PB Decision Project Description Applicant proposes site development with nine new self-storage buildings including site work, grading, stormwater management, lighting and landscaping. Project occurs within 100 ft. of wetland will need wetland permit. Building 1 – 3,000 sq. ft., 2- 4,500 sq. ft., 3- 6,600 sq. ft., 4 – 6,600 sq. ft., 5 – 6,600 sq. ft., 6 – 6,600 sq. ft., 7 – 5,100 sq. ft., 8 – 3,900 sq. ft. and 9 – 2,400 sq. ft. totaling 45,300 sq. ft. Project includes porous pavement between buildings and asphalt on drive aisle. Building 1 will include a 10’ x 30’ office area with water and sewer connections. Pursuant to Chapter 179-3-040 & Chapter 94 of the Zoning Ordinance, new commercial construction and construction within 100 ft. of a wetland shall be subject to Planning Board review and approval. Staff Comments  Location-The project site is located on Duke Industrial Park Rd, between 286 and 254 Bay Rd.  Arrangement- The parcel and adjoining parcels area associated with John Kubricky and Sons storage of materials, trucks and equipment.  Site Design- The applicant proposes nine self storage buildings with access from Duke Industrial Park Rd. The plans include chain link fence around the entire site with a motorize gate at the access point of the facility. The narrative describes a phasing plan for the project with Phase 1 to be buildings 1-5 and associated infrastructure. Phase 2 will be buildings 6-9 with associated pavement plan. The applicant should provide the time frame for each phase.  Building – AS described 9 buildings - Building 1 – 3,000 sq. ft., 2- 4,500 sq. ft., 3- 6,600 sq. ft., 4 – 6,600 sq. ft., 5 – 6,600 sq. ft., 6 – 6,600 sq. ft., 7 – 5,100 sq. ft., 8 – 3,900 sq. ft. and 9 – 2,400 sq. ft. for 365 storage units.  Signage-The plans show the location of a sign along Bay Rd in a landscaped area.  Site conditions-The site is currently vacant with access drive and a graveled area for storage of materials for John Kubricky and Son’s. The project includes lot line adjustments between 302.8-17, 23, 24, and 21, where the adjustment will leave 3 parcels –Lot 3 of 5.521 ac is to be used for the project for the self-storage operation.  Traffic- The project plans shows parking spaces for 73 vehicles on the site.  Site layout and utility plan –The plans show an office area that is to be connected to Town sewer and water  Grading and drainage plan – The plans show locations for shallow depressions and 32,520 sq ft of porous pavement.  Sediment and erosion control –The site is relatively flat with minimal grading to occur on the site. A portion of the project activity is within 100 ft of a designated wetland area –the applicant has completed a wetlands permit for the proposed work.  Landscape plan –The plans show plantings at the front of the property with a majority of the site to be regraded with removal of any scrub vegetation to be removed. Staff would encourage additional hardwood/evergreen plantings along the bike path area – to maintain a vegetative screen between recreational use and industrial use.  Site lighting plan – The plans indicate 3 pole light fixtures and 59 wall light fixtures. The average footcandles for the site should be provided. Guidance in the code suggests 1.0 foot candles for industrial parking lots and 2.5 foot candles for commercial parking lots.  Elevations – The plans show an elevation of the typical building style to be purchased. The building and roof color should be provided.  Floor plans No waivers were requested with this application -Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The application form identified as “Requirements” outlines the items to appear on the site plan or included as attachments. At the time of application the applicant has either requested waivers, indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow items listed under Requirements of the applicant’s application: g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal. Freshwater Wetlands The plans show a wetland boundary that will border the self storage facility parcel after the lot line adjustments. The wetland is located on the north side of the road Duke Concrete Industrial Road. The applicant has indicated the wetland area is about 0.677 acres on the portion of property in the current configuration for parcel 302.8-2- 24. Summary The applicant has completed a site plan application for 9 building self storage facility to be constructed in 2 phases and completed a freshwater wetland permit for work within 100 ft of the wetland.
