We ,have received the completed joint requestform from the
Town Board and the Warren County Superintendent of Highways for
an area speed restriction in the Cottage Hill area.
Anaorder for a 30 MPH area speed restriction at this
location. has been filed with the Secretary of State. Copies
of a Notice of Traffic Commission Action are enclosed for -
the records of the Town. Your attention is invited to
Section .208.7 of the Manual of Uniform Traffic Control Devices
of the State Traffic Commission which sets forth the standards
for signing,of area speed restrictions.

NOTICE OF` TRAFFIC COMMISSION ACTION
The State Traffic Commission has filed an order with the Secretary
of State, as section 1252.10, subdivision (b) , of its regulations,
and dated Jan. 10, 196 for the following regulation:
Description of Action
Establishes a 30 MPH area speed limit in the Cottage Hill area, the
boundaries of which are described as follows:
Beginning at the point of intersection of the southerly right-
of-way line of Aviation Road with the easterly right-of-way line of
Cottage Hill Road; thence southerly along the easterly right-of-way
line of Cottage Hill Road to its intersection with the northerly
right-of-way line of Dixon Road; thence westerly along the northerly
right-of-way line of Dixon Road to its intersection with the
westerly right-of-way line of Prospect Drive; thence northerly along
the westerly right-of-way line of Prospect Drive to its intersection
with the southerly right-of-way line of Hillcrest Avenue; thence
westerly, northerly and easterly along the southerly, westerly and
northerly aid-eaee �y-a�eg- e-se� �e��y right-of way line of
Hillrest Avenue to the intersection of the northerly right-of-way
line of Hi. .crest Avenue with the westerly right-of-way line of
Prospect Drive; thence northerly along the westerly right-of-way
line of Prospect Drive to its intersection with the southerly
right-of-way line of Aviation Road;_ thence easterly along the
southerly right-of-way line of Aviation Road to the point of
beginning.
The above action is to be effective. upon proper posting.
The Town of Queensbury is to install, operate and maintain, or remove,
traffic-control devices in conformance with the Manual of Upiform
Traffic Control Devices of the State Traffic Commission to complete
this action. It is essential that this office be promptly advised
of the date of completion. Copies of a completion notice have been
enclosed for this purpose. One copy should be properly executed,
showing date of completion, and returned to this office.

Supervisor and Town Board Re: Operator Qualifications

Gentlemen:
The qualifications for water treatment plant operators
are specified in Part 11 of the State Sanitory Code and a copy of
this Part is enclosed for your reference, These requirements vary
according to both the type of treatment and the plant capacity.
The Queensbury public water supply has a capacity of about
2.7 million gallons perday with an average demand of 0.5 MGD and
occasional peaks in the neighborhood of 1.0 MGD during the summer.
It is anticipated that the daily demands will increase appreciably
as service is extended to the XQute 9 and Bay Road Water Districts
- and to other extensions.
We note that Mr. Flaherty, your water superintendent,
presently holds a GradelII-B certification which is applicable to a
plant with a capacity less than 1.0 MGD. The daily demands of the
Queensbury plant are expected to exceed this limit in the near future
and the actual plant capacity is already greater. It appears, there-
fore, that the Queensbury water treatment plant should be under the
supervision of a Grade II-B operator.

To satisfy the applicable regulations, it is necessary
among other things for an operator to attend a Grade II course in
water treatment arranged by this Department. Such a-course is
schedule for March 28 through April 8, 1966 at Syracuse University.
It is strongly recommended that Mr. Flaherty attend this course so
that he may be- appropriately certified and afford the Queensbury
Queensbury water treatment-plant-properly--qu.ali-f3ed--operation.

