Conservation Easements and Town trails as follows:
1) The Hudson Pointe Park, consisting of approximately 82.99 acres comprising the Hudson Pointe
Nature Preserve, which is owned by the Town subject to a Conservation Easement in favor of the
Open Space Institute Land Trust, Inc., (OSI)which OSI is proposing to transfer to the Queensbury
Land Conservancy,Inc. (QLQ, and
2) The Faith Bible Church Property consisting of approximately 69.22 acres located on Ogden Road
and Division Road (also referred to as Riverside Park), which is owned by the QLC subject to a
Conservation Easement in favor of OSI which OSI is proposing to transfer to the Town, and
WHEREAS, OSI has prepared a Conservation Easement Assignment and Assumption Agreement
regarding the proposed assignment of the Faith Bible Church Property, and
WHEREAS, the Conservation Easement Assignment and Assumption Agreement is in form acceptable to
Town Counsel,

RESOLVED, that the Queensbury Town Board hereby approves the Conservation Easement Assignment
and Assumption Agreement between the Open Space Institute Land Trust, Inc., and Town of Queensbury regarding
the proposed assignment of the Faith Bible Church Property substantially in the form presented at this meeting, and

RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute the

WHEREAS, New York State Town Law §138 empowers the Town of Queensbury to employ
building inspectors, deputies and assistants and to pay the reasonable fees related to such employment,
and
WHEREAS, in order to enhance public safety by making it easier for Town citizens to identify
Town employees, the Town believes that those individuals who are charged with enforcing Town laws
and regulations should be readily identifiable by the public as Town employees, and
WHEREAS, the Town's Director of Building and Codes Enforcement has recommended that
the Building and Codes Officers in the Department of Building and Codes Enforcement wear certain
uniform shirts and coats to identify them more clearly as Town inspectors, and
WHEREAS, the Town Board has considered such request,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Town's Director of
Building and Codes Enforcement to arrange for the purchase of uniform shirts and coats to be worn by his
Department's Building and Codes Enforcement Officers, such uniforms to be worn in the performance of
their official job duties, and

RESOLVED, that the Town Board further authorizes the Town Budget Officer to pay for such
uniforms from such accounts deemed appropriate by the Town Budget Officer, and

authorize the sale of items which are no longer needed by the Town or obsolete, and
WHEREAS, the Town's Budget Officer requested that Town Departments advise of any surplus items in
their respective Departments and the Town Budget Officer did receive lists of items from various Departments
which are considered to be surplus, and
WHEREAS, the Budget Officer advised the various Town Departments of the surplus items and did not
receive any requests from the Departments for such surplus items and therefore has requested Town Board
authorization to sell the surplus items by using the auction company GovDeals to dispose of such surplus property,
or, if deemed unsafe and/or inoperable by the Department Manager(s),to be sold or disposed of as scrap, and

WHEREAS, by Resolution No.: 178,2007, the Queensbury Town Board authorized establishment of a
Capital Project Fund known as the Rush Pond Bicycle/Pedestrian Path Capital Project Fund 9166 which established
funding for expenses associated with the Multi-Use Rush Pond Bicycle/Pedestrian Path, and
WHEREAS, by Resolution No.: 278,2018, the Town Board authorized the Town Supervisor to execute a
$50,000 grant award letter from the Open Space Institute Land Trust,Inc. (OSI)and a Grant Agreement between the
Town of Queensbury and OSI regarding the Town's purchase of 77.5 acres of unimproved land located in the Town
owned by the Martha Frieberger Trust with rights appurtenant to the Rush Pond Park, and
WHEREAS, in accordance with a Real Estate Contract dated September 5, 2017 (Contract) between
Glen Bruening and the Martha Freiberger Trust, Mr. Bruening agreed to purchase from the Freiberger Trust, all
of the Freiberger Trust's right, title and interest in and to certain real property located at 0 West Mountain Road
in the Town of Queensbury, to be assigned to the Town of Queensbury without any further consent of the
Freiberger Trust, and
WHEREAS, by Resolution No.: 293,2018, the Town Board authorized the Assignment of Real Estate
Contract From Glen Bruening to the Town of Queensbury regarding such real property including the $7,000 down
payment, and
WHEREAS, the Town Board wishes to reaffirm Resolution Nos: 278,2018 and 293,2018 regarding the
Town's purchase of property from the Freiberger Trust, clarify the accounts from which the purchase was made,
authorize acceptance of the original $7,000 deposit and an additional $18,550 donation toward the purchase from
the Queensbury Land Conservancy, and authorize a temporary loan from the General Fund up to $50,000 until such
time as such grant funds are received,

