth Road, Town of Queensbury. Proof of publication was presented by the clerk. There were no persons present in opposition or in favor of the granting of the permit. The public hearing was declared closed at 8:20 p.m. The public hearing on the application of Charles Howe for a permit to locate a Mobile Home on Reardon Road at Glen Lake was opened at this time. The clerk presented proof of publication. Supervisor Webster requested a voice from any persons present in in favor of or in opposition to the issuance of the permit. There was none. Supervisor Webster questioned Mr. Howe as to his future plans for development of the location of the Mobile Home. Mr. Howe stated that the mobile home will be enclosed by a structure at a later date. The public hearing closed at 8:22 p.m. --- The public hearing was declared open on the application of Griffin A. Brooks for a permit to locate a mobile home on Route 9 at the intersection of Mantray Road. Proof of publication was presented by the clerk. There were no persons in attendance in favor of orin opposition to the granting of the permit. The public hearing closed at 8:25 p.m. The clerk presented the application of Mr. John P. Brown for a grant of easement in land under water at Warners Bay, Lake George, New York. The application was read in its entirety by the clerk. Discussion followed and the applicant was assured that the matter will be handled by others than the Town Board of the Town of Queensbury. The minutes of all meetings prior to this date November 30, 1967 were approved. Carried unanimously. DEPARTMENT OF TRANSPORTATION November 27, 1967 Warren/Queensbury G- Town Board Town of Queensbury Warren County Gentlemen: This refers to the joint request from the Town Board and the Warren County Superintendent of Highways for the establishment of a school speed limit on Aviation Road adjacent to the Queensbury Junior and Senior High Schools. We have advised our- field personnel to make an inves- tigation at the above location, to determine if the school speed limit is warranted. Upon receipt of the field infor- mation, you will be advised of the Department' s conclusions. We would like to point out that before a school speed limit can be established, the following conditions must exist: (1) The school crossing within the zone must be supervised. (2) The schools involved must include one or more grades below Grade 10. (3) That there is no traffic control signal, pedestrian overpass or under pass, or highway grade separation appropriate for use by pedestrians crossing the high- way involved within the zone or within 450 feet of the near end of the zone. (4) The zone must contain a *arked crosswalk. If a. regu- lation is established, the marked crosswalk may be applied after it is established rather than before. Until, and if, a school speed limit is established, the R-5A speed limit signs posting the 15MPH limit are to be removed. RESOLUTION TO APPROVE APPLICATION FOR EXTENSION TO MOBILE HOME COURT RESOLUTION NO. 242, Introduced by Mr. Beaty, seconded by Mr. Turner WHEREAS, Melvin Slopey of 6 Vista Court, Glens Falls, New York, has made application for a permit to operate an existing Extension to a Mobile Home Court containing.19 lots for mobile homes on property situated at Pitcher Road and VanDusen Road West Glens Falls, N. Y. , and WHEREAS, the Town Building Inspector has, after investigation, given approval of this application and plans, therefore be it RESOLVED, that the application of Melvin Slopey of 6 Vista Court, Glens Falls, New York for a permit to operate an addition to an existing Mobile Home Court containing 19 lots for mobile komes, on property situated at Pitcher Roadrand VanDusen Road, West Glens Falls, New York be and the same is hereby approved and that the Town Clerk is hereby authorized to issue the permit to operate an addition to a Mobile Home Court upon receipt of the fee, in accord- ance with Section 2, paragraph 4 of the Mobile Home Ordinance of the Town of Queensbury. A letter was read and placed on file from. the State of New York Department of Health to do with the quality of water being supplied from the wells in the Queensbury Water District. The monthly report of the Water Department was read and place on file. Bernard J. Codner, Superintendent of Highways expressed approval of the highway construction in the Hewitt Development known as Zenas Drive off Dixon Road. RESOLUTION TO APPROPRIATE SURPLUS FUNDS IN THE `- HIGHWAY FUND ACCOUNT RESOLUTION NO. 243, Introduced by Mr. Webster, seconded by Mr. Lampson. RESOLVED, that surplus funds of the Highway