Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr. Councilman The Supervisor called the meeting to order at 8:00 p.m. Supervisor Webster greeted the following visittors. Martin Gallagher - Applicant for Mobile Home permit. _ Stephen & Marsha Gabriel - Applicants for Mobile Home permit Clifford Witham - Visitor R. Case Prime - Visitor Neil Perglund - Visitor, _ Richard Roberts - Visitor Jerry Howe - Visitor Warren Bennett - Visitor Harold Rathbun - Visitor Mrs. Ann Laurence - League of Women Voters Robert Grobecker - Parsonsof Glens Falls Bernard J. Codner - Superintendent of Highways Herbert Corlew - Deputy Superintendent of Highways Thomas K. Flaherty - Superintendent of Queensbury Water District Supervisor Webster announced the opening of the Public Hearing on the application of Stephen & Marsha Gabriel for a permit to locate a mobile home on Glen Lake Road, Town of Queensbury. . The clerk presented and read aloud the Notice of the hearing. The original application was summarized by the clerk. The Supervisor requested any voice from any person in opposition or in favor of the granting of the permits There was no ogle in opposition. Mr. Stephen Gabriel discussed his position for caring for his family at this time. The mobile home would be purchased at such time as the permit may be granted. The public hearing was declared closed at $:10 P.M. Supervisor Webster discussed the effect on the neighborhood if the permit should be granted. The Supervisor declared the public hearing open on the application of Martin Gallagher for a permit to locate a mobile home on Sunny- side Road near Rockwell Road. The proof of publication was presented and read aloud by the clerk. Supervisor Webster requested a voice from any persons in opposoition or in favor of the granting of the permit. Mr. Gallagher stated that the proposed location for the mobile home will be provided with independent electric service and sewer system. 11 Mr. R. Case Prime appeared in the interest of himself and other property owners on Rockwell Road. Mr. Prime stated that the original `eppli`cation of Mr. Martin Gallagher did not show hardship as a basis for requesting the permit. Mr. Clifford Witham was granted the floor. Mr. Witham stated that he is a member of the group who are in favor of the actions of the Mobile Honfe Association. The public hearing was declared closed at 8:30 p',m, Following open discussion with the Town Board, Supervisor Webster stated that approval of the permit will be granted to Martin Gallagher and the granting of the permit for Stephen & Marsha Gabriel. Supervisof Wetrster announced the bid opening for supplying the Queensbury Highway Department with two new dump trucks. The notice of publication was presented and read allowed by the clerk. The Supervisor requested any comments by bidders who were present as to any difficulties involving the "Specs" as prepared by the Highway Superintendent. There were none. Mr. Clifford Witham questioned the Town Board as to the present status of the appointment of a 7th member to the Town of Queensbury Planning Board. Mr. Bernard J. Codner, Superintendent of Highways recommended the acceptance of the bid of Parsons of Glens Falls as the lowest bidder to supply the Queensbury Highway Department with two new 'dump trucks. RESOLUTION NO. 278, Introduced by Mr. Robertson, seconded by Mr. Lampsor AEREAS, the Town Superintendent of Highways did on the 17th day of "c3vei4iber, 1966 duly' recommended the purchase of certain machinery pursuant to the provisions of Section 142 of the Highway Law, NOW, THEREFORE be it resolved that pursuant to Section 142 of the Highway Law the Town Superintendent of Highways is hereby authorized to purchase, in accordance with the provisions of Article 5-A of the 120 General Municipal Law, with the approval of the County Superintendent of Highways, the following: 2 - New 1967 Ford F800' s from Parsons of Glens Falls, Inc. for a maximum price of eighteen thousand threephundred sixty two and no/100 dollars ($18,362.00) delivered at the Town of Queensbury, and to be delivered on or about January 15th, 1967. The Town Superintendent of Highways is hereby authorized, subject to the approval of the County Superintendent of Highways, to surrender to the Vendor one - 1958 IHC Dump Truck and also One,- 1961 IHC Dump Truck as part payment for the above machinery to be purchased. The terms of payment will be as follows: `- Trade-in allowance $4,784.00 Check drawn on Machinery Fund 13.578.00 Total $182362.00 A contract of purchase for the items purchased shall be duly executed between the Town Superintendent of Highways and such vendor, and when approved by the County Superintendent of Highways, it shall become effective. When such contract has been duly executed and approved, the Supervisor is authorized to complete such purchase upon delivery of the items purchased in accordance with the terms of such resolution and such contract$ and to pay the above amount specified to be paid by check drawn on the Machinery Fund. (1) by a check drawn on the Machinery Fund (Ttem 3) for $13,578.00 Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr, Webster Noes - None ` The minutes of the meeting of November 17th and November 25th, 1966 were approved. Carried unanimously. Reports were received and placed on file for the months of September and October, 1966 from the Superintendent of the (�ueensbury Water District. A notice was received and placed on file from the State of New York Department of Public Works which served notice of cancellation of a Restricted Highway. The highway involved was Route 9L which was recently re-constructed, A note was received from Holly Martindale the Scribe for Scout