1966-09-15 SP (Resolution No. 222 - continued RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Wilfred M. Stark of R.F.D. #1 Gansvoort, New York to locate a mobile home outside of a licensed mobile-home-court, at property situated at _ 12 Sweet Road, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Kurzmack - Visitor Mrs. Helen Kurzmack - League of Women Voters Mrs. Jessie Larson - League of Women Voters Mr. & Mrs. Albert Middleton - Visitors The Public Hearing was declared open by Supervisor Webster on the matter of the proposed ordinance to establish a Residential Zone in the Kattskill Bay area. E ( Proof of Publication was presented by the clerk. �--- The original Notice of the public hearing as published in the press was read by the clerk.. r Supervisor Webster presented copies of the proposed ordinance to each interested person in attendance at the meeting. u 4 'i The ordinance was read in its entirety, by the clerk. The Supervisor requested a voice from any persons- in opposition� or in favor to the adoption of the Kattskill Bay Zoning-.Ordinance. Mr. Clifford Witham was granted the floor. - Mr. Witham-questioned several items which were contained in the proposed ordinance as follows: Y - The land boundaries on the original map as presented by the petitioners • t I , s . .' T A question was raised to do with non-conforming uses of properties within the area. Construction of Motels in the proposed zoned area was discussed at length. Mr. Witham requested that the ordinance should not be adopted at this-time until clarification of questions has been accomplished. - Mr. Milton Kurzmaek .questioned Section #6 of the proposed ordinance which dealt with the extent of punishment for violators. Mr. Harold Rathbun spoke on the exacp. terms of the ordinance which would legalize construction of single family dwellings in the proposed zone. Councilman Robertson stated the concept of motels are generally a day to day feature and that this type of construction should be prohibited in any residential zone. The Public Hearing was declared closed at 8:20 p.m. Action on the final adoption of the zoning ordinance will take place at a later date. Dear Mr. Webster: As chairman of the Sanitation Committee for the Assembly, Point Association, I was asked by President Lysle Morton to look into the violation reported concerning Edward J O'Hanlon. In running this down through neighbors of O'Hanlon, Messers. Robert Hodgkins and James Van Valkenburgh, I learned that you, the Town Board, (and I would gather LeRoy Phillips,)have taken such effective action on their complaint, that Edward O'Hanlon has already commenced the installation of a new drainage field and has cleaned up the refuse to the rear of his camp.. i The neighbors are delighted, and on behalf of Lysle Morton and the Assembly Point Association, let me extend our appreciation for this quick and effective action by Town officials. Whereas, the Town Board of the Town of Queensbury, Warren County, New York, has heretofore established the Route 9 Water District pursuant to Article 12-A --of the Town Law under a- map and plan which provided for the expenditure of a maximum amount of $36,500:00 for the improvements -therein, and WHEREAS, subsequent to thesestablishment of Route 9 Water District as aforesaid, the Department of Public -Works of the State of New York announced plans for the reconstruction and -widening of the state highway as Route 9 through the Route 9 Water District which made it necessary to revise =and enlarge the scope of the planned improvement in -said Route 9 ,Water District 4t an estimated maximum cost of $52,000.00, and Whereas, asf required by Section 209-h of-the Town Law, the Town Board made an application to the State Comptroller- for an order authorizing the increase in the authorized amount to be expended from $36,500.00 to $52,000.00 and an order was made by the State Comptroller on the� 25th day of August, 1966, granting the application of the Town Board to increase the cost of the improvement to $52,000.00, and i Whereas, the Town Board thereafter and on the 8th day of September, 19669 held a public hearing on the proposed increase of the maximum cost of the improvement in Roue 9 Water District to $52,000.00 and no one appeared at said hearing in opposition to such increase, it is hereby 0 ORDERED, that.-the maximum amount to be expended for the improvement iu the Route 9 Water District be and the same hereby is fixed and authorized in the amount of $52,000.00, and the funds to pay the cost of such improvement be provided by the issuance of serial bonds of the Town of Queensbury in the amount of $52,000.00 under the Local Finance Law of the State of New York. Phillips, 61 Dixon Road, the present part- time-Chief of Police, is hereby appointed full time Chief of Police effective September 15, 1966, at an annual salary of $5,400.00.
