Supervisor Webster greeted the following visitors: Florence McIllvaine - Reporter, The Post Star Alda Howe - League of Women Voters Barbara Houghton - League of Women Voters LeRoy Phillips - Chief of Police Thomas Flaherty - Superintendent of Queensbury Water The minutes of the meeting of June 8th and June 15th, 1967 were approved. Carried unanimously. The clerk presented the following applications for Mobile Home Permits: David Bennett - Public hearing on July 6, 1967 Martin & Ruby Mosher - Public Hearing on July 6, 1967 Wallace E. Reed - Application Disapproved Marshall Fowler - Application Disapproved. The clerk announced the receipt of the lists of election inspectors for 1967 - 1968 as received from John L. Bowman, Republican Chairman and Robert Cronin the Chairman for the Democratic Party. The following petition was received and read aloud by the clerk. TO THE TOWN BOARD OF THE TOWN OF QUEENSBURY WHEREAS, the undersigned is the owner of a certain parcel, of real property Westerly of Route 9 in the Town of Queensbury, Warren County, New York, opposite what is commonly known as Storytown, U. S.A. , and WHEREAS, the undersigned desires to construct a commercial airport on the said property to be used to land helicopters for receiving and discharging passengers in connection with sightseeing tours in and about the Town of Queensbury and also to be available for use by the New York State Police and the Conservation Depattment of the State of New York. NOW, therefore, the undersigned property owner pursuant to Section 249 of the General Business Law, hereby respectfully petitions the Board to authorize the establishment and operation of a commercial airport to be used for helicopters on the parcel of real property owned by the undersigned in the Town of Queensbury. Beswick for an opinion. g The monthly reports of the Police Department and the Water Department were received and placed on file. Supervisor Webster reported on the installation of yard lights around the Town Office Building. The Supervisor also reported on the result of the recently conducted meeting of the Intermunicipal Joint Public dater Supply Survey Committee. A report was received from Supervise r Webster to do with the final adoption of a zoning ordinance. The definate date for the final Public Hearing will be set at a special meeting of the Town Board on June 29th, 1967. The plan at this time is that the Public Hearing will be held on July 20th, 1967. Councilman Robertson reported on several requests of residents of the Town of Queensbury for supervision of "Mooring of Boats" in the neighborhood of Sandy Bay on Lake George. The plan at the moment is to prepare an ordinance for consideration of the Town Board to be adopted at a later date. All reports and communications were received and placed on file. Carried unanimously. Supervisor Webster stated that office hours at the Town Office Building would be changed for the months of July and August. The hours for those months will be 9:00 A.M. to 4:00 P.M. General discussion ensued at this time on the recently conducted public hearing to do with the petition of the City of Glens Falls to enlarge the preadnt garbage disposal area within the Town of Queensbury. By a voice vote it is the opinion of the Town Board that the present dump area should be eliminated as soon as possible and also that the petition should not be granted. RESOLUTION TO DISAPPROVE APPLICATION TO LOCATE MOBILE HOME OUTSIDE OF MOBILE HOME COURT. RESOLUTION NO. 117, introduced by Mr. Turner, seconded by Mr. Lampson. WHEREAS, Marshall Fowler of R.F.D. #1, Lake George, N.Y, has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated R.F.D. #1, Lake George, N. Y. , and WHEREAS, it is hereby determined that said application complies with the requirements of said ordinance but that the facts as presented in said application are not sufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned o ordinance, the application of Marshall Fowler of R.F.D. #1, Lake George, N. Y. , to locate a mobile home outside of a duly licensed mobile home court is not approved and that the Town Clerk is hereby authorized and directed to notify the applicant -of the decision of this board. Reed of Mountain Road, Lake Luzerne, N. Y. , has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated Van Dusen Road, and WHEREAS, it -is hereby determined that said application complies with the ree►uirements of said ordinance but that the facts as ,,-+resented in said application are not sufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the application of Wallace E. Reed of Mt. Road, Lake Luzerne, N. Y. , to locate a mobile home outside of a duly licensed mobile home court is not approved and that the Town Clerk is hereby authorized and directed to notify the applicant of the decision