Queensbury Water District with "Water Materials" to be used by

Mrs. Richard Hoague was granted the floor at this time. Mrs. Hoague,
presented a petition signed by 498 residents, which in form was
a request that Town Board meetings be broadcast via-radio.
The public hearing was declared open by Supervisor Webster at 8:00 p.m.
on the application of Mr. and Mrs. Leonel Renaud for a permit to
locate a Mobile Home outside of a duly licensed Mobile Home Court.
Proof of publication was presented by the clerk. ,
The reading of the "Notice"`was dispensed with at this time.
The clerk read the original application as presented.
The following persons appeared in opposition to the granting of the
permit. - None.
The following persons spoke in favor of the granting of the hermit.
None.
The public hearing was declared closed at 8:10 p.m. The applicants
were assured that the permit would be granted at a later time this
meeting.
The minutes of the meeting of 'January 27, 1966 were approved.
Carried unanimottsly.
Mr. Jack Slopey was ¢ranted the floor at this time. Mr. Slopey
presented for discussion, a map which is layed out for the
development of a sub-division within the Town of Queensbury.
On advise of the members of the Town Board, Mr. Slopey will present
the map to the planning; borad for study.
Mrs. Conley questioned the Town Board on the rapidly increasing
number of "Junk Yards" within the town.
Mrs. Peter Merlow visited the meeting at this time.
Mr. John Lynch discussed the petition as presented by Mrs. Richard
Hoague earlier in this meeting. Mr. Lynch stated his views on the
acceptance of the radio broadcasts by the public. Mr. Lynch stated
(that the radio station which he owns would be willing to conduct the
broadcasts on request of the Town Board.
Supervisor Webster discussed the junk yard problem with Mrs. Conley
at this time.
Councilman Robertson stated that the 'Town Board is aware of the
problem and that action to remedy same will be taken at an early date.
Mr. Floyd Pickett questioned the Town Board as to the possible
assistance of the Board of Health in the matter of controlling junk yards.
A letter was received and placed on file from Burton Equipment Company,
Upper Glen Street, Glens Falls, New York. The nature of the letter
— had to dowith the awarding of a bid to supply the Highway Department
with a new Front End Loader.

was presented as prepared by Mr. Jack Barrett, Chief as follows:

During the month of January we have performed routine preventive
maintenance on our fire hydrants. 4 of the 7 hydrants repaired
were Ludlow hydrants that did not operate properly and had frozen.
The Ludlow hydrant at Rt.9 and Gurney Lane was replaced with a
Mueller and the Ludlow hydrant was brought to the station This
hydrant will be taken apart and inspected to try and find the
cause of the difficulties we are having. The hydrant on Rt. 9
in the area of Braytons driveway was bit by a car, this hydrant
has been repaired and the matter settled with the Insurance
Company.

RESOLUTION NO. 42A, introduced by Mr. Robertson, seconded by Mr. Lampson.
WHEREAS, the Town Superintendent of Highways did, on the 13th day of
January, 1966, duly recommend the purchase of certain machinery pursuant
to the provisions of Section 142 of the Highway Law,
Now, Therefore, Be It RESOLVED that pursuant to Section 142 of the
Highway Law the Town Superintendent of Highways is hereby authorized to
purchase, in accordance with the provisions of Article 5-A of the General
Municipal Law, with the approval of the County Superintendent of
Highways the following:

One new 1966 Hough Model #H-70 Front End Loader per Specifications
for a maximum price of Twenty-seven thousand, three hundred fifty
dollars ($27,350.00, delivered at Town of Queensbury, New York,
and to be delivered on or about March lst, 1966.
The Town Superintendent of Highways is hereby authorized, subject
to the approval of the County Superintendent of Highways, to
surrender to the vendor NONE as part payment for the above machinery
to be purchased.
The terms of payment will be as follows:

Total $ 27,350.00
A contract of purchase for the item purchased shall be duly executed
between the Town Superintendent of Highways and such vendor, and
when duly approved by the County Superintendent of Highways, it
shall become effective. When such contract has been duly executed
and approved, the Supervisor is authorized to complete such purchase —
upon delivery of the item purchased in accordance with the terms
of such resolution and such contract, and to pay the above amount
specified to be paid by check or checks
(1) by a check drawn on the Machinery Fund (Item 3) for $3,950.00;
(2) by a check in the amount of $24,000.00, drawn on the account
established from the proceeds of obligations to he issued
pursuant to the Local Finance Law to finance such purchase.
Such obligations will be authorized to be issued by this
Board by a separate resolution.
Duly adopted by the following vote:

