Webster (absent) Supervisor The meeting was called to order at 8:00 p.m. Councilman Beaty greeted the following visitors: Henry Driscoll - Representing LeValley McLeod Inc* - William Ball Mrs. Mary Wallen - Applicant Mobile Home Permit- Rose Mary Threu - Visitor Hilon Potter - Applicaft Mobile Home Permit John Au�.stin, Jr.. _. The Post Star Paul Campagnone - Visitor Thomas K. Flaherty - Superintendent of Queensbury Water Bernard J. Codner - Superintendent of Highways Councilman Beaty announced the opening of bids to supply the Queensbury Water District with "Water Materials"•at 8:00 p.m. Proof of publication was presented by the clerk. The clerk opened the only bid as received and proceeded to read same aloud as follows: LeValley McLeod Inc. , .Total Bid $23,705.10. The bid was presented to Thomas K. Flaherty the Water Superintendent i for study and approval. The minutes of April 13th and April 20, 1967 were approved. ° Carried unanimously. ` t The clerk announced the receipt of a notice of a hearing with the State of New York PAlic Service Commission on the petition of Yankee Trails., Inc. , for a certificate of Public Convenience and necessity for the temporary operation of an omnibus line. The permit was granted `on April "25, `1967 to 'entered the -franchise of Yankee Trails Inc. , until October 23, 1967. The application for a`mobile 'home permit from Mr. - Ray Van. Heusen was-studied and deferred until certain particulars are established. The public hearing onthe application of Carl & Shirley Nichols to locate a mobile home on Dean Drive was declared open at 8:15 p.m. Proof of Publication was presented by the clerk. The original application was read by the clerk. Following a request for any appearance of any persons in favor of or against the granting of the permit, to which there was none. The hearing was declared closed at 8:05 p.m. , and the Town Board agreed that the permit will be granted. The Public Hearing on the application of Mary Wallen to locate a mobile home on Leo Street, was opened at 8:05 p.m. Proo€ `of Publication was presented by the clerk. The clerk "summarized the original application. Mr.� .Bernard J, Codner; Superintendent of Highways, stated at this time that the applicant should be advised that the proposed location of the mobile home .is. not on: a town owned highway. Following a statement by Mary Wallen that she is aware of the fact to do withthe highway, the Town Board agreed that the .permit will be ,granted. The Public Hearing on the application of Ewing Tj. Clark, Jr., to locate a mobile home on Dean Drive was declared- open at 8:10 p.m. Proof of Publication was presented by the clerk. The clerk summarized the original application. With no persons in appearance either in favor of or against the granting of -the permit, the hearing was declared. closed at 8:15 p.m. and the Town Board stated that the permit would be granted, Mr. Paul Campagnone was granted the .floor. The question was raised by Mr. Campagnone as to possible restriction of burning of trees and -work with earth moving equipment during the night ors. Councilman Beaty assured Mr. Campagnone that he would endeavor to request the construction personaill to refrain from working at night. Mr. Campagnone discussed 'at length the damage being done to all properties near the construction of a shopping center between Route 9 and the Glen Acres housing development. Councilman Beaty reported on the reciept of an application from the City of Glens Falls for a permit to establish, operate an maintain a rubbish disposal area within the Town of Queensbury. TO: TOWN BOARD OF THE TOWN OF QUEENSBURY, WARREN COUNTY APPLICATION FOR PERMIT TO ESTABLISH, OPERATE AND MAINTAIN RUBBISH DISPOSAL AREA In accordance with applicable ordinances and in accordance with -the provisions of an ordinance of the Town Board of the Town of Queensbury, entitled "Ordinance to Regulate Dumps and Garbage Dis- posal in the Town- of Queensbury", dated March 3,_ 1959, application is hereby made by the City of Glens Falls to the Town Board of the Town of Queensbury for, a permit to establish, operate and maintain a rubbish disposal area within the Town of Queensbury, and in support of such application, the City of Glens Falls states the following: 1) The applica*X, City of"Glens Falls, is-a municipal corpor- ation organized and existing under and by virtue of the- laws of the State of New York, and is located wholly within Warren County, -New York. 2) A description of the parcel of land proposed to be used, pursuant to this application, is annexed' herato and made a part hereof. Such area consists of approximately 24;3 acres. 188 3) Annexed hereto and made a part hereof is a map showing the area proposed to be used, pursuant to this application. 4) The City of Glens Falls propose to use the "Sanitary Land Fill" method of operating thia,.�rdbbish disposal area,. and.would fill in and bevel off the ,entire `area used. There would -be no burning of any kind; all refuse wqp d be buried daily, and the area would be under constant sup during all hours -{hen dumping -was allowed. 6) By way of other pertinent information regarding this appli- cation, the applicant herewith states: The area for which this application is being made consists of a large ravine which is far removed from dwellings and which, for all practicable purposes, will not be visible from the Luzerne Road nor frm the Northway. The use of this area as a refuse disposal. location -would greatly improve the present^ situation which exists, in that the City in due time would be able to move all of its current disposal operations, to a point where the operation would not be visible. The City proposes to level off and landscape the present area, - which -it is now using for refuse disposal, and this would. be done in the near. future. Also the City would improve the entrance to the disposal area and would plant rows of trees at appropriate locations to hide the disposal operation.