A letter was received and placed on file from the Editorial
Director of the Post Star, Mr. E. S. Worster, who again requested
more adequate street lighting at the entrances and exits of the
Northway.
Chief of Police LeRoy Phillips was granted the floor at this time.
Mr. Phillips requested that he needed a file cabinet for his office
as Chief of Police. Also a request for appointment of one or two
special police in addition to the present police force, also
a request for raise in salary for special policemen.
The monthly report of the Supervisor was received and placed on file.
The receipts as listed, Totaled $61,915.17. The disbursements for
the monthwere $125,494.65.
Superintendent of Queensbury Water District, Thomas K. Flaherty,
recommended the advertising for bids to supply the water department
with- Hypochlorite to be used during the year 1966.
SPECIFICATIONS FOR HYPOCHLORITE
Approximately 3000 gallons of sodium hypochlorite solution to meet
the following specifications:
Must meet American Water Works Association Standard AWWA B300-55
Price quoted will be the price of material delivered to the
Queensbury Treatment Plant, RD 2 Lake George Road in lots of
15 carboys as ordered.
Must be packaged in approved plastic 5 gallon carboys. Each
container must be clearly marked with a label showing the
percentage of available chlorine and the net weight of the contents.
Also must be marked POISON,
Sodium hypochlorite shall contain not less than 15 percent available
chlorine by volume.
RESOLUTION TO AUTHORIZE BIDS FOR HYPOCHLORITE
RESOLUTION NO. 23, Introduced by Mr. Turner, seconded by Mr. Beaty
WHEREAS, the Queensbury Water Superintendent has recommended the
purchase of hypochlorite under bids, to supply the needs of the
water department for the year 1966, and has filed detailed
specifications of the material requested with the clerk of this
Board, now therefore be it

RESOLVED, that the Town Clerk -be and he hereby is authorized and
directed to cause to be published once in the Glens Falls Times
and the Post Star, on or before January 17, 1966, a notice to read
in substantially the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queensbury
Sill receive sealed proposals up to 7:00 p.m. on the 27th day of
January 1966, at the Town Clerks Office at 95 Dixon Road, Town of
Queensbury, to supply the `Queensbury Water Department with
hypochlorite for the year 1966.
A copy of the detailed specifications of the-material to be-.
Purchased may be obtained during business hours from the office of
the Town Clerk, 95 Dixon Road, Glens Falls, New York,
Bids must be submitted tin sealed opaque envelopes plainly marked
HYPOCHLORITE BID and there shall be included in such bid the
certificatb as to note-collusion as required by Section 103d of
the General Municipal Law.
The Town Board will meet in the library of the Queensbury Junior
High School, 75 Aviation Road; Town of Queensbury, on January 27,
19662 at 7:30 p.m. at which time the sealed bids will be publicly
opened and read aloud. The Town Board reserves the right to reject
any or all bids.

RESOLUTION 12 AUTHORIZE PART TIME BOOKEEPER T
RESOLUTION NO. 252 introduced by Mr. Beaty, seconded by Mr. Turner
WHEREAS, it is deemed advisable to provide compensation for one
part time bookeeper in' the office of the Receiver of Taxes and
Assessments and the 1966 Annual Budget made provision for such an
employee, now therefore be it
RESOLVED, that Betty Eggleston is hereby appointed part time
bookeeper in the office of the Receiver of Taxes and Assessments,
effective 1/1/1966, at *a rate of pay of $1.50 per hour, the total
salary not to exceed $300. for the year.

directed to transfer the sum of $10,000.00 in surplus funds of the
General Town Fund to the Town Office Construction Account, in
accordance with Resolution #278 adopted by this'board on 12/9/1965.

and Scott Hopkins, to attend the conference meeting of the
Adirondack Water Works Association, to be held on January 27, 1966,

WHEREAS it has been the custom. to designate an agent to be the
writing agent for the Town of Queensbury for Town Insurance
business for a period of three years, now therefore be it
RESOLVED”, that the E. Leo Spain Agency, Inc. , Upper Glen Street,
Town of Queensbury, be the writing agent for the insurance
requirements of the town for the year 1966.
