The Supervisor called the meeting to order at 7:30 p.m.
Supervisor Webster greeted the following visitors:

The public hearing was declared open by Supervisor Webster on the
application of Mr. & Mrs. Allred Pelkey to locate a mobile home' on
Big Bay Road.
Proof of publication was presented by the clerk.
The notice was not read at this time,
The clerk summarized by reading the original application.
Supervisor Webster requested a voice from any persons in opposition.
The following petition was presented and read by the clerk in
opposition to the granting of the permit.
This is a Petition to Ban any House Trailers or Trailer- Park in the
vacinity of Palmer Drive, for the .reason that it will drop the value
of our property.

Mr. Leon Girard and Mr. Stephen Shappy sopke in objection to the
granting of _the permit.
Supervisor Webster requested a voice from any person in favor of the
issuance of the permit.
Mrs. Alfred Pel.key voiced the opinion that, in her opinion, a quality
mobile home would be equal in value to any homes in the area.
Supervisor Webster reported that he had personally visited the site
where the mobile home would be located and also visited with property
owners in the locality.
Mrs. Florence Mcll.vaine reporter for the Post Star visited the
meeting at this time.

Supervisor Webster stated that, following a consensus of opinion
of the members- of the Town Board, action would be taken to refuse
the granting of the permit. The statement of the objectors that
the property was not owned by the person giving permission was
the reason given at this time along with the receipt of the
petition as received.
Mr. LeRoy Phillips, Chief of Police, Mr. & Mrs. Douglas Luke,
Mr. Paul Bishop, Mr. Joseph Brayton, Mr; Dale Taylor and''Mr.
{?alter Wicks visited the meeting at this time.
Mr. Paul Bishop was granted the floor. Mr. Bishop discussed the
impending action to be taken as a result of the recently erected
Junk Yard Ordinance of the Town of Queensbury.
Mr. Dale Taylor also discussed the Junk Yard Ordinance.
Mrs. Luke questioned the fact as towhat would establish the fact.
of a vehicle being termed "Junk".
The minutes of the meeting of June 9th and June--10, 1.966 were
approved. Carried unanimously.
Mrs. Norma J. Washburn' s application to locate a mobile home on
Maine Avenue, West Glens Falls was presented by the clerk.
The application was tabled for study to discover the ownership of
the land where the mobile home would be located.

My dear Mr. Webster:
I am, most pleased to learn through the press that you are.
advocating an ordinance to prohibit the outdoor burning of garbage.
I trust that you and the board T.-rill go all the way and prohibit
all outdoor butnin g,° whether_ or not incinerators are used. From
experience I have noticed that the people who bum anything in- .
variably include garbage. Air pollution from any and all, outdoor
burning is most annoying to neighbors but even worse is the great
possibility of FIRE = we had one had one, we don't want another.

RESOLUTION TO AMEND AUDIT OF CLAIMS
RESOLUTION NO. 145, Introduced by Mr. Beaty, Seconded by Mr. Lampson.
WHEREAS, Audit #643 as approved under abstract number 66-6A
dated June 9, 1966 in the amount Qf $11.63, included a discount
in the amount of .75, therefore be it
RESOLVED, that the amount allowed under audit #643 is hereby
corrected to $10.88 and that the total. amount of abstract #66-6A
is hereby reduced by the amount of $.75.

"Soldiers Monument/1 in Bank Square of the City of Glens Falls.

Re: Consolidation of Bay Road and Queensbury Water Districts
Section 206 of the Town Law provides for the con-
solidation of contiguous special districts by the adoption of a
resolution, subject to permissive referendum, after a public hearing.
The First step is the public hearing and I have pre-
pared a resolution authorizing a public hearing and fixing the
date and place.
Also I have prepared a notice of hearing to be
published once in both the Post Star and Glens Falls Times at
least ten days prior to the date of the hearing. The notice —
should also be posted on the Town Clerk' s bulletin board.
It is important that ten dull days elapse between the
date of publication, excluding the date of publication, and the
date of the hearing. I have prepared both the resolution and the
notice for a blank date in July and assume that July 7 would be
convenient and give you plenty of time. ,
On the date of the hearing, I shall have ready the
resolution for the consolidation subject to permissive referendum
which would then become effective on August 7 if no petition is
filed. In order to become effective on December 31, 1966, the
resolution must be effective not later than October 1.

