GROOMER FOR USE BY PARKS AND RECREATION DEPARTMENT

WHEREAS, the Town of Queensbury's Parks and Recreation Director and Town Recreation
Commission have requested Town Board approval to purchase a commercial mower and a field
groomer with attachments to replace a 16 year old mower and a 21 year old field groomer in the Parks
and Recreation Department, and
WHEREAS, the Director obtained a quote dated 9/11/2018 under New York State Office of
General Services Pricing: Group 440625, Award 422792, Contract 4PC67073 for a 2018 Jacobsen
HR700 turf mower from authorized Jacobsen dealer, MTE Turf Equipment Solutions, for the amount
of$69,665.95, and
WHEREAS, there is no New York State Contract for Smithco field groomers and therefore
the Director obtained a quote dated 9/17/2018 through a single source provider, MTE Turf Equipment
Solutions, the authorized New York State Smithco dealer, for a Smithco Superstar ballfield groomer
for the amount of$18,618.40, and
WHEREAS, as MTE Turf Equipment Solutions is the only company and therefore the single
source vendor which makes such Smithco field groomers, the Town Board wishes to waive the Town
Purchasing Policy's two (2) quotes, self-imposed bidding requirement in this instance, and
WHEREAS, the Town will adhere to all New York State Law bidding requirements,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves of the Parks and Recreation
Director's purchase of a 2018 Jacobsen HR700 turf mower from authorized Jacobsen dealer, MTE
Turf Equipment Solutions, for the amount of$69,665.95 in accordance with its quote dated 9/11/2018
and New York State Office of General Services Pricing: Group 440625, Award 422792, Contract
4PC67073 to be paid for from Misc. Equipment Account No.: 001-7110-2001, and
BE IT FURTHER,
RESOLVED, that for the reasons outlined above, in these circumstances the Town Board
hereby waives its requirement under the Town of Queensbury's Purchasing Policy for two (2) written
quotes and authorizes the Recreation Director's purchase of a Smithco Superstar ballfield groomer
from the single source provider, MTE Turf Equipment Solutions, the authorized New York State
Smithco dealer, for the amount of$18,618.40 in accordance with its quote dated 9/17/2018 from Misc.
Equipment Account No.: 001-7110-2001, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to
amend the 2018 Town Budget by reducing appropriation 001-0000-0909 Fund Balance and increasing
appropriation 001-7110-2001 Miscellaneous Equipment by $88,547 and the Town Supervisor, Parks
and Recreation Director and/or Budget Officer to take such other and further actions as may be
necessary to effectuate the terms of this Resolution.