(Water Department Report - continued)
On January 3rd, a leak was reported on Bayberry Drive. This leak was
repaired by Mr. John Hughs the developer.
On Sunday January 16th we found a leak at the intersection of Rt. 9
and Aviation Rd. This leak was in. a 8 inch Ludlow valve on the bypass
at this location. This leak was repaired January 17th by crews of
this department and John Kubricky and Sons.
On January the 100 H.P. motor on the #1 pump developed a blown
connection. This was caused when one leg of the power feed in the
control panel loosened up. This in Oirn caused the motor to run on
single phase.-
The motor was removed and sent to Troy for repairs. Due to the
size and weight of the motor it was necessary to use a crane to
remove it and replace it. The #1 pump is now back in operation.
All fire hydrants (150) have been cleared of snow by crews of this
department twice during the month.
WEST GLENS FALLS
A Ludlow fire hydrant on Pine Street was hit and damaged by a
hit and run driver. This hydrant is on a 4 inch main and has been
taken out of service until repair parts are available.
We also have been working on engineering for projects in the
West Glens Falls area during the month.

It should be noted that the consumption for January, 1965 represents
a period when we werea7flushing the North Road, Garrison Road area
frequently. Also the consumption for the month of December, 1965
represents the time at which we were cleaning and lining the North Road,
Garrison Road main. At this time we had in service a temporary service
line which was run to waste constantly.

Mr. Ben Williams visited the meeting at this time.
Councilman Beaty discussed the junk yard ordinances which areinforce
at the present time in the Town of Queensbury.
Superintendent of Highways, Bernard J. Codner stated that- the bid of
State Equipment Company of Albany, New York is the next lowest bidder
to supply the Highway Department with one new Front End Loader. The
bid of the State Equipment Company meets all of the specifications
as presented by the Highway Superintendent. The bid of the Burton
Equipment Company does not meet with the original specifications.
The Town Board in its entirety voiced the opinion that the recommendation
of the Superintendent of Highways should be acknowledged at this time.

RESOLUTION NO. 43, introduced by Mr. Robertson, seconded by

BOND RESOLUTION OF FEBRUARY 3, 19662
AUTHORIZING THE ISSUANCE AND SALE OF
SERIAL BONDS OF THE TOWN OF QUEENSBURY,
WARREN COUNTY, NEW YORK, IN THE AMOUNT
OF $242000.002 FOR THE PURCHASE, OF
FRONT END LOADER.
BE IT RESOLVED by the Town Board of the Town of Queensbury
in the County of Warren and State of New York on° this 3rd day of
February, 1966 as follows:
Section 1. The purchase of a 1966 Hough, Model H-70,
front end loader and equipment for a price of $27 ,350.00 is hereby
authorized and for. the object or purpose of paying a portion of the
purchase price thereof, the sum of $24,000.00 general obligation
serial bonds of the Town of Queensbury in the County of Warren
and State of New York shall be issued pursuant to the provisions
of the Local Finance Law of the State of New York.
Section 2. Theestimated maximum cost of the object or
purpose for which such serial bonds are to be issued, to wit:
the purchase of a 1966 Hough, Model H-70, front end loader is the
sum of $27,350.00 and the plan for financing the said object or
purpose consists of the payment of the sum of $3,350.00 from the
machinery fund provided in the 1966 budget of said town and the
issuance of $24,000.00 serial bonds of said town.
Section 3. It is hereby. determined that the object or
purpose for which such serial bonds are to be issued falls within
sub-paragraph 28 of subdivision (a) of Section 11.00 of the Local
Finance Law and that the period. of probable usefulness of such
object or purpose is five years and that. the proposed maturity of
the serial bonds hereby authorized will not be in excess of five
years.
Section 4. The said $24,000.00 in serial bonds shall be
of the denomination of $8,000.002 shall be numbered 1 to 3,
inclusive, maturing in numerical order in the amount of $8,000.00
annually on the first day of March in each of the years 1967 to
1969, inclusive; shallbear interest at a rate not exceeding three
and one-half per cent per annum payable semi-annually on the lst
days of September and March.
Section 5. Except as herein expressly provided, said serial
bonds shall be of the form, contents, date and place of payment as
the Supervisor shall determine and execute consistent, however,
with the provisions of the Local Finance Law.
Section 6. Saod, serial bonds shall be executed in the
name of the Town of Queensbury, Warren County, New York, by the
Supervisor, sealed with the corporate seal of said town and
attested by the Town Clerk.
Section 7. Said serial bonds shall be sold by the Super-
visor_ at private sale at a price of not less than par value thereof
and- accured interest, if any, and the same shall be delivered- to
the purchaser upon the payment by him of the purchase price in
cash to the Supervisor and the receipt of the Supervisor shall be
a full acquittance to the purchaser who shall not be obliged to see
to the application of the purchase money.

