Codner. - Superintendent of Highways LeRoy Phillips - Chief_ of Police The minutes of the meeting of December 15, 1966 were approved. Carried unanimously. Waters TOWN OF QUEENSBURY POLICE Dec. 20, 1966 Department Town Board Town of Queensbury, Dear Sirs: I am sure all of you are aware of the inactiveness of this department during the month of November. Their for with your permission I will combine November and December report after Jan. 1. However I would like to make some recommendations for the coming year. (1) That Mr. Van Vorst be dropped from the list of Special Policemen, apparently he is too busy to take part in any Police work. (2) That one or two more specials be appointed. I have no one in mind at this time. (3) That Raymond Hoague be reappointed special Policeman for the coming year. (4) That Lowell Hill be re- appointed part time regular Policeman. Alsoo that the salary of the regular. Policeman be increased and if I may suggest to $800. or $1000 per year. Than I could use him one or two full days per week. 129 May I take this opportunity to wish each of you a happy and Joyous holiday and to thank you for your interest and kind good wishes during my recent illness. PLANNING BOARD of the TOWN OF QUEENSBURY Report of The Town Planning Board of the Town of Queensbury, Warren County,­lNew York, Acting as the -Town Zoning Commission To The Town Board of the Town of ,Queensbury: — Pursuant to Article 16 of the Town Law of the State of New York, the undersigned members of the Town planning Board of the Town of Queensbury, acting as the Town Zoning Commission, submit to ,the Town Board of the Town of Queensbury the following final report recommending the adoption of a zoning ordinance for the Town of Queensbury, the boundaries of the proposed districts and zones and the appropriate regulations which we ,recommend be enforced therein. The Town Planning Board was established by Resolution No. 161 adopted by the Town Board on October 11, 1962, consisting of seven members -as provided by Section 271 -of the Town Law. , By resolution No. 54 adopted by the Town Board on February -24, 1.966, the Town Planning Board was designated and appointed as the Zoning Commission of the Town of Queensbury pursuant to section 266 of the Town Law. ° , The task of proparing a plan of zoning for the Town of Queensbury has been a formidable one. First of all, the area of the town is lame and not compact. The Town of Queensbury has enjoyed a phenomenal growth in recent years and this growth has established trends which we have considered in our planning. The construction of the Northway and Quaker Road have resulted in traffic problems which have also been considered. Except __- for business development along Quaker Road, industry is concentrated on the bank of the Hudson River in the southeasterly end of the town. The establishment of the residential areas in the Lake George Park have established generally the zoning pattern for the end of town. 30 One principle problem has been the undeveloped area in the center of the town, It has been our aim to control this area under zoning with future changes to be made as trends develop. We have met most of our opposition in this respect. We acknowledge the valuable assistance given to us by Candeub, Fleissing and associates, our consultants. Wg held a preliminary public hearing on our proposed may and plan at the auditorium^of,the Queensbury Junior.aHigb,School, on July 27th, 1966, with a large 4ttend4nce. <The,questions asked and comments made by persons who attended that hearing indicated to us that there is a-real interest in zoning in the Town of. Queensbury. As a result of the first publiq hearing+.-certain.-changes were considered and a second public hearing was held at the Queensbury - ,Junior High School -on,Oct . 