RESOLUTION AUTHORIZING GIRL SCOUTS OF NORTHEASTERN
NEW YORK TO UTILIZE TOWN OF QUEENSBURY TOWN HALL AS
EMERGENCY GATHERING LOCATION

WHEREAS, the Girl Scouts of Northeastern New York (Girl Scouts) own and operate
Camp Meadowbrook, a summer day camp program/property located at 239 Meadowbrook Road
in the Town of Queensbury, and
WHEREAS, the Girl Scouts have advised that they have completed its 2018 Fire
Evacuation Plan and have requested permission from the Town of Queensbury Fire Marshal to
utilize the Town's facilities as an emergency gathering location in the event they must evacuate
campers and staff from their property, and
WHEREAS, the Town of Queensbury's Fire Marshal/Town Safety Officer has reviewed
the Girl Scouts' request and find it is consistent with the Town's Comprehensive Emergency
Management Plan adopted by Resolution No.: 24,2018 and recommends the Town Board
authorize the Girl Scouts' request, and
WHEREAS, the Town Facilities Manager has also considered such request and concurs
with the Town Fire Marshal/Safety Officer's recommendation,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Girl Scouts of
Northeastern New York (Girl Scouts) to utilize the Town's facilities as an emergency gathering
location in the event they must evacuate its campers and staff from their property, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the Town Fire Marshal/Town
Safety Officer and/or Town Facilities Manager to work with the Girl Scouts to finalize a plan in
the event of an evacuation/emergency, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
sign any needed documentation with regard to such plan and the Town Supervisor, Town Fire
Marshal/Safety Officer and/or Town Facilities Manager to take any actions necessary to effectuate
the terms of this Resolution.

Dear Chief,
Enclosed please find our 2018 Fire Evacuation Plan for Camp Meadowbrook.Our summer day camp
program/property is located at 239 Meadowbrook Road, Queensbury and is owned and operated by Girl
Scouts of Northeastern New York, Inc.This plan has also been filed with the regional county department
of health as part of our 2018 camp safety plan.
We ask that you keepthis plan on file at your facility.We are also seeking permission to utilize your
facility as emergency gathering location in the event we must.evacuate our campers and staff from our
property. -
Camp Meadowbrook Summer Camp will be starting August 12 and will continue until August 2S, 2018.
We encourage you to visit our facility to become familiar with our property and our emergency