Section 8. The full faith and credit of the said Town of
Queensbury are hereby pledged to the punctual payment of the
Principal of and interest on said bonds. An amount sufficient
to pay the principal of and interest on such bonds shall, be in-
cluded in the annual budget and levied as a-part of the taxes
° for such fiscal year.
Section 9. This resolution shall take effect immediately.

Town Board should authorize the advertising for bids to provide
the Highway Department with one Street Sweeper - Four Wheel Type
Per the following specifications:
STREET SWEEPER SPECIFICATIONS
FOUR WHEEL TYPE
GENERAL:- The Sweeper shall be self-propelled, gasoline engine-driven,
four-wheel type, capable of sweeping a minimam, of V-6" swath.
Sweeper shall be capable of rapidly transporting, at speeds in excess
of 50 m.p.h. , hopper loads of dirt to an unloading point. Means shall
be provided for the cab-controlled retraction of the gutter broom to
provide rigid width- of less than 8' while traveling.
GUTTER BROOM: Gutter broom shall be 45" in diameter, single, right-
hand mounted. Shalh be adjustable in� the field for pressure, wear and
gutter angle with free-floating suspension. The final drive -shall
be hydraulic with torve multiplier, with the speed controlled by the
r.p.m. of the auziliary engine, and independent of the- Sweeper' s
forward speed. Disposable_ type gutter broom segements filled with
26" tempered steel wire.
PICKUP BROOM: Shall be Milemaster, filled with 100% polypropylene.
It shall be mechanically driven with the speed controlled.' by the
r.p.m. of the auxiliary engine, and independent of the Sweeper' s
forward speed. Free-floating- suspension shall be provided by dual
torsion bars, adjustable for pressure and wear. Means shall be
provided to remove the entire broom assembly with the removal of one(l)
bolt. A core loader shall be provided.
DIRT SHOES: Shall have full-floating suspension with free lateral and
vertical movement.
DIRT HOPPER: Shall have a certified effective self-loading capacity
of not less than 4 cubic yards. Hopper shall be dumped by a
Hydraulically actuated ejection plate in a pile At the rear of the
Sweeper. Elevator and hopper flushing system shall be provided for
flushing the complete hopper and dirt-carrying mechanism. It shall
operate through water tank filler hose utilizing ;a three-way valve,
externally mounted. The flusher spray bar shall be equipped with
nozzles and fittingg, directing a jet water spray to ,all hard-to-reach
places in the dirt-carring mechanism.

