1966-04-14 396 Regular Meeting April 14, 1966 Present: John 0. Webster Supervisor N. Harwood Beaty - Councilman Theodore Turner Councilman _ Curtis Lampson Councilman. Hammond Robertson, Jr. Councilman Supervisor Webster called the meeting to order at 7:30 p. m. The following visitors were greeted by the Supervisor. Codner - Superintendent of Highways The minutes of the meeting of April 7, 1966 were approved,l Carried unanimously. Mrs. Florence Mcll*sine, representing The Post Star visited the meeting at this time, Rolling Ridge Glens Falls, N. Y. April 6, 1966 Town Board Town of Queensbury Glens Falls, New York Gentlemen: I should like to express to you my appreciation for the opportunity of serving on the Queensbury Recreation Commission. The complete cooperation and sincere interest of myw colleagues and of the Town Board have made my tenure a most interesting and rewarding experience. Although my appointment has some time to run it is now-my wish to resign from the Commission, effective April 15, 1966. Your consideration is appreciated. Respectfully submitted, James L. At our regular meeting Apr. 11th, Roger Hague was elected Chairman, Jane Mason re-elected Secretary. RESOLUTION TO REAPPOINT MEMBER OF RECREATION COMMISSION RESOLUTION NO. 84, introduced by Mr. Beaty, seconded by Mr. Turner. WHEREAS, the term of ROGER S. HAGUE, as a member of the Recreation Commission of the Town of Queensbury expired on February 27, 1966, be it RESOLVED that ROGER S. HAGUE__be and hereby }s reappointed a member of the Recreation Commission of the Town of Queensbury for a term of five years, said term to expire on February 27, 1971. Duly adopted by the following vote: \ Ayes - Mr. -Beaty, Mr. Turner, Mr, Lampson, ,Mr. Robertson and Mr. Webster Noes None RESOLUTION TO FILL VACANCY ON TOWN RECREATION COMMISSION RESOLUTION NO. 85, introduced by Mr. Beaty, seconded by Mr. Turner. WHEREAS, JAMES L. CLUGSTONE, RFD #1, Rolling Ridge, Town of Queensbury, by Resolution'# 44 dated February 27, 1964, was appointed to a five year term on the Town Recreation Commission, said term of office to expire on February 27, 1969, and WHEREAS, JAMES L. CLUGSTONE has tendered his resignation from the Town Recreation Commission, be it RESOLVED, that STEPHEN PHYSIOC, 56 Western Avenue, Town of Queensbury, be and he hereby is appointed a member of the Town of Queensbury Recreation Commission, to serve for the remainder of the unexpired term of James L. Clugstone. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr, Robertson and Mr. Webster Noes - None Supervisor Webster voiced the appreciation of the Town Board to James L. Clugstone for his continued service on the Recreation Commission. Mr. Clugstone served as a member and also the Chairman for one year, on the commission. The Supervisor also expressed appreciation to Mr. Roger Hague for his service to carry out the efforts of the Recreation Commission. Mr. LeRoy Phillips, Chief of Police visited the meeting at this time. Webster, Supervisor RESOLUTION TO AUTHORIZE TRANSFER RESOLUTION NO. 86, introduced by Mr. Lampson, seconded by Mr. Robertson WHEREAS, the report of settlement with the Receiver of Taxes and Assessments as presented to the board, shows an overpayment to the West Glens Falls Water District of $ 8.40, be it RESOLVED, that the Supervisor is hereby authorized and directed to transfer the sum of $840 from the West Glens Falls.Water District Account to the Queensbury Water District Account thereby correcting said error. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster Noes - None POLICE DEPARTMENT Town of Queensbury REPORT TO THE TOWN BOARD - Jan. Feb. & Mar. 1966 GENTLEMEN: The following is a brief sumery of what the Police Department _ has done in the past three months. Served 6 summonds and complaints 1 eviction notice 1 summonds T (Police Department Report - continued) Investigated 4 junk yards for license 3 new junk yards 3 complaints of junk in yards 9 refuse complaints 1 Dogs bothering Children at play (Cottage Hill) 1 Auto accident (North Way Plaza) Of the nine refuse cases one arrest was made. (pending) four elected to clean up