The meeting was called" to order at. 7:30 p. m.
Supervisor Webster greeted the following victors:

Supervisor Webster announced the opening of bids to furnish the
Highway Department with one new Front End Loader.
Proof of publication was presented by the clerk.
The reading of the notice was dispensed with at this time.
The clerk proceeded to open and read aloud the "Bids" as follows:

A letter was received and placed on file from Carswell Motors of
Glens Falls, which discussed the "Specs" which were supplied. to
all bidders for the equipment requested by the Queensbury Highway
Department,
Councilman Robertson made a motion that the bids should be referred
to the Highway Superintendent for study.
Mr. Arthur Dawes spoke on the manner of the submission of the
bid as received.
Mr. Bernard Hutchins answered questions as asked by members of the
Town Board.
Mrs. Richard Hoague was granted the floor, to state that Radio
Station WWSC has offered to broadcast the action of the town board
meetings. A sample petition was presented to the Town Board which
will be presented to discover the fact, if the public of the
Town of Queensbury would appreciate the radio coverage.
Councilman Robertson stated that, in his opinion, the public should
be allowed to sign a petition and present same^ to the Town Board
at a leter date for consideration.
The minutes of the meeting of JanuJary 13, 1966 we`re approved.

POLICE January 20, 1966
Report on junk yards on the Ridge Road to the Town Board,
Town of Queensbury.
Gentlemen:
In response to your request to investigate certain places on
the Ridge Road, I am pleased to report that I talked to Mr. LaBarge,
who claimed to be the owner of property on the West Side of Ridge Road,
about two (2) miles north of Farm-to-Market Road.
Mr. LaBarge told me that his intentions were to get rid of all
of the unoperable cars, car bodies, etc. ; now in various places
about his yard. Also that he has been waiting for snow so he could
burn and use a cutting torch without the danger of starting any fires,
and that he intends to start grading in preparation to building a new
house in the spring.
I talked to Mr. Mulcahy, who lives in a trailer just north of
the Cronin Road on the West Side of Ridge Road by the partly burned
brick house. I was informed that he was operating an auto body and
paint shop, that the cars there were for repair; so in no way could
be considered as a junk yard. However, after talking awhile and some
calming down, he agreed that it made a messy looking place. He also
told me that he intended to tear down the old brick house and put up
a new one next summer.
At a garage on the East Side of Ridge Road, a little north of
the Half Way Brook, I talked to Mike Trapasso, and I witnessed him
bunching cars together and burning them. Two day and two -trips
later, on Monday, Jan. 17, I contacted Robert Lanfear, owner.
Mr. Lanfear informed me that his intentions were to operate a used
car lot and not a junk yard. When I pointed out that he was already
maintaining a junk yard without a license in violation of a town
ordinance, he had to agree. He assured me that he was anxious to
comply with any and all laws, and that he would apply for a license
and start getting rid of all of his junk cars.

In all cases I have informed these people that they must
clean up the junk around their yards and that id they intend to
have a junk yard, they must apply for and obtain a license and
comply with its regulations.

A letter was received and placed on file from Mack Drug Company,
Inc. , to thank the Town Board for the expression of good will
on the opening of their new store in the Northway Plaza, _
Town of Queensbury.
The clerk presented the application of Leonel J. Renaud, Jr. ,
and Florence A. Renaud to locate a mobile home outside ofa
duly licnesed mobile home court.
Mr. Bernard J. Codner, Superintendent of Highways reported that
the two new trucks which were recently purchased from Parsons of
Glens Falls, have been delivered to the Town Storehouse.
Superintendent of Queensbury Water District, Thomas K. Flaherty
recommended the advertising for bids for Water Connection
Materials per the following Specs.

RESOLUTION NO. 32, Introduced by Mr. Robertson, seconded by Mr. Lampson
WHEREAS, the Queensbury Water Superintendent has recommended the
purchase of water connection materials under bids, to supply the needs
of the water department for the year 1966, and has filed detailed
specifications of the material requested with the clerk of this Board,
now therefore be it
RESOLVED, that the Town Clerk be and he hereby is authorized and
directed to cause to be published once in the Glens Falls Times and
the Post Star, on or before January 24, 1966, a notice to read in
substantially the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queensbury
will receive sealed proposals up to 7:00 p.m. on the 3rd day of
February, 1966, at the Town Clerks Office at 95 Dixon Road, Town of
Queensbury, to supply the Queensbury Water Department with water
connection materials for the year 1966.
A copy of the detailed specifications of the material to be purchased
may be obtained during business hours from the office of the Town Clerk,
95 Dixon Road, Glens Falls, New York, -
Bids must be submitted in sealed opaque envelopes plainly marked
"WATER MATERIALS BID" and there shall be included in such bid the
certificate as to non-collusion as required by Section 103d of the
General Municipal Law.

