4.09 4.9 SERVICES\KuUricky Constniction—Site Work at Town Parks—9-24-18 RESOLUTION AUTHORIZING ENGAGEMENT OF KUBRICKY CONSTRUCTION CORPORATION FOR PROVISION OF SITE WORK AND PAVING SERVICES AT TOWN PARKS RESOLUTION NO.: ,2018 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution Nos: 95,2017 and 161,2018, the Queensbury Town Board authorized certain withdrawals and expenditures for specific Town Recreation Department capital improvements and maintenance projects including site work and paving improvements at Hovey Pond Park, Gurney Lane Recreation Area and Hudson River Park(Projects), and WHEREAS, the New York State Legislature adopted legislation allowing any political subdivision in New York State to "piggyback"off an existing County Bid, and WHEREAS, the Town of Queensbury's Parks and Recreation Director (Director) and Recreation Commission have recommended that the Town Board authorize engagement of Kubricky Construction Corporation (Kubricky) for provision of site work and paving services related to the Projects by the Town of Queensbury "piggybacking" with Warren County Bid #WC 1-17 — Heavy Highway Construction Roadwork Bid and as delineated in the Director and Recreation Commission's September 19, 2018 Memorandum for an amount not to exceed$177,000 as follows: • Gurney Lane Recreation Area - $70,000 • Hovey Pond Park - $90,000 0 Hudson River Park - $17,000 and WHEREAS, the Town will adhere to all New York State Law bidding requirements, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs engagement of Kubricky Construction Corporation for provision of site work and paving improvements at Hovey Pond Park, Gurney Lane Recreation Area and Hudson River Park(Projects) as delineated in the Parks and Recreation Director and Recreation Commission's September 19, 2018 Memorandum for an amount not to exceed$177,000 as follows: • Gurney Lane Recreation Area - $70,000 • Hovey Pond Park - $90,000 • Hudson River Park - $17,000 and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs establishment of appropriations in Capital Project Fund Nos: 157, 146 and 107 and directs that payments of up to the total of $177,000 as set forth above shall be paid to Kubricky as currently budgeted from the respective Funds in the specific amounts and from the specific accounts as will be determined by the Town Budget Officer, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Parks & Recreation Director, Town Budget Officer and/or Purchasing Agent to take all actions necessary to 2 effectuate the terms of this Resolution. The Department is moving forward to complete this work by requesting that the Town Board authorize engagement of Kubricky Construction Corporation, under the Warren County Bid #: WC-17 — Heavy Highway Construction. Use of the Warren County Bid will ensure advantageous and proper project pricing. The following work will be completed at the park locations mentioned above: 1. Hovey Pond Park-$90,000 a. New 20 spot parking area*,granite curbing,walkway resurfacing, paving,sealcoating and striping work. 2. Gurney Lane Recreation Area -$70,000 a. Entrance road areas repaved, parking lot overlay, and paved walkways. 3. Hudson River Park-$17,000 a. New paved walkways to play area, picnic pavilion and pickle ball courts * Please Note: One budget/project change that was passed unanimously by the Recreation Commission at their September meeting was to use the money originally budgeted for phase 1 of the play area ($55,000) and instead use it for the installation of a new 20 spot parking area. The Recreation Commission felt that parking at Hovey Pond is already an issue and that adding a popular play area would only compound the parking issues, and felt this infrastructure improvement needed to be addressed BEFORE adding the play area. The play area amenity is still a top level priority and will be added to the capital project request in 2019. Quality of life matters...explore the opportunities!