ELEVATOR: Shall be provided to carry the sweepings from the pick-
up broom to the dirt hopper. Design must provide for self-loading of t
the dirt hopper to 100% of the effective capacity. The drive shall
be hydraulic with torque multiplier. The speed shall be controlled
by the r.p.m. of the auxiliary engine, and independent of the
Sweeper' s forward speed. Shall be reversible in direction. Sliall,
be provided with an overload device which will emit a warning sound.
Elevator bottom plate shall be bolted to the side panels for easy
repair or replacement. Rubber chains are to be molded and endless.
WATER SYSTEM: Sweeper shall be equipped with water capacity of
280 gallons. The water pump shall be disengaged when supply is
exhausted by an automatic electrical control. Dust control spray
nozzle shall be located in the area of each gutter broom and over
the pickup broom. Fifteen feet 2-2" filling hose shall be provided
with N.S.T. coupling on the hydrant end.
CHASSIS: The Sweeper shall be mounted on a modified truck-type
chassis having two axles and four wheels. 'Tread front and rear
shall be not less than 59 inches. Rear axle shall be two-speed
with electric shift control. Fenders shall be provided front and
rear.
ENGINE (Drive) : Shall be provided to supply motive power to the
Sweeper. Shall be a V-8, gasoline-fueled, liquid-cooled engine of
not less than 318 cubic inch displacement developing 252 lbs./ft.
of torque at 2800 r.p.m. , equipped with governor, positive crank-
case-ventilator, heavy-duty full.-flow oil filter and heavy-duty
oil bath air cleaner. A hydraulically operated clutch shall be_
provided.
ENGINE (Auxiliary)': Sweeper shall have an auxiliary engine for
driving elevator, gutter brooms, pidkup broom and water pump.
Engine shall be a six-cylinder, gasoline-fueled, liquid-cooled
engine of not less than 170 cubic inch displacement developing
_ 146 lbs./ft. of torque at 2800 r.p.m. , equipped with governor,
positive crank-case ventilator)l heavy-duty full-flow oil filter, ' ' '
heavy-duty oil bath air cleaner and automatic choke. All auxiliary
engine controls and instruments shall be located in and operated
from the cab. Engine to use current from the main engine battery,
TRANSMISSION: A heavy-duty, truck-type transmission 'shall be
provided with four forward speeds and one reverse speed.
FUEL TANK: Shall have a capacity of 30 gallons.
HYDRAULIC CONTROLS: Shall have double-acting cylinders to raise'
and lower the brooms and open and close hopper.
TIRES: Front: 7 :50 x 20 - 8-ply
Rear: 10:00 x 20 - 14-ply
BRAKES: Hydraulic on all four wheels with power assist and. with
a minimum of 434 square inches of lining area. Hand parl_cing brake
shall be provided. —
ELECTLICAL SYSTEM: Shall be 12-volt 'system equipped ,with a 46 amp.
alternator and the following lights: two sealed beam headlights
(with high-low beam) , two stop and tail lights, one spot light for
each gutter broom, four clearance lights, instrument panel light,
interior cab ,,light, self-cancelling directional turn signals, 4-way
hazard switch, 13-plate 70 ampere hour battery.

STEERING: Trick-type with power assist.
WEIGHT: Empty weight of standard equipped Sweeper shall be not less
than 13,975 pounds before the addition of accessory equipment.
CAB:- Truck-type, all steel sealed against dust, with full doors,
roll-up windows, sun visor, ash tray, dual electric wipers, two
mirrors. Seat shall be adjustable, spring-cushioned type,
Bostrom Viking or equal.
ACCESSORY EQUIPMENT: Shall include either as standard or optional:
Elevator and hopper flusher, cab heater, defroster, pickup broom dolly,
windshield washer, two-speed rear axle, anti-freeze in both engines
and revolving light.
PAINT: Safety yellow and gray, and lettering to satisfaction of user.
GUARANTERS•
Sweeper - six months.
Gutter broom drives - guaranteed for life against impact damage while
sweeping.
Elevator drive chains - 10,000 miles or 24 months.
Same warranty shall apply on replacement chains.
Guarantees shall be submitted with the bid on the manufacturer' s
printed literature.
INFORMATION WITH BID: Each bidder must submit with his bid a detailed
specification of the equipment bid on. If equipment offered differs
from the provisions in these Specifications, SUCH DIFFERENCES MUST BE
EXPLAINED IN DETAIL IN A BID LETTER. Such bids will receive careful
consideration if the deviations do not depart from the intent of these
Specifications and are in the best interests of the user. Detailed
specifications are the minimum acceptable. The right is reserved to
reject any or all bids. NO BID WILL BE CONSIDERED if it does not
include a completely filled out "Sweeper Que&tionnaire" which is part
of these Specifications.
PRICE: Bid price shall include the equipment, service and delivery
charges to destination, with a separate price for used sweeper to
be traded in.
RESOLUTION NO. 44, introduced by Mr. Turner, seconded by Mr. Robertson
WHEREAS, the Town Board has heretofore authorized the -Supervisor to
establish an agency and trust account for the Town of Queensbury and
to deposit therein income tax and social security,payments and other
funds held by the Supervisor which are not town funds, and
WHEREAS, certain persons who are developing subdivisions and who are
required to perform certain work as a condition for the approval and
acceptance of town highways therein have tendered payments of money
in lieu of performance bonds, be it
RESOLVED that the Supervisor be and he hereby is authorized and
directed to deposit in the agency and trust account all moneys paid
-- to the Town in the place of performance bonds.