Troop #170. Miss. Martindale thanked the Supervisor for the recent viewing of the newly constructed Queensbury Town Office Building. e Supervisor Webster noted that the renewal application for his Junk Yard License has been submitted by Clinton Mosher nn Pasco Avenue. The fee of $25.00 was turned over to the Supervisor. RESOLUTION TO APPROPRIATE SURPLUS FUNDS IN THE`HIGHWAY FUND ACCOUNT RESOLUTION NO. 279, Introduced by Mr. Lampson, seconded by Mr. Robertson RESOLVED, that the following surplus funds in the highway fund be and the same are hereby appropriated as follows: 12 (Resolution No. 279 - continued) °1. Surplus funds in Item # Al as follows: Interest $ 75.00 State Aid 32.75 Ad.d'1 State Aid 363.79 Gas & Oil Sales 73 Net Total ----- $ 11206.50 be and the same are hereby appropriated to Item #1, General Repair, thereby increasing" said appropriation from $100,002.01 to $101,208.51. 2. Surplus funds in Item #3. as follows: Machinery Rental^ $ 723.80 Labor Refuse Disposal - 188.51 Miscellaneous 87..07 Net $ 622.36 less debit in surplus funds in Item #4 amounting to 11.5.00 Net Total $ 507.36 appropriated to Item # 4 Snow Removal, thereby increasing said appropriation from $33,000.00 to $33,507.36 3. Transfer surplus funds in Item #4 as follows: Weeds & Brush $1,810.00 transfer to Item #1 General Repair thereby decreasing Item #4 Appropriation Weeds & Brush from $4,000.00 to $2,190.00 and increasing Item #1 General Repair from $101,208.51 to $103,018.51. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None RESOLUTION TO RENEW CONTRACT WITH ABALENE PEST CONTROL INC. RESOLUTION NO. 280, Introduced by ,Mr. ,Beaty, seconded by Mr. Robertson. WHEREAS, the present contract between the Abalene Pest Control Service, Inc. , and the Town of Queensbury, for extermination of rats and rodents at the Town Refuse Disposal Area expires November 30, 1966, therefore be it RESOLVED, that the contract with Abalene Pest Control, for extermination of rats and rodents at the Town Refuse Disposal Area for a stjipulated fee of $240.00 per year, payable at $20.00 per month, for a period commencing December 1, 1966 and ending November 309 1967 be and the same is hereby approved, and be it further RESOLVED, that the Supervisor be and hereby is authorized and directed to sign such contract on behalf of the Town of Queensbury. Duly adopted by, the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None r 122 RESOLUTION TO AUTHORIZE PETTY CASH FUND RESOLUTION NO. 281, Introduced by Mr. Robertson, seconded by Mr. Tamp s on WHEREAS, it appears to this board that it would now be advisable to provide for the creation of.a Petty Cash Fund in the office of the Supervisor, be it RESOLVED, that a Petty Cash.Fund of $10.-00--is hereby authorized in the office of the Supervisor-provided that said fund is established and maintained in accordance with the Town Law. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None RESOLUTION TO.ADOPT CHANGE IN SMARIF.S RESOLUTION NO. 282, Introduced-by Mr. Turner, seconded by Mr. Robertson WHEREAS, the 1967 annual town budget has made provisions for certain clerical employees to staff some of the offices in the� new Town Office Building and WHEREAS, the opening of the building for regular hours starting 11-1-66 has required additional hours of employment for the balance of the current year. 4 RESOLVED, that full- time employment of the secretary to the Supervisor Sylvia Dougher, is hereby authorized at an annual salary of $4,800.00; that the annual salary of the Deputy Town Clerk is increased from $800.00 to $1,400.00;- and an additional clerical employee in the Town Clerk' s office at an annual amount not to exceed $600.00 per year is hereby authorized, all to be effective 11-1-1966. ,Duly adopted by the following vote: Ayes - °Mr. Beaty, Mr. Turner, .Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None December 1, 1966. To: The Town Board, Town of Queensbury Gentlemen: Pursuant to subdivision 10, Section 30 of the Town Law, I hereby appoint Ethel Fowler, Deputy Town Clerk to serve on a part- time basis until January lst, 1967. George C. Crannell Town Clerk RESOLUTION NO. 283, Introduced by Mr. Robertson, seconded by Mr. Turner. WHEREAS, George C. Crannell, Town Clerk, has, appointed Ethel Fowler as Deputy Town Clerk, therefore be it _ _ -- RESOLVED, that this Deputy Town Clerk appointed by the Town Clerk shall have the power to perform all duties of the Town Clerk, and such further duties as the Town Board may determine, not inconsistent with Law. Duly adopted by the following vote; Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None 123 RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 284, Introduced by Mr. Turner, seconded by Mr. Lampson. WHEREAS, Martin Gallagher of R.F.D. #1, Glens Falls, New York, has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE ROME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to- locate a mobile home outside of a duly licensed mobile kome court at property situated Sunnyside Road East Side of Rockwell Road, and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for the following reasons: There are several mobile homes in the area. Following study of the aerial map of the location, decision was reached that property values in the area will not be effectedo therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Martin Gallaher of R.F.D. #1 Glens Falls, New York to locate a mobile home outside of a licensed mobile Dome court, at property situated at Sunnyside Road, East Side of Rockwell Road and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of -said °ordinance. ° r Duly adopted by the following vote: _ Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster.
