TRAFFIC COMMISSION ORDER
Pursuant to authority conferred by the New York State Vehicle and
Traffic Law, the State Traffic Commission hereby
Directs the New York State Department of T�nbli_c Works to install
and maintain a R31A-S SLOWER/TRAFFIC/KEEP/RIGHT sign facing;
northbpund traffic on Interstate Route 87, -FISH 61-3, at
Station NB� 188+, in the Town, of Queensbur', Warren County.
Supervisor Webster, discussed the recent meeting held on March 1st, 1966,
wherein the '"own Board in conjunction with Superintendent of Highways,
Bernard J. Codner-.discussed the regulations controlling the development
of subdivisions within the Town of Queensbury. The r.egulati_ons were
as prepared by the Planning Board and the Planning Consultants.
Supervisor Webster also discussed the meeting of March 3rd, 1966; with
representatives of the State of New York Department of Public Works.
The problems being studied have to do with the improvements of Route 9
and also any changes at the intersection of Aviation Road and Quaker Road,
with Routp 9.

due to weather conditions.
Work Completed.
The new #4 pump has been installed and test of the well and pump have
been made. This installation has now been placed in service on a
routien schedule with the other pumps.

Considerable time was spent in meetings and work with Engineers
from our Consulting Engineers Office on the South Queensbuty and
West Glens Falls-West Mountain projects. Also on our continuing
exploration and test work.
The spring water bills have been ordered from the printer. The
fall bills were not ordered at this time as we are considering
changing the design of the bills to make them more informative.
The copper service line materials ordered thru bid have arrived
and placed in storage.
All fire hydrants were cleared of snow after the last storm by
crews of this department. In the course of this work we found
that several hydrants had been cleared by residents of the area.
This is a great help and is greatly appreciated. We also found
several hydrants that were buried by plovas clearing private
driveways. This I might add is not appreciated as it adds to
our work.
On February 18th we received a call that a hydrant on Fort Amherst
Rd. had been hit by a car. This is a City hydrant and the call was
turned over to the City Water Department. Crews of this department
stood by until the City crews arrived and assisted them in shuting
down the flow of water.

RESOLUTION TO CORRECT ERROR IN ABSTRACT
RESOLUTION NO. 56, Introduced by Mr. Beaty, seconded by- Mr. Turner.
WHEREAS, Claim # 188 as listed in Abstract # 66-2 in the amount of
$2.10 was audited by this Board on February 10, 1966 to be charged
against the Queensbury Water District in error, and subsequently
paid from that account, and said claim should have been charged
against the West Glens Falls Water- District, therefore be it
RESOLVED, that the Supervisor is hereby authorized and directed
to transfer the sum of $2.10 from the Jest Glens Falls Water
District Funds to the Queensbury Water District Fund, thereby
correcting this error. —

RESOLUTION TO AUTHORIZE PERMIT FOR CARNIVAL OPERATIONS

RESOLVED, that permission is hereby granted to conduct carnival
operations as follows:

RESOLVED, that the Town Clerk is hereby authorized and directed to
issue a permit to the aforesaid sponsor upon receipt of proof of
Liability Insurance in. the amount of not less than $100,000/$300,000
Bodily Injury Liability and $25,000 Property Damage Liability Coverage.

TOWN OF QUEENSBURY

Gentlemen:
The developer of the Franklyn Manor sub-division has
installed 465 feet of 6 inch cement lined cast iron water main on
Bonner Drive, beginning at the North East intersection of Bonner Drive
and the West Mountain Road and running on the North side of' Bonner
Drive in an Eastwardly direction.
This being- done .in .accordance with the section of the
Town of Queensbury Sub-Division Ordinance pertaining to water mains.
Therefore this 465 foot section of Bonner Drive is acceptable to
the Queensbury Water Department.