— School, 75 Aviation Road, Town of Queensbury, on February 3, 1966, at
7:30 p.m. at which time the sealed bids will be publicly opened and
read aloud. The Town Board reserves the right to reject any or all bids.

RESOLUTION TO ,AUTHORIZE ATTENDANCE AT TRAINING SCHOOL
RESOLUTION NO. 33, introduced by Mr. Beaty, seconded by Mr. Turner.
RESOLVED, that permission is hereby granted to Thomas K. Flaherty,
to attend a Grade II course in water treatment arranged by the
State of New York, Department of Health, at Syracuse University,
from March 28, 1966 through April 8, 1966, and that the actual
and necessary expenses incured in such attendance is a proper
town charge, against the Queensbury Water District.

RESOLUTION TO AUTHORIZE CONTRACT WITH CRANDALL LIBRARY
RESOLUTION NO. 34, Introduced by Mr. Robertson,' seconded by Mr. Lampson
WHEREAS, the 1966 budget of the Town of Queensbury provided for an
item of $10,000.00 to be paid to the Trustees of Crandall Library
for library services furnished to the residents of the Township, and
WHEREAS, County Attorney, Albert E. Beswick, has approved a contract
between the Town of Queensbury and Crandall Library as set forth in
detail hereafter in these minutes, therefore be it
RESOLVED, that this contract between the Town of Queensbury and
Crandall Library for furnishing library service to the residents of
the Town of Queensbury for the fiscal year of 1966 is hereby approved,
and be it further
RESOLVED, that the Supervisor is hereby authorized and directed to
execute the contract on behalf of the Town, and that a copy of such
contract duly signed shall be- filed with the Town Clerk.

THIS AGREEMENT, made and entered into this 20th day of
January, 1966, between the TOWN OF QUEENSBURY, a domestic municipal
corporation hereinafter called the TOWN, and CRANDALL LIBRARY, and
association incorporated by Charter Number 696 by the Regents of the
University of the State of New York and located in the City of Glens
Falls, New York, originally designated as CRANDALL FREE LIBRARY and
now known as CRANDALL LIBRARY, hereinafter called the LIBRARY.
W I T N E S S E T H:
The LIBRARY agrees to furnish library services to the TOWN
and to the residents thereof for the TOWN 1966 calendar year, which
is also the fiscal year, in consideration of the sum hereinafter
mentioned.
The TOWN agrees to pay to the LIBRARY, during the TOWN 1966
calendar year, which is also the fiscal year, the sum of Ten '
Thousand Dollars ($10,000.00) in consideration of the library services
to be furnished as hereinbefore mentioned.
The aforesaid sum $10,000.00 shall be paid in such
portions as from time to time shall be requested by the LIBRARY.
The LIBRARY may notify the Supervisor of the TOWN on
_or before the 1st day of September, of its desire to continue
the agreement for one additional year, and of any change the
LIBRARY wishes to make in the terms of the agreement. The
Supervisor and the Town Board may then, by resolution, agree to
continue the agreement for one additional year, either with or
without the changes requested by the LIBRARY. Every year this
agreement is continued, a copy of the resolution of the Town Board
continuing the agreement, either as is or as amended, shall be
attached to the original copy of this agreement, which will be
filed in the Town Clerk ' s office.
IN WITNESS WHEREOF, the Town Board of the Town of
Queensbury and the Board of Trustees of the Crandall Library
have caused this instrument to be signed by their duly authorized
officers and their respective seals hereunto affixed the day and
year first above mentioned.

Glens Falls, New York, has made application for a renewal of the Junk
Yard license for the year 1966 at the Luzerne Road location, and
WHEREAS, Maurice Lebowitz (West Side Auto Supply, Inc. ) 173 Broad Street
Glens Falls, New York, has made application for a renewal of the Junk
Yard license for the year 1966 at the ,Corinth Road location, and
WHEREAS, Robert Sanders of VanDusen Road, West Glens Falls, New York,
has made application for a renewal of the Junk Yard license for the
year 1966 at the VanDusen Road location, and
WHEREAS all of these applications have been accompanied by the proper
license fee of $10,00 each (Total $30.00) , therefore be it

WHEREAS, Leonel J. Renaud and Florence A. Renaud of Rhode Island Ave. ,
havemade application in accordance with paragraph 2 (c) , Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN
OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home
outside of a duly licensed mobile home court at property situated
Rhode Island Avenue, Lots #329 - #330 West Glens Falls, New Yorlj, and
WHEREAS, it is hereby determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct °a public hearing on said
application on February 3, 1966, at 800 p.m. in the library of
Queensbury Junior High School, Aviation Road, and that the Town
Clerk is hereby authorized and directed to give proper notice of
said public hearing in accordance with the provisions of said
ordinance.