WHEREAS, the Lake George Land Conservancy, Inc. (LGLC) has advised that it wishes to purchase
certain property in the Towns of Lake George and Queensbury currently owned by French Mountain Forest,
LLC for the price of$525,000 consisting of 318± acres east of Bloody Pond Road with property bearing Tax
Map No.: 265-1-28 located in the Town of Queensbury and properties bearing tax map nos. 264.16-1-27,
264.16-1-28, 265.00-2-1 located in the Town of Lake George, such properties collectively referred to as the
French Mountain Preserve, and
WHEREAS, in an effort to protect and preserve that portion of property in the French Mountain
Preserve located in the Town of Queensbury, the Queensbury Town Board wishes to subsequently purchase
from LGLC that portion of property bearing Tax Map No.: 265-1-28 for the amount of$67,000, and
WHEREAS, the Town Board also wishes to grant to the LGLC a Conservation Easement restricting the
use of the property to passive recreation uses by the public and/or to permit forestry management and donate
$10,000 to LGLC for administration of the Conservation Easement, and
WHEREAS, a proposed Agreement between the LGLC and the Town of Queensbury regarding the
Town's property purchase is presented at this meeting and is in form acceptable to Town Counsel,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Agreement between the Lake
George Land Conservancy, Inc. (LGLC) and the Town of Queensbury providing for the Town's purchase of
property bearing Tax Map No.: 265-1-28 for the amount of $67,000, and an additional $10,000 for the
administration of the Conservation Easement, as more specifically delineated in the preambles of this
Resolution, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute the
Agreement substantially in the form presented at this meeting, as well as a Conservation Easement with the

WHEREAS, B&L has advised that it has completed the necessary design documents and bid specifications
related to construction of the traffic signal, and
WHEREAS, General Municipal Law §103 requires that the Town advertise for bids and award the bid to
the lowest responsible bidder(s) meeting New York State statutory requirements and the requirements set forth in
the Town's bidding documents,

COUNCILMAN METIVIER(WARD I)-
• Spoke regarding the positive public comments from Glen Bruening and Jamie Brown
concerning the Resolutions on French Mountain and Rush Pond.
• Kudos Highway Superintendent, Dave Duell. He and his crew, they are doing a great
job.
• Would like to see the triathlon date changed. Labor Day weekend is already very busy
so it would be nice to see it moved to the weekend between the Car Show and Balloon
Festival.
COUNCILWOMAN ATHERDEN (WARD
II)-Also, spoke regarding French Mountain and Rush Pond.
• With regards to the Southern Adirondack for Solar Campaign, there will be an
informational event this Saturday from 9:30-11:30am at the Queensbury Hotel. There
are other events scheduled as well. One at the Lake George Brew House on 1043 State
Route 9 on September 20th from 5-7pm, and the other will be held at the Main Street Ice
Cream Parlor in Chestertown at 6339 Main Street on September 25th from 5-7pm. There
will be two or three more informational meetings sometime in October. Dates and times
will be announced as they become available.
• SUNY Adirondack Library and the College's Sustainability Committee are sponsoring
an environmental sustainability film series. The first film, "An Inconvenient Sequel"
will be shown on September 18th at the Miller Auditorium in Dearlove Hall.
COUNCILMAN FERONE (WARD III)-
• Also has had very positive experiences with our new Highway Superintendent, Dave
Duell. He has been very responsive and it is very much appreciated.
• With regards to the Rush Pond and French Mountain Resolutions, the Board should be
very proud. Queensbury has a good balance; we are very cognizant of protecting land
within the Town but also very supportive of economic development.
COUNCILWOMAN SWITZER (WARD IV)-
School is open, drive carefully.
• With tomorrow being September 1 lth, asked everyone to take a moment to reflect and
remember.
SUPERVISOR STROUGH-
• SUNY Adirondack, the workforce development building, and the NSTEM building. We
are going to orient more of our college to workforce development in this area.
• Spoke regarding the recent article in the Post Star on algae growth in Lake George.
• Spoke regarding proposed property transfer law.