of this board. WHEREAS, Martin & Ruby Mosher of R.F.D. #S Minnesota Avenue, has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS .IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated R.F.D. #3, Minnesota Avenue, and WHEREAS, it -is hereby determined that said application complies with the reouirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are dufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public hearing on said application on July 6, 1967, at 8:00 p.m. in the Queensbury Town Office Building, Bay Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in -- accordance with the provisions of said ordinance. WHEREAS, David P. Bennett of 11 Prospect Street, Fort Edward, N. Y. , has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated 8 Pinello Road, and WHEREAS, it is hereby determined that said application complies with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to ,justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public hearing on said application on July 6, 1967, at 8:05 p.m. in the Queensbury Town Office Building, Bay Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance. WHEREAS, Article 4 Section 66 of the Election Law provides that this Board shall designate the Polling Places where the Registration of Voters and the Election shall be held during the year following. Now therefore be it RESOLVED, that the following locations be and they hereby are designated as the respective polling places in the Districts as enumerated. Election District #1. RESOLVED, that permission is hereby granted to Leon Nassivera, Chairman of Assessors to attend the Appraisors School at Ithaca, New York July 17-23, 1967, and that the actual and necessary expenses incurred in such attendance is a proper town charge. RESOLVED, that the Superintendent of Highways, Bernard J. Codner, -is hereby authorized to attend the training School for Highway Super- intendents at Cornell University in Ithaca, New York, on July 10th, and 12th, 1967 and that the actual and necessary expemse at such attendance be and the same is a proper town charge. Noes - None RESOLUTION TO AUTHORIZE TRANSFER OF FUNDS RESOLUTION NO. 125, introduced by Mr. Robertson, seconded by Mr. Turner. AESOLVED�= 4-that the Supervisor is hereby authorized and directed to transfer the sum of $10,000, from the Queensbury Water District Account to the General Fund, said amount to be repaid to the Queensbury Water District as soon as such money is needed, and in any event prior to December 31, 1967. RESOLVED, that the lease agreements recommended by the Recreation T. Commission for summer playgrounds between Mohican Grange and the Town of Queensbury; and West Glens Falls Volunteer Fire Company, Inc. , and the Town of Queensbury; Frank Serge and the Town of Queensbury are hereby appkov6de ' and that the Supervisor is hereby authorized to execute said agreements on behalf of the Town. - Duly adopted by the following vote: Ayes Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None RESOLUTION TO MAKE APPLICATION TO THE NEW YORK STATE DIVISION FOR YOUTH, FOR APPROVAL OF HOMETOWN BEAUTIFICATION PROJECT RESOLUTION NO. 127, Introduced by Mr. Lampson, seconded by Mr. Robertson. WHEREAS, the 1967 Town Budget has made provisions for a continuation of the Town Beautification Program, and WHEREAS, it is believed that the town is eligible to receive state aid under the State of New York Division for Youth, therefore be it RESOLVED, that application to the New York State Division for Youth ---' for approval of the Hometown Beautification Project is hereby authorized, and that the Supervisor of the town is hereby authorized and directed to execute such application on behalf of the Town of Queensbury. Codner, Superintendent of Highways and Thomas K. Flaherty the Superintendent of Queensbury Water have given their approval to the acceptance .of the following mentioned highway. RESOLUTION TO ACCEPT DEED FOR TOWN HIGHWAY RESOLUTION NO. 128, Introduced by Mr. Robertson, seconded by Mr. Lamp son. WHEREAS, Carl R. .DeSantis residing at Hubbell Road, Lake George, New York and Joseph DeSantis residing at Butler Road, South Glens Falls, J New York, have executed and offered a deed to convey to the Town of Queensbury land for a 50 foot roadway and turn-around to be known as Schoolhouse Road as shown on a survey map of Coulter and McCormack LANDS OF CARL R. DESANTIS, and WHEREAS, Bernard J. Codner, Superintendent of Highways, has advised this board that he recommends the acceptance of this road and turn- around into the town highway system, and WHEREAS, the water mains have already been installed in a manner satisfactory to the Superintendent of the Queensbury Water District, now therefore be it RESOLVED, that subject to the approval of County Attorney Albert E. Beswick, the deed of Carl R.