Discussion on Droposed street lighting for the Town of Queensbury
as presented by the Niagara Mohawk Power Company took place at
this time.
Mr. Carl Garb, representative of State Equipment Company, voiced
his word of thanks for the order to furnish one Haugh Model H-10
Front End Loader for the use -of the Highway Department,
Councilman Beaty reported on activity of the Recreation Commission
to arrange a bus trip for youth to a baseball game at a later date.
RESOLUTION TO AUTHORIZE -CONTRACT WITH MOUNTAINSIDE FREE LIBRARY
RESOLUTION NO. 45 , Introduced by Mr. Beaty, seconded by Mr. Turner.
WHEREAS, the 1966 budget of the Town of Queensbury provided for an
item of $200. to be paid to the Trustees of Mountainside Free
Library for library services furnished to the residents of the
Township, and
WHEREAS, County Attorney Albert E. Beswick has approved A contract
between the Town of Queensbury and Mountain-side Free Library as
set forth in detail hereafter in these minutes, therefore be it,
RESOLVED, that this contract between the Town of Queensbury and
Mountainside Free Library for furnishing library service to the
residents of the Town of Queensbury for the fiscal year of, 1966
is hereby approved, and be it further
RESOLVED, that the Supervisor .is hereby authorized and directed
to execute the contract on behalf of the Town, and that a copy
of such contract duly signed shall be filed with the Town Clerk.

This AGREEMENT made as of the 1st day ,of January, 19663,
between the Town of Queensbury, a municipal corporation in the
County of Warren and State of New York, party of the first part,
and the TRUSTEES OF MOUNTAINSIDE FREE LIBRARY, at Dunhams Bay,
in the Town of Queensbury, Warren County, New York, parties of the
second part,
WITNESSETH, That
Whereas, it is provided by statue that a Town Board may
appropriate funds for the support of a public library in the
Town, and
Whereas, Mountainside Free Library has rendered and furnished
a free library to the residents of the Town of Queensbury for
many years,
Now, Therefore it is mutually covenanted and agreed as
follows:
1. The Town Board- of the Town of Queensbury agrees to_pay
to the Trustees of Mountainside Free Library, at Dunhams Bay, N.Y. ,
the sum of Two Hundred Dollars ($200.00) to be applied by the
Trustees for the support and operation of the Library.

2. The aforesaid payment shall be made quarterly during the
year 1966 and the Trustees shall file with the Town Clerk of the
Town of Queensbury prior- to December 31, 1966, a statement of the
application of the aforesaid funds.
3. In consideration of the said payment, the Trustees agree
to maintain a free public library service for the residents of the
Town of Queensbury at its library premises at Dunhams Bay, N. Y. ,
during the year 1966.

RESOLUTION NO. 4-, introduced by Mr. Turner, seconded by Mr. Lampson.
WHEREAS, Leonel J. and Florence A. Renaud of Rhode Island Avenue,
West Glens Falls, New York, has made application in accordance with
paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury
entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES and MOBILE HOME
COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside of a duly licensed mobile home court at property
situated at Rhode Island Avenue, Lots #329 and #330,. and
WHEREAS, this town board has conducted a public hearing in connection
with said application and has heard all persons desiring to be heard
in favor of or against said application, a.nd -
WHEREAS, it is hereby determined that the facts presented in said
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, for the
following reasons:
There were no persons in appearance in opposition.- In the opinion
of the Town Board the property values in the neighborhood would not
be adversly effected. Therefore be it T
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, permission is hereby given to Leonel J.-- and Florence A.
Renaud of Rhode Island Avenue, Lot #329 and #330, and that the
Town Clerk is hereby authorized and directed- to issue such permit
in accordance with the terms and conditions of said ordinance.

RESOLUTION TO AUTHORIZE PURCHASE OF SUPPLIES FOR WATER DEPARTMENT
RESOLUTION NO. 47, introduced by Mr. Turner, seconded by Mr. Robertson
WHEREAS, this board has received bids to supply the Queensbury
Water Department with ,materials for making water taps and
connections for the year 1966, and
t,JHEREAS, it appears that the bid of:
LaValley McLeod, Inc, of Schenectady, New York, is the lowest
responsible bid in accordance with the specifications.
RESOLVED, that the bid of LeValley McLeod , Inc. , is hereby apeepted
and approved.
Duly adopted by the following vote:
Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and
Mr. Webster.
Noes - None
The Town Board in its entirety agreed that an option should be
obtained on lands which have proven to contain a future water supply
for the Queensbury Water District or any other water district that
may be formed. The owner of the land is Mr. Robert Hay at Glen Lake.

Mrs. Helene Wolff was granted the floor. A discussion ensued to do
with a newly opened Gas Station and Repair Shop at the corner of
Dixon Road and Aviation Road.
Supervisor Webster stated that an investigation will be conducted in
the matter of the parking of cars at the location. A question will
be decided as to whether or not the vehicles are within the bounds
of the Town Highway.