Fund be appropriated as follows: Item I $726.25 Item III Machinery Repair 106.77 Item IV Snow Removal 443.90 thereby increasing the appropriations as follows: Item I from $110,000.00 to $110,726.25 Item III Machinery Repair from $12,000.00 to $12,106.77 Item IV Snow Removal from $36,000.00 to $36,443.90 Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None 3135 RESOLUTION TO APPROPRIATE FUNDS FROM THE CONTINGENT FUND RESOLUTION NO. 244, Introduced by Mr. Turner, seconded by Mr. Robertson. WHEREAS, it now appears that actual revenues in the Pine View Cemetery account will be less than those acticipated in the 1967 budget, RESOLVED that the sum of $500.00 be and the same be transfered from Contingent Funds in the General Town Fund and the same is hereby appropriated to the Pine View Cemetery and be it further RESOLVED, that the Supervisor is hereby authorized and directed to make the necessary transfer of funds in accordance with this resolution. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None RESOLUTION TO RENEW CONTRACT WITH ABALENE PEST CONTROL, INC. RESOLUTION NO. 245, Introduced by Mr. Robertson, seconded by Mr. Lampson. WHEREAS, the present contract between the Abalene Pest Control Service, Inc. , and the Town of Queensbury, for extermination of rats and rodents at the Town Refuse Disposal Area expires December 3rd, 1967, therefore be it RESOLVED, that the contract with Abalene Pest Control, for extermina- tion of rats and rodents at the Town Refuse Disposal Area for a stipulated fee of $240.00 per year, payable at $20.00 per month for a period commencing December 3rd, 1967 and ending November 30th 1968 be and the same is hereby approved, and be it further RESOLVED, that the Supervisor be and hereby is authorized and directed to sign such contract on behalf of the Town of Queensbury. Noes - None RESOLUTION TO AUTHORIZE ATTENDANCE AT CONFERENCE RESOLUTION NO. 246, Introduced by Mr. Robertson, seconded by Mr. Turner. RESOLVED, that permission is hereby granted to Justice of the Peace James A. Davidson, Justice of the Peace Meredith S. Bentley, and Police Chief LeRoy A. Phillips, to attend the conference meeting of the New York State Bar Association, to be held December 13, 1967s at the Schine Queensbury Inn, Glens Falls, N. Y. , and that the actual and necessary expenses incurred in such attendance is a proper town charge. WHEREAS, the Town Board after a public hearing adopted the budget of the Town of Queensbury for the fiscal year of 1968 which states that the amount to be raised by taxation for the general fund is $144,260.00 which is correct but the summary statement of the general fund appropriation is incorrect because the sum of $55,725.00 for debt service is omybitted, be it $36 RESOLVED, that the summary statement of general fund appropriations in the 1968 budget as adopted be corrected as follows: General Government $1499540.00 Public Safety 27,800.00 Education 129450.00 Sanitation 10,400.00 Recreation 17,910.00 Enterprises 260285.00 Debt Service 559725.00 Miscellaneous 700.00 Contingent Purposes 6,000.00 Total General Fund $306,810.00 Total Estimated Revenues- General Fund 162,550.00 Amount to be raised by taxation for General Fund $1449260.00 Duly adopted by the following vote; Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None RESOLUTION N0. 248, Introduced by Mr. Robertson, seconded by Mr. Beaty. WHEREAS, the Town Board has established the Queensbury Water District with a water supply from wells with storage tanks and distribution system which is adequate for- the present needs and for some future growth in the district but demands for water in the southeasterly end of the town and anticipated future development along Quaker Road, Bay Road and Ridge Road will create a further demand for water supply which probably cannot be met by expansion -- of existing sources of water supply, and WHEREAS, it may be possible to establish a water storage and distribution district to take water from Lake George for sale to existing and future water districts in the town bpi furnish a practically unlimited supply at a reasonable cost, be it RESOLVED, that the Town Board of the Town of Queensbury hold' a public hearing at the Town Office Building on Bay Road in said Town on the 14th day of December, 1967, at 8:00 o'clock, P.M. , to consider a proposal to establish a water storage and districution district in the Town of Queensbury as provided by Section 190-c of the Town Law, and be it further RESOLVED, that the Town Clerk be and he hereby is directed to give notice of such hearing as required by law.