26th, 1966. The members-of'a group , known as the Committee Against Extremism In Zoning-vas quite vocal but all comments criticisms and suggestions were duly noted and considered, ;. We-have-the honor now to present to- the Town-Board-for its -- consideration the final zoning map approved by us together with recommended zoning standards for the Town of Queensbury. Dated: December 22, 1966 George J. Kushner, Chairman Councilman Robertson recommended a second street light at the intersection of Sunnyside Road and Sunnyside North. RESOLUTION TO AUTHORIZE HIGHWAY LIGHTING RESOLUTION NO. 290, Introduced by Mr. . Robertson, seconded by Mr. Lampson. WHEREAS, it is hereby determined that a dangerous highway condition exists at the following intersection: Sunnyside Road and Sunnyside North therefore be it -- RESOLVED, that a J75 Watt Mercury corected white highway light be authorized for installation at this intersection and that the Town Clerk be and he hereby is authorized and directed to contact the Niagara Mohawk Power Company and make all necessary arrangements so that this authorized light will be installed. Duly adopted by the following vote: Ayes - Mr. Beaty, .Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None Following discussion the final audit meeting for Town Officials was set for December 29, 1966 at 8:00 p.m. The Organization Meeting for 1967 will be held on Monday, January 2nd, 1967 at 10:00 p.m. Mr. John Lynch was granted the floor. Mr. Lynch reported on the lack of a stop sign at the intersection of Rolling Ridge and Ridge Road. The request will be referred to the State of New York Department if Public Works. RESOLUTION TO AUTHORIZE TEMPORARY PERMIT FOR, MCILE HOME No. 69 RESOLUTION N0. 291, Introduced by Mr. Robertson, seconded by Mr,. Lampson. WHEREAS, Stephen and Marsha Gabriel of 20 Terra Cotta Avenue, Glens Falls, New York has made application in accordance with paragraph 2 (B) Section 4, of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK,,, -to locate a mobile home out-side -of a duly licensed mobile home court at property situated Peter Hays land Glen Lake Road, Town of Queensbury, and WHEREAS, it is hereby determined that the facts presented in said application are dufficient to authorize the issuance of the permit requested by said application, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, temporary permission is hereby given to Stephen and Marsha Gabriel 20 Terra Cotta Avenue, Glens Balls, New York to locate a mobile home outside of a licensed mobile home court, for a period of one year at property situated at Peter Hays land Glen Lake Road, Town of Queensbury, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Noes - None RESOLUTION TO AUTHORIZE TEMPORARY PERMIT FOR MOBILE HOME No. 70 RESOLUTION NO. 282, Introduced by Mr. Beaty, seconded by Mr. Lampson. WHEREAS, Thomas C. Hack 19 May Street, Glens Falls, New York has made application in accordance with paragraph 2 (B) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REG - ULATION OF MOBILE HOMES and MOBILE HOME COURTS IN THE 'TOWN OF QUEENS_ BURY, WARREN COUNTY, NEW YORK , to locate a mobile home outside of a duly licensed mobile home court at property situated Lots #5 and 1/2 of Lot #6, Pinello Road, Town of Queensbury, and WHEREAS, it is hereby determined thaf the facts presented in said - application are sufficient to authorize the issuance of the permit -requested by said application, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, temporary permission is hereby given to Thomas C. Hack of 19 May Street, Glens Falls, New York to locate a mobile homie outside of a licensed mobile home court, for a period of one year ° at property situated at Lots #5 and "k of Lot #6 Pinello Road, Town of Queensbury, and that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. " RESOLUTION TO APPROPRIATE SURPLUS FUNDS IN THE HIGHWAY FUND ACCOUNT RESOLUTION NO. 294, Introduced by Mr. Robertson, seconded by Mr. Lampson RESOLVED, that the following surplus funds in the highway fund ,be and the same are hereby appropriated as follows: _ 1. State aid $351,07 Misc. 7.10 Refuse Disposal 854.19 Net Total $1212.36 be and the same are hereby approp- riated to Item #11 General Repair, thereby increasing said appropriation from $103,018.51 to $104,230.87 c 2. Refuse Disposal $ 694.49 Materials & Misc. `350.60 Net Total $ 1045.09 be and the same are hereby approp- riated to Item A. Snow Removal, thereby increasing said appropriation from $33,507.36 to $34,552.45. 3. Transfer surplus funds in Item #3 as follows: The sum of $700 from Machinery Purchase to Item 4 Snow Removal thereby decreasing Item 3 Machinery Purchase from $58;903;80 to $58,203.80, and increasing Item. 4, Snow Removal from - $34,552.45 to $35,252.45.