SERIOUS/FATAL ACCIDENTS
EMERGENCY PROCEDURES
• Give priority to caring for the injured. Move uninjured away from the
scene, take attendance and maintain supervision/safety.
• Secure the area - see that no disturbance to the site is permitted.
• Notify medical personnel and police (call 911)
• Keep a responsible adult at the scene.
• Call Director of Camp Services, Annette German at 518-926-8205.
A Council spokesperson will contact the parent, guardian or spouse
of the injured person.
• Have the injured party's health insurance forms available.
• Give the doctor and police the information they need.
• Refer all media and other inquiries to the Director of Marketing,
Daniella Nordin at 518-489-8110 or council spokesperson.
• Do not make any written or verbal statements to others.
• Keep a written record of events, witnesses and any telephone calls
made or received.
(� FIRE DRILLS/EVACUATION
Fire Drill Procedures:When camp is in operation,a fire drill is conducted within the first 48 hours
of that camp session.The Assistant Camp Director is responsible for holding and recording Fire
Drills.Logs on the Fire Drill will be kept at the camp office.
I.Any fire must be reported immediately to the Director's Tent by two-way radio or runners.
2.A general alarm-long blasts on the air horn,will be sounded from the Main Camp area.A
runner may also be sent to the units if there is any change indicated in the evacuation procedures.
3.At the sound of the alarm,staff should gather campers in patrols and take attendance. Campers
should be lined up with a buddy and then proceed to the play field. If using camp roads, stay to the
right side. Campers should remain quiet to hear instructions.Walk, do not run.
4.When Units arrive at the Playfield attendance is taken again.Any missing campers must be
reported immediately to the director.All remain in the Playfield area until the all clear is given.
5.Patrols not with their assigned Unit should join the nearest Unit.These campers must be reported
to the director so that numbers can be checked against the number of campers in attendance that
day.
6.Evacuation routes may have to be altered.A runner will be sent to notify,Units when this is
necessary. If normal route is blacked,the nearest clear fire exit is to be used.
7. In the event of an actual fire,Units,once accounted for will proceed out of camp on the lower
camp road to the maintenance shed area. If that path is blocked Units will follow the Camp road to
- the upper road and proceed to the lodge. If the Camp road is blocked Units will take the trail around
the pond to the upper or lower gate,whichever is safest and secondarily,closest.
8. In case of an injury or illness the Waterfront Director will transport backboard,and first aid kit
which includes sanitary gloves, compresses, CPR masks, etc. In addition,the Health Director will
carry with her all camper and staff medical histories.
In the case of Thunder/Lightning Storms:
*Main Tent has a weather radio that keeps them up to speed.They will radio ULs,PSs and
the Waterfront in the event of a storm. Units will be sent to program areas or Unit Houses for an
undetermined period of time.When it is safe to come outside again,Main Tent will let everyone
know.
Procedures for electrical or wind storms:
1.The day camp will have a radio and will monitor weather several times a day.
2. In the event that a Severe Storm Warning is issued for the area,the camp will be contacted by
the Civil Defense unit of Rensselaer County.The person receiving the call shall notify the Camp
Director immediately.
3. I£a Storm Watch is in effect, camp office will notify the Waterfront,the Nature Center,and all
units.Hikes away from Main Camp area will be canceled.The radio will be kept on until the Watch
is over.
4. Upon notification that a Storm Warning is in effect, activities will take place in Unit Shelters.
Boats will be called in,and all Waterfront activity participants will be sent to the Nature Center.
5. On approach of a storm all campers and staff will enter buildings. If storm is overhead, everyone
C should be in the center of the building away from the walls,in a crouch position with feet together.
6. In the event campers are in Main Camp at the end of the day,bus riders will be put on the camp
buses,and drive-ins will be sent to the Pavilion.
7.Those individuals caught away from shelter/camp by a storm will seek a natural depression and
lay low to the ground until the storm blows over.Attention paid to steering away from trees and
high points in the area.

***With the increase in violence in schools, churches, and other group places,
the following procedures are to be followed***
1. Campers pick-up: Campers will only be released to those persons designated on the
questionnaires parents have filled out prior to camp.The person picking up each camper must have
picture identification available to be checked.Parents need to let the authorized person know that
they will need to present picture identification.The camper will not be released to anyone else.
2. Encountering strangers on Camp property(with or without a weapon):
a.Ask what their business is and if you can help then.
b. Inform them that they are on private property, that it is posted and used as a
children's camp.
c. If they state that they have permission to be on camp property,ask to see identification.
Write down this information for your report to council.
d. If,after requesting the trespasser to leave, they refuse to do so,or if they present
imminent danger, eg,they have a weapon and are threatening,call 911,the state or local
police.
e. If trespasser is threatening,remove campers from area to safe Units away from trespasser.
f.Write down all pertinent data-date,time,place,witnesses,and what was said.Try to
obtain car license number and/or,if a hunter,the number of the hunting license.
g. Inform Council.
3. Camper bring weapons to camp:
a.Remove weapons from child.
b.Notify parents
c.Depending on type of weapon, eg,knife or loaded gun,call 911 (state or local police)
Ticks and Lyme Disease
Lyme Disease is a bacterial infection, spread by the bite of a deer tick,that can cause skin,heart,
nervous system and arthritic problems.
The tick is no bigger than a sesame seed and therefore difficult to see. It is black and red before
feeding.After it has filled with blood,it is the size of a small pea and is blue/black in color.
Avoiding Exposure
All staff and campers are advised to take the precautions outlined below in order to reduce the risk
of exposure to the disease.
• Stay in the center of woodland paths
• Wear light colored long-sleeved shirts and long pants with bottoms tucked into socks
• Use insect repellents on exposed skin
• Campers and staff should check themselves and their buddies frequently while outside for signs
of deer ticks
• Campers and staff should check themselves and their buddies when they return from outdoor
hikes or other activities that take place in woody or grassy areas where ticks may be found
• Staff will orient campers to the disease and ensure that campers are following the precautionary
guidelines
Actions To Take Should Exposure Occur
If a tick is found on the skin of a staff member or camper,they should report to the Camp Nurse
C for care. Campers parent's will be call and asked whether they want the Camp Nurse to remove the
tick or whether they want their child seen by her own doctor.
A tick must feed for many hours to transmit the disease. If a tick is found:
• Use tweezers to grasp the tick's mouth as close to the skin as possible
• Pull steadily and firmly until the tick lets go
• Apply antiseptic
• Save the tick by placing it in alcohol
Symptoms of Lyme Disease
Early symptoms may occur within a month of infection, often as a large circular rash with a clear
center.Flu-like symptoms are also common.Within weeks or months of infection,nervous system
involvement,including meningitis, encephalitis or facial palsy can occur.Heart problems or chronic
arthritis may develop months or years later.Lyme disease is treatable with antibiotics.The earlier
treatment begins, the easier it is to prevent long term problems.