Superintendent of Highways, Bernard J. Codner recommended the
acceptance of a deed for the above mentioned highway known as
Bonner Drive with the understanding that the--developer would be
expected to develop the road to his specifications.
RESOLUTION TO ACCEPT A DEED FOR A TOWN HIGHWAY
RESOLUTION NO. 58, Introduced by Mr. Turner, seconded by Mr. Beaty.
WHEREAS, Lyn Chase of Bonner Drive and Frank VanSittert of
52 Aviation Road, both of the Town of Queensbury, have executed and
offered a deed to convey to the Town of Queensbury land for a
50' roadway to be known as Bonner Drive, as shown on a map of
Section One of the Franklyn Manor Subdivision, map dated 8/31/1,365,
said deed conveying approximately 425 feet of said roadway easterly
from the West Mountain Road, and said deed also granting an easement .
over the remainder. of Bonner Drive as shown on said map of Section O#e
to the westerly boundry of said section one, and

WHEREAS, Harry Codner and;Myrtle,Codner have executed and offered
a deed to convey to the Town of Queensbury an easement for highway
?urposes for a vehicle turn around at the end of said Bonner Drive,
as shown on said map , and
WHEREAS, this subdivi_si_on,has already been approved by the Town
Planning Board, and
WHEREAS, Bernard J. Codner, Supt. of Highways,--has advised this
board that he recommends the acceptance of this portion of Bonner
Drive, together with the highway easement refered to, on the
condition that the subdivider deposit with the Town of Queensbury
the- sum of $100, to guarantee the completion of certain work re-
maining on the proposed right of way, and said deposit has been made to
the town by Mr. Lyn Chase, and
?WHEREAS, Thomas K. Flaherty, Superintendent of the Queensbury
Water Department, has advised this board that water mains have-been
installed and that this section of Bonner Drive is now acceptable
to the Water Department, and
WHEREAS, said deeds have been approved by County Attorney, Albert E.
Beswick, now therefore be it
RESOLVED, that the deeds,- as above described, �)e and the same are
hereby accepted and approved and that the Town Clerk is hereby
authorized and directed to cause said deeds to be recorded- in
the Warren County Clerks Office and then filed in the office of the

RESOLUTION NO. 59 , Introduced by Mr. Beaty, seconded by Mr. Turner

February, 1966, duly recommend the purchase of certain machinery
pursuant to the pr_ovi_sions of Section 142 of the Highway Law,

One new 1966 Wayne Model 1-940, 4 cu. Yd. 4 wheel street sweeper
from Mott-Manbeck Machinery Corp. , of Latham, New York., for a
maximum price of Fifteen thousand one hundred eighty two and 66/100
Dollars ($15,182.00) , delivered at Queensbury, New York and to be
delivered on or about April 1, 1966,

The Town Superintendent of Highways is hereby authorized, subject
to the approval of the County Superintendent of Highways, to
surrender to the vendor one used Gutter Snipe street Sweeper as part
payment for the above machinery to be purchased.
The terms of payment will be as follows:
Trade-in allowance $ 1,082.00
Check drawn on Machinery Fund 2,100.00
Check from proceeds of obligations 1.2,000.00
Total $153182.00
A contract of purchase for the item purchased shall_ be duly executed
between the Town Superintendent of Highways and such vendor, and when
duly approved by the County Superintendent of Highways, it shall
become effective. When quch contract has been duly executed and
approved, the Supervisor is authorized to, complete such purchase upon
delivery of the item purchased in accordnce with the terms of such
resolution and such contract, and to nay the above amounts specified
to be paid by check or checks.
(1) by a check drawn on the Machinery Fund (Item 3) for $ 2,100.00;
(2) by a check in the amount of $ 12,000.00, drawn on the account
established from the proceeds of obligations to be issued
pursuant to the LLocal. Finance 'Law to finance such purchase.
Such obligations will be authorized to be issued t>y this
Board by a separate resolution.