RESOLUTION NO. 146, Introduced by Mr. Turner, seconded by

WHEREAS, the Town Board adopted Resolution No. 123 on August 1,
1963, which consolidated the North Glens Falls Water District,
Extension Nos. 1, 29 31 4, 62 , 75 8 and 9 to the North Glens Falls
Water District, and the Ridge Road Water District with the,
Queensbury Water District effective December 31, 1963, and_.

WHEREAS, the Bav Road Water District has been since duly established
in the Town of Queensbury and is contiguous to the Queensbury Water
District and receives its water supply by connection with the mains
of the Queensbury Water District and the water supply in the Queens-
bury Water District is ample to provide for the Bay Road Water District,
and
WHEREAS, it is provided by Section 206 of the Town Law that
consolidation of special. districts may be made by resolution, sub-
ject to permissive referendum, adopted by the Town Board after
public hearing, and
WHEREAS, it appears to be mutually advantageous to the property
owners in both the Queensbury Water District and the Bay Road Water
District that the same be consolidated, be it
RESOLVED, that the Town Board of the Town of Queensbury meet and
hold a public hearing on a proposal to consolicate the Bay Road Water
District and the Queensbury Water District into a single water
district to be known as the Queensbury Water District and that such
public hearing be held at the Queensbury .Junior High School on
Aviation Road is said ToxAm on the 7th clay of July, 1966, at 7:30
o'clock, P. M. (DST) at which time and place all persons interested
in the matter of such proposed consolidation will be heard concerning
the same, and be it further
RESOLVED, that the Town Clerk be and he hereby is directed to give
due notice of such public hearing in the manner provided by law.

RESOLUTION NO. 147, Introduced by Mr. Webster, Seconded by Mr. . Robertson
WHEREAS, the Lake George Opera Festival is located in the Town of
Queensbury and the publicity .program of the Opera Festival will be
of great benefit to the town, and
WHEREAS, the Town Board made an appropriation of $5,000.00 for the
support of the Lake George Opera Festival in the 1966 town budget
and at the public hearing on the budget no objections were made by
or on behalf of any taxpayer, be it
RESOLVED; that the Town Board of the,Town of Queensbury enter into
a contract with Lake George Opera Festival. which will provide that
Lake George Opera Festival promote the Town of Queensbury as a
summer vacation area and cultural center for the lower Adirondack
and Lake George section in consideration of the sum of $5,000.00
to be paid from said appropriation, and be it further
RESOLVED, that the Supervisor be and he he is authorized to
execute such contract on behalf of. the Town Board of the Town of
Queensbury in form approved by the County Attorney.

Re: Alexy
I had a telephone call this afternoon from Mrs. Pensel
demanding to know when the Town Board was going to come tip and
throw the boulders which Alexy has placed across his property.
I pointed out to her that the Town Board had not met
since last Friday and certainly no action of any kind could be
undertaken until after the Town Board meeting tonight.
I also told her that I had had a brief conversation with
you about the matter in which you indicated that the Town Board
would consider authorizing an action by the Town against Alexy
to determine the location of the town road and your respective
rights. She asked how long that would take and I told her the
first equity term at which it could be heard is in December and
she said by that time they would be out of business.
The case of JONES v.CEDERQUIST holds that a town highway
by user is limited to the portion actually traveled and if the
highway is widened to three rods as specified in the Highway Law,
then the town nmist compensate the property owner.
The town road across the Alexy property has been abused
and the public have parked all over his property and used his beach as
though i.} were public property. On the other hand, the roadshould
b,7� kept wi.de°-enough4 so two vehicles can pass and I assume 20 feet
would be reasonable. I believe Bernard Codner has the power to
keep the boulders 20 feet apart but I would not suggest going
beyond that.

WHEREAS, Joyce Baker Perry of Massachusets Avenue, `Nest Glens Falls,
New York, -has -made application in accordance with paragraph 2 (c)
Section 41 of an ordinance of the Town of Queensbury entitled
ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS
IN THE TOTXIN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a
mobile home outside of a duly licensed mobile home court at property
situated. Massachusets Avenue, West Glens Falls, New York, and
d I,TEREAS, this town board has conducted a public hearing in connection
? with said application and has heard all persons desiring to be heard
in favor of or against said application, and
WHEREAS, if is hereby determined that the facts presented in said
application and at said public hearing are sufficient to authorize
the issuance of the permit requested by said application, for the
follocaing reasons: The applicant demonstrated reasons of hardship
which ustifi.ed the approval.. There are other mobile homes in the
