1967-06-08 211 Regular Meeting June 8, 1967 Present: John 0, Webster Supervisor N. Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr, Councilman The Supervisor called the meeting to order at 8:06 P.M. Supervisor Webster announced that the Town Clerk, Mr. George C . Crannell is in the Glens Falls Hospital. Mrs, Thomas Dougher will be serving as acting clerk for the meeting, The Public Hearing on the application of William J. VanGuilder to locate a mobile home on Luzerne Road was opened at 8:07 P,M. Proof of Publication of the notice of Hearing as published in the official papers was presented by Supervisor Webster. Mr. Webster called on anyone present in favor of or against said application to speak. Mr. VanGuilder spoke in his own behalf. There were no other statements. Hearing declared closed. The Board informed Mr. VanGuilder that the Board would take favorable action this evening. The Public hearing on the application of Genevieve VanDen Houton to locate a mobile kome at Cleverdale was opened at 8:12 P.M„ Proof of publication of the notice of hearing as published in the official papers was presented by Supervisor Webster. No one appeared either in opposition or in favor of said application. The Building Inspector had approved with some reservation con- cerning a satisfactory septic system, Supervisor Webster and Councilman Robertson both stated they had received numerous calls in opposition to said application. Since there seemed to be some doubt as to the legality of a mobile home within the Lake George Park Residential Zone and since this application was not filed asking for a varience, action by the Board was deferred, Hearing closed at 8:24 P.M. The minutes of the meeting of May 25, 1967 were approved after correction made by the Town Clerk. Supervisor Webster welcomed all visitors at this time. Mrs. Florence Mclllvaine represented the press at the meeting. Mr, Wheeler Howe of the American Legion inouired of the Board if there was a bill presented to the Town for the Memorial Day Service that was an improper one. Supervisor Webster informed Mr. Howe that bills would be audited later and he was welcome to remain for this audit. There were some of the customers bills such as flags, wreaths, sound system etc in the audit. Mr. Howe agreed. i A',faestion as to the status of zoning was asked from the floor. Supervisor Webster reported that the Town Board had completed its review and has scheduled a joint meeting with the Planning Board for next week Thursday, June 15. This will not be a public meeting. The next step will be the setting of a date for a public hearing. Supervisor Webster brought to the attention of the Board a book- let entitled "Welcome to Lake George". This is concerned to some extent with sign regulations. 212 It was announced that the Hudson Valley Volunteer Fireman' s Association Convention and Parade will be held in Hudson Falls June 15, 16, and 17. A letter of thanks was received from the family of John Finch. The Veterans of Foreign Wars will show a film on how to display the American flag at the Queensbury Senior High School at 8:00 P.M. on June 14. The Town Board has been invited to attend a flag raising ceremony at Radio Station WWSC on Flag Day, June 14 at 11 A.M. The New York State Conservation Department announced its gypsy moth spraying program. Reports: The Report of New Construction was filed with the clerk for the Month of May showing 35 starts. The report of the Building Inspector was filed with the clerk, for the month of May. The Supervisor presented the Financial report for May showing Receipts of $115, 299. 18 , Disbursements of $112,015. 64. The Highway Financial Report for the month of May was received. There were no other communications or reports and those received were placed on file. RESOLUTION TO NAME MEMBER TO THE BOARD OF CEMETERY COMMISSION RESOLUTION NO. 106, Introduced by Mr. Turner, who moved its _ adoption, seconded by Mr. Beaty. WHEREAS, Chapter 814, of the Laws of 1948 provides that there shall be a Board of Cemetery Commissions of the Town of Queensbury to consist of three members appointed by the Town Board for three year terms to expire on June 30th of each year, and WHEREAS, it appears from the records of the Town Clerk that Sidney VanDusen was last appointed by the Town Board for a term which expires on June 30, 1967, therefore be it RESOLVED, that Sidney VanDusen be and he hereby is reappointed a member of the Board of Cemetery Commissions of the Town of Queensbury for a term commencing as of July 1, 1967 and to expire on June 30, 1970. Duly adopted by the following vote: Ayes: -Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson, Mr. Webster. Noes - None Mr. Webster made note that Mr. VanDusen has served the town on: this commission for the past 20 years and expressed the �" appreciation of the the Town for his service. 2#.8 RESOLUTION TO MAKE APPLICATION TO THE NEW YORK STATE DIVISION FOR YOUTH, FOR APPROVAL OF RECREATION PROJECT RESOLUTION NO. 107, Introduced. by Mr. Beaty, who moved its adoption, seconded by Mr. Lampson. WHEREAS, the 1967 Town Budget has made provision for a continuation of the Town Recreation Program, and WHEREAS, it is believed that the Town is eligible to receive state aid under the State of New York Division for Youth, therefore be it RESOLVED, that application to the New York State Division for Youth for approval of the Recreation Project is hereby authorized, and that the Supervisor of the Town is hereby authorized, and directed to execute such application on behalf of the Town of Queensbury. Duly adopted by the following vote: Ayes Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson, Mr. Webster. Noes - None Supervisor Webster asked at this time if therewas any other new or unfinished business. RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 108, Introduced by Mr. Robertson, who moved its adoption, seconded by Mr. Lampson. WHEREAS, William J. VanGuilder of RD #3, Glens Falls, N. Y. has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY9 WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated Luzerne Road, Town of Queensbury, and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit renuested by said application, therefore be it RESOLVED, that pursuant to the provisions. of the above mentioned ordinance permission is hereby given to William J. VanGuilder of RD # 3, Glens Falls, N.Y. to locate a mobile home outside of a licensed mobile home court, at property situated at Luzerne Road, Town of Queensbury, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson, Mr. Webster. Noes - None Supervisor Webster explained the Show cause order concerning the Annexation case with the City of Glens Falls. Supervisor Webster announced that progress is continuing on the Route 9, Aviation Road project and the letting will be this fall. 214 On Wednesday, June 14th Mr. Webster will be in Albany attending a Hearing called by the Committee on Local Government and Home Rule of the Constitutional Convention. He would be representing Warren County and will also represent the Town of Queensbury. A recess was called at 8:55 P.M. Meeting resumed at 9:45 P.M. Mr. Witham appeared at this time. He spoke on behalf of the Queensbury Chamber of Commerce and told of their efforts to bring an outside bank to this area. RESOLUTION TO AUDIT CLAIMS 1 RESOLUTION NO. 109, Introduced by Mr. Robertson, seconded by Mr. Beaty. RESOLVED, that the Audit of Claims as listed in Abstract #67-6 numbered #524 through #629 inclusive and totaling $46,243. 54 is hereby approved. Duly adopted by the following vote: Ayes Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson, Mr. Webster. Noes - None RESOLUTION TO DISAPPROVE APPLICATION TO LOCATE MOBILE HOME OUTSIDE OF MOBILE HOME COURT RESOLUTION NO. 110, Introduced by Mr. Robertson, seconded by Mr. Lampson. WHEREAS, Martin C. & Ruby J. Mosher of RD #3, Glens Falls, have made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated at Minnesota Avenue, Town of Queensbury, and WHEREAS, it -is hereby determined that said application complies with the requirements of said ordinance but that the facts as presented in said application are not sufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the ap#lication of Martin C. & Ruby J. Mosher of RD #3, Glens Falls, N. Y. , to locate a mobile home outside of a duly licensed mobile home court is not approved and that the Town Clerk is hereby authorized and directed to notify the applicant of the decision of this board.
