1966-05-16 SP Special Meeting May 16, 1966 _ Present: John 0. Webster Supervisor N. Harwood Beaty Councilman Theodore Turner Councilman Curtis Lamp son (absent) Councilman Hammond Robertson, Jr. (delayed) Councilman Supervisor Webster called the meeting to order at 7 :00 p. m. Bernard J. Codner, Superintendent of Highways was present. The members of the Town Board who were present with Bernard `J. Codner, Superintendent of Highways and George C. Crannell, Town Clerk visited the `site of the proposed construction of a sizeable Dupleii Home on a lot 50' x 100' on Windsor Drive. The following persons were present to discuss the granting of an easement under the town highway which would create a sewage system on an adjoining property. The group of visitors in its entirety spoke in opposition to the erection of the proposed home. Mr. Paul N. Goldthwaite - 24 Glenwood Avenue Mr. & Mrs. Rudolph E. Olsen - 8 Windsor Drive Mrs. Helene Bascom - 635 Glen Street Mr. & Mrs. Robert Mahoney - 11 Windsor Drive Mr. & Mrs. Leland Pierce - 35 Glenwood Avenue Mr. William Donahue - 11 Glenwood Avenue Mr. & Mrs. Robert Benack - 19 Glenwood Avenue Mr. & Mrs. Joseph Sondrini - 7 Glenwood Avenue Mrs. Betty Voelker - Resident The discussion was completed at 7:30 p. m. The members of the Town Board accompanied by the Superintendent of Highways and the Town Clerk visited the locations of several pending Mobile Home applications for a permit to locate a mobile home outside of a duly licensed mobile home court. Several sites of junk yards within the township were visited by the group at this time. The lack of compliance with the present junk yard ordinance was noted by the group. Upon return to the Town of Queensbury Highway Office, the group resumed the meeting. Councilman Robertson was present at this time. Supervisor Webster discussed the proposed Wemple Bill which has been adopted by the State Legislature and the State Senate. The law as is proposed would provide penalties for any person who is breaking the regulations of Section 49A of the Conservation Laws of the State of New York. The �ake George Park Commission are able under the terms of the Wemple Bill to prosecute a person for any violation providing the town or village where the violation occurs do not prosecute the persons involved. Lengthy discussion on the construction of the storage building at the Town of Queensbury Refuse Area took place at this time. A voice vote on the fact as to what type of footing should be installed under the building was asked for at this time. 426 Mr. Beaty would accept shallow footing as the specs asked for. Mr. Robertson - would accept shallow footing as the specs asked for. Mr. Webster - 1' 11 it n if n n if If Mr. Turner - would prefer the 4 foot deep footings as bid by one bidder. RESOLUTION NO. 113, introduced by Mr. Robertson, seconded by Mr. Beaty. RESOLUTION TO AUTHORIZE CONTRACT WHEREAS, this Town Board has received bids for the construction of a storage building at the Town Refuse Disposal Area, and WHEREAS, 'it appears that the bid of Henry J. Sleight in the amount of $ 2,547.00 is the lowest of the bids received, therefore be it RESOLVED, that the bid of Henry J. Sleight in the amount of $2,547.00 to erect said storage building in accordance with specifications is hereby accepted and approved. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Robertson and Mr. Webster. Noes - None Supervisor Webster discussed the result of the meeting at the site of the proposed construction of a Duples house' on a lot .50'x100'-. The granting of the easement to go under the highway should be ° denied to the builder at this time. ° Superintendent of Highways, Bernard J. Codner agreed verbally that the easement should be denied at this time. A voice vote of the Town Board in its entirety resulted in the -fact that the easement should not be granted to Mr. Ralph Woodbury, the builder of the duplex horde do a lot 50' x 100' on Windsor Drive in the Town of Queensbury. — Lengthy discussion on the result of the investigation of junk yards and also mobile home sites within the Town of Queensbury took place at this time.
