Resolutions 1. SEQR 1. PB Decision Project Description Applicant proposes paving an existing 15,725 sq. ft. area of gravel, where in previous approval it was to remain grass. Existing business is heavy duty truck & equipment sales, service & rental. The applicant indicates upon purchase of property in 2013 the area existed as gravel and they were not aware of area to remain grass. Purpose of area is to allow for display of vehicles. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, new commercial site work shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 280 Corinth Rd across from the easterly access of Carey Industrial Park Road.  Arrangement- The site consists of an existing 18,700 sq ft main building of retail and work area. Also on site is a storage building of 2,400 sq ft and a pole barn of 1,600 sq ft –located on 308.16-1-82.1. The applicant proposes to merge the adjoining parcel 308.16-1-82.2 that is currently vacant and utilized as a turn-around area for the main site. The two parcels were created as a two lot subdivision in 1994 –SUB 10- 94.  Site Design- The applicant proposes to pave an existing 15,725 sq ft gravel area to continue display of heavy truck vehicles and equipment. The previous owner had completed a site plan review in 1994 that required the display area to remain lawn and the owner had graveled the area (Did not inform the new property owner the conditions)  Building – There are no changes to the existing buildings on the site.  Signage- There are no changes to the existing signage.  Site conditions-The existing site has areas noted for parking, display, and heavy truck and equipment transportation areas. The proposed change is only to the 15,725 sq ft area near the front of the property.  Traffic- The plans provided from the previous site plan show 44 parking spaces, the current applicant indicates there are 32 used on the site.  Site layout and utility plan –The applicant does not propose any changes to the existing layout or utility plan.  Grading and drainage plan –The applicant does not propose any changes to the existing drainage plan. The plans show the location of an existing drywell in the location of the area to be paved. There is no supporting information if the existing drainage plan is operational. The Board may consider requiring an Engineer confirmation the system is operational and the new pavement area is able to be accommodated with the drywell that it is closest to.  Landscape plan –The applicant does not propose any new landscaping.  Site lighting plan –The applicant does not propose any new lighting. Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The application form identified as “Requirements” outlines the items to appear on the site plan or included as attachments. At the time of application the applicant has either requested waivers, indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow items listed under Requirements of the applicant’s application: g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal. Summary The applicant has completed a site plan review application for the request to pave an existing 15,725 sq ft graveled area to maintain the area for display of heavy trucks and equipment.