considerable more than they had dumped. In order to protect those who may be innocent I will say only that wo of these parties are very promient citizens of Glens Falls. In Janusry and in February the Town furnished Police for basketball games at Queensbury School. Annual and monthly reports have been made to State and Federal agencies.. The Dept., traveled approximately 600 miles and has collected twenty two dollars and fifty-cents ($22.50) in fees. - Respectfully LeRoy Phillips (Chief) Chief of Police, Phillips reported on the results of investigation to do with sewage transporting vehicles operating withint the Town of Queensbury. The chief stated that he finds that all sewage is being dumped at locations outside of the Town of Queensbury. Supervisor Webster presented his monthly report for the month of March. Same was received and placed on file. The total receipts as listed for the month were $182,973.39. The disbursements totaled $ 2019480.78. 1 A report was received and placed on file from Thomas ,K. Flaherty, Superintendent of Queensbury Water District. The activity of the department as well as water consumption were listed in the report. Mr. Bernard J. Codner, Superintendent of Highways recommended that the amounts held in esgro to guarantee additignal .work on the highways in the Lyn Chase, Frank VanSittert development 4nd also John Lester development should be released to the proper persons at this-time. RESOLUTION NO. 87, introduced by Mr. Robertson, seconded by Mr. Lampson. WHEREAS, the Town Board, with the approval of the Planning Board, accepted Lester Drive upon condition that John Lester deposit with the Supervisor the sum of $1,000.00 as security for the performance of further work on Lester Drive and there was deposited with the Supervisor a check of Clark, Bartlett, Caffry & Dube, Attorneys, in the amount of $1,000.00 which was placed in the escrow, fund,and WHEREAS, Bernard Codner, Town Superintendent of Highways, has reported to the Town Board that the additional work to be done on Lester Drive by John Lester has been completed to his satisfaction, be it RESOLVED, that the sum of $1,000.00 deposited by Clark, Bartlett, Caffery & Dube on behalf of John Lester be refunded and that the Supervisor be and he hereby is authorized to draw a check on the escrow fund in the amount of $1,000.00 payable to John Lester and Clark, Bartlett, Caffery & Dube, his attorneys. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None 400 RESOLUTION NO. 88, introduced by Mr. Robertson, seconded by Mr. Lampson. WHEREAS, the Town Board, with the approval of the Planning Board, accepted a deed from Lyn Chase and Frank Van Sittert, conveying lands for a town highway upon condition that they deposit the sum of $100.00 with the Supervisor as security for the performance of certain additional work on the road by the grantors, and WHEREAS, Bernard Codner, Town Superintendent of Highways, has re- ported to the Town Board that the said additional work has been completed to hi& satisfaction, be it RESOLVED, THAT the sum of $100.00 deposited by Lyn Chase be re- funded and that the Supervisor be and he hereby is authorized to draw a check on the escrow fund in the amount of $100.00 payable to Lyn Chase. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr.. Turner, Mr, Lampson, Mr. Robertson and Mr.- Webster Noes - None Councilman Robertson and Superintendent of Highways Bernard Codner, discussed the results of recent study on the problem of arranging for construction of a new storage building at the Town Refuse Disposal Area. Lengthy discussion ensued on the subject of the arranging of the highway on the Fred Alexy property at Dunhams Bay. A public hearing has been arranged for April 21, 1966 to further discuss the matter with any interested piersons. RESOLUTION NO. 89, introduced by Mr. Turner, seconded by Mr. ,Lampson. RESOLVED that, the Audit of Bills as listed in Abstract #66-4A — numbered #367 through #468 inclusive and totaling $11,426.95 is hereby approved. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None On motion the meeting adjourned. Respectfully submitted, George C.