BOND RESOLUTION OF MARCH 31 1966,
AUTHORIZING THE ISSUANCE AND SALE OF
SERIAL BONDS OF THE TOWN OF QUEENSBURY
WARREN CLUNTY, NEW YORK, IN THE AMOUNT
OF $12,006.00, FOR THE PURCHASE OF
STREET SWEEPER.
BE IT RESOLVED by the Town Board of the Town of Queetsbur_y in
the ,County of Warren and State of New York on this 3rd day of March,
1966 as follows:
Section 1. The purchase of a 1966 Wayne Four wheel drive street
-- sweeper and ectuipmentL for a price 'of $15,182.00 is hereby authorized
and f6r the 6bject 4or purpose of paying a portion of the purchase
price thereof, the sum of $121000.00 general obligation_ serial bonds
of the Town of Queensbury in the County of Warren and State of New York
shall be issued pursuant to the provisions of the Local Finance Law
of the State of New York.

Section 2. The estimated maximum cost of the object or
purpose for which such serial bonds are tci be issued, to wit:
the purchase of a 1966 Wayne four wheel drive sweeper is the sum
of $7.5,182.00 and the plan for financing the said object or purpose
consists of trade in of a used Guttersnipe sweeper for $1,082.00,
the payment of the sum of $2,100.00 from the machinery fund
provided in the 1966 budget of said town and the issuance of
$12,000.00 serial bonds of said town.
Section 3. It is hereby determined that the object or
purpose for which such serial bonds are to be issued falls within
sub-paragraph 28 of subdivision (2) of Section 11.00 of the Local
Finance Law and that the perfos of probable usefulness of such
object or purpose is five years and that the proposed maturity of
the serial bonds hereby authorized will not be in excess of five
years. '

Section -4. The said $12,000.00 in serial bonds shall be
of the denomination of $4,000.00, shall be numbered 1 to 31
inclusive, maturing in numerical order in the amount of $4,000.00
annually -on the first day of March in each of the years 1967 to
1969, inclusive; shall bear interest at a rate not exceeding three
and one-half per cent per annum payable semi-annually on the 1st
days of September and March.
Section 5. Except as herein expressly provided, said
serial bonds shall be of the form, contents, date and place of
payment as the Supervisor shall determine and execute consistent,
'however, with the provisions of the Local Finance Law.
Section 6. Said serial bonds shall be executed in the
name of the Town of Queensbury, Warren County, New York, by the
Supervisor, sealed with the corporate seal. of said town and
attested by the Town Clerk.
Section 7. Said serial bonds shall be sold by the
Supervisor at private sale at a price of not less than par value
thereof and accrued interest, if -any, and the same shall be de-
livered to the purchaser upon the payment by him of the purchase
price in cash to the Supervisor and the receipt of the Supervisor
shall be `a full acquittance to the purchaser who shall -not be
obliged to see to the application of the purchase money.
Section 8. The full faith and credit of the said Town of
Queensbury are hereby pledged to the punctual payment of the
principal of and interest -,on said bonds. An amount sufficient to
pay the principal of and interest on such bonds shall be included
in the annual budget and levied as °a part of the taxes for such
fiscal year.
Section 9. This resolution shall take effect immediately.

RESOLUTION TO AUTHORIZE PUBLIC HEARING
RESOLUTION NO. 61, Introduced by Mr. Turner, seconded by Mr- Beaty.
WHEREAS, David & Barbara Commando of Michigan Avenue, West Glens Falls,
New York, has made application in accordance with paragraph 2 (c)
Section 4, of an ordinance of the Town of Queensbury entitled
ORDINANCE OF THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS
IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a
mobile home outside of a duly licensed mobile home court at property
situated Wisconsin Avenue, West Glens Falls, and
Whereas, it is hereby determined that said application complies
with the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it _
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on March 17, 19§6, at 7:30 p.m. in the library of
Queensbury Junior High School, Aviation Road, and that The Town
Clerk is hereby authorized and directed to give proper notice of
said public hearing in accordance with the provisions of said
ordinance,