DO NOT PROMISE THAT YOU WON'T TELL. That is a promise that, by law, you can
not keep. You can promise that you won't tell anyone who doesn't need to know, and
you can promise that you won't tell other campers. Kids in abusive homes frequently
have promises made to them that are not kept. Be careful about the promises you
make.
DO NOT PROMISE TO FIX IT. You probably can't fit it and once again, you don't want
to promise this if you can't deliver. You can promise to be there for her if it's true,to
listen, or to try connect her with people who can help. Offer her options. Give her as
much power as possible. You must report this, but she can have some control in how
that happens (i.e. she can tell your supervisor herself, she can go with you to tell, you
can write it out and let her read it etc.)
Afterwards
Realize that you have done a very important thing just by listening to this child. Write
down everything as soon as possible. Try using direct quotes. Describe what happened
rather than evaluating it. Talk.to your supervisor, who will talk to the administrative staff.
Process this experience with your supervisor. Treat the child with as much support as
she needs and wants, but don't drastically change your relationship with her. Abused
kids typically don't have a lot of chances to just be kids. Make sure this child gets to be
a kid at camp. Maintain the child's confidentiality.
C Then What?
The information will be phoned or mailed into the appropriate agency by the camp
director. The agency makes the decision whether or not to pursue a disclosure. We can
try to find out whether or not they are pursuing this, but there are no guarantees that we
will ever know what ends up happening to this child.

TOWN OF QUEENSBURY COMPREHENSIVE EMERGENCY
MANAGEMENT PLAN FOR 2018

WHEREAS, New York State Executive Law §23 provides in part that in preparing a
Town Comprehensive Emergency Management Plan, the cooperation, advice and assistance shall
be sought from local govermnent officials, regional and local planning agencies, police agencies,
fire departments and fire companies, local civil defense agencies, commercial and volunteer
ambulance services, health and social services officials, community action agencies,
organizations for the elderly and the handicapped, other interested groups and the general public,
and
WHEREAS, the Town of Queensbury's Fire Marshal received such advice and assistance
from local police, fire, public health agencies and other Departments within Warren County as
well as the State Emergency Management Office, Glens Falls Hospital and the American Red
Cross, and by Resolution No.: 361,2014, the Queensbuiy Town Board adopted its
Comprehensive Emergency Management Plan (Plan) for the Town of Queensbuiy, based upon
such advice and assistance as well as the State Emergency Management Sample Plan, and
WHEREAS, the Town Board must adopt such Plan on an annual basis and therefore
wishes to adopt such Plan for 2018 substantially in the form presented at this meeting,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby adopts the Town of Queensbury
Comprehensive Emergency Management Plan (Plan) for 2018 substantially in the form presented
at this meeting, and
BE IT FURTHER,
RESOLVED, that the Town Board authorizes and directs the designated Town officials
and employees to act in accordance with the terms and provisions of such Plan, including the
Deputy Town Supervisor and Town Board Members to support a continuity of government in the
event that the Town Supervisor should not be available to act in accordance with the Plan in the
event of an emergency and authorizes and directs the Town's Fire Marshal to file such Plan with
the Queensbury Town Clerk and submit such Plan to the Director of the Warren County Office of
Emergency Services and/or any other appropriate state or local agencies in order to cause the
Plan to be effective for all purposes provided under law, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor
and/or Town Fire Marshal to take any action necessary to effectuate the terms of this Resolution
and Plan.
