Project Description
Applicant proposes 12 buildings – 4 buildings at 3,000 sq ft, 4 buildings at 4,500 sq ft, 3 buildings at 3,750 sq ft
and 1 building at 4, 750 sq ft for 148 units. Site is 8.60 ac and disturbance is 5.59 ac. Project is to be phased
with 6 buildings at a time. An outdoor storage area of 107 ft X190 ft with a 6 ft high security fence to the North
side of the proposed buildings of phase 2. Project includes site work with new stormwater, fencing, 50 ft buffer
to the east side residences, upgrade to existing parking area and adding new parking area for the storage facility.
Project will maintain existing restaurant for future operation. Pursuant to Chapter 179-3-040 of the Zoning
Ordinance, new commercial construction shall be subject to Planning Board review and approval.
Staff Comments
Location-The project site is at 398 Corinth Road.
Arrangement- The existing site is wooded area to the rear of the property with an existing restaurant
building and parking to the front of the property.
Site Design- The plan is to construct twelve new self storage buildings, associated site work for drive aisles,
parking, stormwater, lighting, and landscaping. The project includes installation of a 6 ft height chain link
fence gap locations between the buildings, around the outside storage area and the building front with gates
for access.
Building – The project includes the following building types buildings with 4 at 3,000 sq ft, 4 buildings at
4,500 sq ft, 3 buildings at 3,750 sq ft and 1 building at 4, 750 sq ft Site conditions-The existing wooded site
area is to be cleared with a 50 ft vegetative buffer on the east side and north side then on the west side
vegetation to remain on the property line. The construction project is to occur in phases with Phase 1 to
include clearing and site work for the first 6 buildings at the front and outdoor storage to be completed in
year 1. Phase 2 would include the remaining 6 buildings at the rear. The rear of each building is to be forest
green. The building location on the east side are to be 52 ft from the side property line.
Traffic- The plans indicate there is parking for 62 self storage spots and 50 spaces for the restaurant. The
plans also detail the number of self storage units to be 148 units noted for 12 buildings.
Site layout and utility plan –The applicant has indicated there is no sewer or water for the units and only
electric is supplied for lighting.
Grading and drainage plan and Sediment and erosion control –the applicant has submitted a stormwater
report and a stormwater pollution prevention plan. The applicant may pursue a waiver from the NYSDEC
for swppp requirements. The site is relatively flat and the plans show the grading to occur to accommodate
catch basins, sloping of the pavement to channel stormwater, eave trenches on the buildings and on site
drainage basins.
Landscape plan –The applicant has proposed to maintain a 50 ft buffer beginning with the second storage
building to the rear of the property on the east side. The first part of the property on the east side existing
restaurant and parking area then along the first storage building is to be 11 pine or spruce trees to be planted.
The applicant is aware of items from neighboring properties located on the parcel and the plan indicates
arrangements with those owners will be further discussed. The applicant has updated the plans to include
additional privacy fencing and berm to address neighbors concern of the first few lots on Stephanie Lane.
Site lighting plan –two new light poles are to be installed at 20 ft in height with cut off fixtures. The wall
fixtures are also cut off fixtures and there are to be 51 installed as shown on sheet 2. The applicant has
updated the lighting information indicating the fixtures are on motion sensors for the buildings and there
would be lights that remain on all night would be facing the restaurant parking lot.
Signage –The site plan shows the location of an existing sign. The submission packet did not include
signage detail for the restaurant or the self storage buildings. The applicant has indicated signage
information is to be submitted
Elevations –The plans show the elevations with the units along the buildings and units at the ends. The
buildings are about 15 ft in height
Floor plans- The plans show the unit arrangement on the interior of the buildings.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written
request of an applicant. The application form identified as “Requirements” outlines the items to appear on the
site plan or included as attachments. At the time of application the applicant has either requested waivers,
indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow
items listed under Requirements of the applicant’s application: h. signage, q. soil logs, r.
construction/demolition disposal.
Summary
The applicant has completed a site plan application for the construction of 12 new self storage buildings, site
work for stormwater, landscaping, and lighting. The project is to be completed in phases –Phase 1 clearing
parcel as proposed, construction of the front 6 buildings, outside storage yard, site work and associated
landscaping, stormwater and lighting to be completed in year 1. Phase 2 construction of 6 buildings to the rear
to be completed in year 2. Project includes maintain an existing restaurant building for future operation. The
applicant has provided an updated set of plans clarifying items brought up at the 7/24/18 meeting.
