Planning Board decision Project Description Applicant proposes to construct two food service buildings totaling 6,050 sq. ft. One building to be ice cream and restaurant and the other a produce/farm stand. Project includes site work, septic installation, stormwater measures and access on State Rt. 149 & State Rt. 9L. Restaurant to have car hop service with some outdoor seating. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, food service shall be subject to Planning Board review and approval. Staff Comments Note – Applicants site plan SP201-2016 had expired and at this time the project is back before the board for review.  Location-The 24.04 ac parcel is located at 1447 Ridge Rd at the corner of State Route 149 and Route 9L.  Arrangement- The applicant proposes to use a portion of the property in the NC zone to construct two buildings. The 2,800 sq ft building is to be used for a restaurant and the 2,500 sq ft building is to be use for a fruit and vegetable stand building.  Site Design- The plans show the orientation of the buildings to be facing Route 149. The site has two access points. The parking appears to be spread between the two buildings. Stormwater devices arrangement is along 149 and 9L, then to the rear of the parking area and buildings. The septic system is shown towards the west of the property to accommodate both buildings.  Building (elevations and floor plans) – The restaurant is to be 2, 800 sq ft with a carhop style service. The building is to have 58 interior seats and 12 counter seats, then 24 patio seats and 13 car hop drive-in spaces. The building will have storage area of 23x15 sq ft as unheated storage, the building has will have a full basement, all other operations are located on the main floor. The vegetable/fruit building is to be 2, 500 sq ft as a barn style appearance. The main floor will have a kitchen, sales and storage area. The upper level will include storage and a portion will be vaulted ceiling.  Signage-The plans show a location of for a free standing sign but no sign design has been provided.  Site conditions-The existing site is mowed meadow area with an existing tree-line area.  Traffic- The site plan shows the access on Route 149 is right in and right out; the access on 9L will is to be full access. The vegetable/fruit stand building is to have16 and the restaurant will have 40 spaces for a total of 56 spaces. The applicant has indicated that parking is to be shared between uses.  Site layout and utility plan –The site plan shows the location of the electric and wastewater utility arrangement on the site.  Grading and drainage plan/ Sediment and erosion control- The project activities disturb more than acre and stormwater pollution prevention plans has been submitted. The Town engineer has received the information for review and comment  Landscape plan-The plans show the landscaping proposed around the parking and building area. Landscaping is also proposed at the edge of parking facing Route 149 and 9L.  Site lighting plan- The plans show 9 parking lot light poles at 20 ft with cutoff fixtures. The plans show the building lighting and walkway lighting. Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The applicant has not requested any waivers.
