4.03 4.3 FINANCIAL\2018\Capital Project Fluid 4219 Clean Energy-Increase Appropriations—8-20-18 RESOLUTION AUTHORIZING INCREASE OF APPROPRIATIONS IN CLEAN ENERGY COMMUNITIES CAPITAL PROJECT FUND #219 RESOLUTION NO.: ,2018 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 231,2017, the Queensbury Town Board authorized establishment of the Clean Energy Communities Capital Project Fund 4219 and funding of the Revenue and Expense Accounts for such Capital Project in a total amount of$10,000, and WHEREAS, the Town Board wishes to authorize an additional $20,000 in funding toward this Project, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs an increase in the amount of$20,000 of the Clean Energy Communities Capital Project Fund 4219, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs that such funding for such Capital Project shall be by a transfer of $20,000 from the General Fund Unappropriated Fund Balance to Clean Energy Communities Capital Project Fund 4219, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to increase the following appropriations and revenues as necessary: • 001-9950-9030 Transfer to Capital Project - $20,000 • 219-0000-55031 Interfund Revenue - $20,000 • 219-8030-4720 Consultant Fees - $20,000; and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Clerk and/or Town Budget Officer to take all actions necessary to effectuate this Resolution. Duly adopted this 20ffi day of August, 2018,by the following vote: AYES NOES ABSENT : 2 RESOLUTION ESTABLISHING CLEAN ENERGY COMMUNITIES CAPITAL PROJECT FUND NO. 219 AND ESTABLISHING AND APPOINTING MEMBERS TO TOWN CLEAN ENERGY COMMUNITIES COMMITTEE RESOLUTION NO.: 231,2017 INTRODUCED BY: Mr. Tim Brewer WHO MOVED ITS ADOPTION SECONDED BY: Mr.Anthony Metivier WHEREAS, by previous Resolution, the Queensbuiy Town Board adopted and established its Energy Benchmarking Policy (Project), and WHEREAS, the Town Board wishes to establish a Capital Project that will provide funding toward implementation of this Project and establish and fund the Revenue and Expense Accounts for the Capital Project in a total amount of$10,000, and WHEREAS, the Town Board wishes to accordingly establish the Clean Energy Communities Capital Project Fund No. 219 for the Project, and WHEREAS, the Town Board also wishes to establish and appoint members to a Town Clean Energy Communities Committee, NOW, THEREFORE, BE IT RESOLVED, that the Queensbuiy Town Board hereby authorizes the Clean Energy Communities Capital Project and authorizes and directs the establishment of the Clean Energy Communities Capital Project Fund #219 in the amount of$10,000 which will establish funding for expenses associated with this Capital Project, and BE IT FURTHER, a RESOLVED, that the Town Board further authorizes and directs that funding for such Capital Project shall be by a transfer of $10,000 from the General Fund Unappropriated Fund Balance to Clean Energy Communities Capital Project Fund#219, and BE IT FURTHER, RESOLVED that the Town Board further authorizes and directs the Town Budget Officer to take all action necessary to establish the following accounts for such appropriations and revenues as necessary: • 001-9950-9030 Transfer to Capital Project- $10,000 • 219-0000-55031 Interfund Revenue - $10,000 • 219-8030-4720 Consultant Fees - $10,000; and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes the establishment of the Town's Clean Energy Communities Committee, such Committee to be advisory only, and appoints the following members to such Committee: • Kathy Bozony, Chair • Harvey Noordsy • Bernice Memlis 2 t • Lionel Lemery • Lisa Adamson • Dianne Collins • Pema Reed • Catherine Atherden • Tony Krivitski • Steve Danna • John Braico • Kathy Braico • Stephen Traver • Travis Whitehead • David Deeb • John Strough and BE IT FURTHER, RESOLVED, that such Committee members shall serve at the direction of the Town Board with their tenns to begin immediately, and BE IT FURTHER, RESOLVED, that the Town Board authorizes and directs the Town Clerk to forward certified copies of this Resolution to Robin M. Reynolds, Senior Planner — Capital District Regional Planning Commission, One Park Place, Suite 102 Albany, NY 12205 and to the members of the Clean Energy Communities Committee, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Clerk and/or Town Budget Officer to take all actions necessary to effectuate this Resolution. 3 Duly adopted this 7"' day of August, 2017, by the following vote: AYES Mr. Strough, Mr. Metivier, Mr. Clements, Mr. Brewer NOES None ABSENT : Mr. Irish 4
