The applicant intends to construct a 2,800 square feet car-hop style restaurant, 2,500 square feet fruit/vegetable stand building, and associated utilities. Submitted information includes the following: • Site Plans and Details prepared by Hutchins Engineering, dated July 15, 2016; • Architectural Plans prepared by Robert F. Niedermeyer, dated April 20, 2016; • Survey plan prepared by Van Dusen &Steves Land surveyors, dated May 4, 2016; • Stormwater Report and SWPPP prepared by Hutchins Engineering, dated July 12, 2016; and, • Site Plan Review Application and project narrative. Your office has requested that we limit our review to the design of stormwater system as it relates to compliance to local, state or relevant codes and regulations. Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. The project proposes to disturb an area of 3.8 acres and requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP) in accordance with GP-0-15-002 that includes erosion and sediment controls as well as post construction stormwater management practices. A Stormwater Report has been provided. Comments relating to the Stormwater Management Report are offered below. Chazen Engineering, Land Surveying&Landscape Architecture Co., D.P.C. The SWPPP does not appear to contain the inspection requirements in accordance with Part IV of the General Permit 0-15-002. The Applicant to revise the SWPPP to include the inspection requirements per GP 0-15-002. 3. It does not appear that Section 14.0 Operation and Maintenance Plan of the SWPPP includes the subsurface infiltration unit maintenance/operation procedures. The Applicant to revise the SWPPP to include the subsurface unit manufacturer's operation and maintenance procedures. 4. In accordance with Part I.F.8 of the SPDES General Permit concerning construction activities that may affect historic property, the Applicant is sending an inquiry to NYSOPRHP. The Applicant shall provide the Town with any document regarding the above determination and incorporate the same into the SWPPP pursuant to Part I.F.8 of the SPDES General Permit. 5. This project falls within the Lake George watershed and will be subject to the requirements of Section 147-11 of the Town code, for Projects within the Lake George Park, and is considered a major project. 6. Both of the site entrances appear to be within the NYS Route 149 and 9L right-of-way. Since NYS Route 149 and 9L are both NYSDOT Roads, highway work permits will be required to construct the entrances. 7. Section 6.3.1 of the NYSDEC SMDM states that geotechnical testing must be performed within the limits of each infiltration facility to determine the infiltration rate as well as confirm adequate separate distance from seasonally high groundwater and bedrock (minimum 3-feet). It does not appear that the testing was performed to a depth to conform the 3-feet of separation; test pit #3 was performed to a depth of 404' and the bottom of the subsurface infiltration facility is at 403'. As such, additional testing must be performed to confirm adequate separation from seasonally high groundwater (minimum 3-feet) at these locations. Chazen would not take exception to testing being performed at the start of construction; as long as the town does not take exception. However, it shall be noted that if any design changes occur because of discovered inconsistency in soil conditions, the project may be subject to additional site plan review. The Applicant shall notify the Town prior to advancing the soil testing; such that the Town can witness the testing, if they so choose. 8. The existing condition time of concentration flow path does not appear to be the most hydraulic remote point in the watershed; the Applicant to revise. The existing condition HydroCAD model for subcatchment 1S shows 100 feet of sheet flow on smooth surfaces, which does not appear to be correct based on the watershed map; the Applicant to revise. The existing condition time of concentration flow path for shallow concentrated flow is modeled as 3% slope, however the Tc line on the watershed map appears to be along a slope of 1.2%; the Applicant to revise. 9. The HydroCAD model lists the primary and secondary outlets for pretreatment area 2P as a 3"x3" horizontal/orifice grate and a 12'x8' broad crested rectangular weir; however it appears on the site plan that the outlet is 2-12" culverts. The Applicant to revise the HydroCAD model or site plan accordingly. The stone envelope in Pond 3AP in the HydroCAD model (15' wide by 100' long) appears to be slightly smaller than the site plan (22' wide by 150' long) depicts the stone envelope; the Applicant to revise either the site plan or HydroCAD accordingly. 11. The test pit results on sheet S2 do not appear to show infiltration tests to verify the 10 inches/hour infiltration in the HydroCAD model. The Applicant to clarify if infiltration tests were performed during the test pits and provide the results. Infiltration tests are required for infiltration devices in accordance with Appendix D of the NYS SMDM. 12. The proposed condition HydroCAD model shall be revised to match the site plan. It appears that pretreatment area 3P flows to two separate areas (an infiltration basin and an infiltration basin/subsurface units); the HydroCAD model does not depict the two separate areas. It appears that the HydroCAD model does not include the catch basin inlet to the subsurface units. The Applicant to revise accordingly. 13. The subcatchment inputs (percent impervious cover and areas) on the Water Quality volume sheet do not appear to match the HydroCAD model. The Applicant to revise the Water Quality volume calculations accordingly. A full review of the WQv, RRv, and pretreatment calculations will be performed once the WQv calculations are revised. 14. The Applicant should depict the time of concentration flow paths on the post development watershed map. 15. It is unclear where the emergency overflow swale terminates. The swale is proposed to leave the basin and run southerly to a wooded area, however the existing topographic information does not extend to the proposed terminus of the swale. It is unclear if the terminus is higher than the swale itself.The Applicant to clarify. 16. It is noted that the proposed stormwater management plan includes a subsurface infiltration system (chambers) under the bottom of an infiltration basin. It is requested that the Applicant provide information regarding design intent for this configuration.
