Proof of publication was presented by the Clerk. Reading of the notice was dispensed with at this time. The clerk read the application of Patricia Anne Schenk, with the report of the building inspector. The following persons spoke in opposition to the granting of the permit. None The following persons spoke in favor of the granting of the permit. None. Supervisor Webster declared the public hearing closed at 7:35 p. m. Mr. Paul Bishop was granted the floor with an inquiry as to whether any engineering survey has been conducted on supplying water service to residents on the West Mountain Road. Supervisor Webster, stated that the survey has been started and action will be taken as- soon as possible. The minutes of the meeting of June 17, 1965 were approved. Carried unanimously. John Dutra (deed to Elsie Morrison) This Mobile home is not occupied and is not registered. 199 (Building Report - continued) , . Mrs. Dutra stated that they used it as a camping trailer. It was recently moved from the North side of dwelling to the South side as they are building a large two car garage attached to the house on the North side and the trailer was in the way. The lot is 200' x 400' and I suggested to Mrs Dutra.that the_ preferrable location would be to the rear of the lot on the North side of house, the same as Eefore. She stated that she would obtain a Mobile home application and also file a building permit for the garage addition. John Arberger - Mobile Home Big Boom Road. I do not- find this one registered and asked the baby-sitter if she would-advise the owner to obtain a permit. This Mobile home,was moved here before the ordinance was in effect. Arthur W. Rawson, Secretary Supervisor Webster declared the public hearing open on the application of Elizabeth Minor , to locate a mobile home outside of a duly licensed mobile home court at 7:45 p. m. Proof of publication was presented by the clerk. Reading of the notice was dispensed with at this time. The application of Elizabeth Minor was read by the clerk. r The following persons spoke in opposition to the granting of the permit. None The following persons spoke in favor of the granting of the permit. None Supervisor Webster declared the public hearing closed at 7:55 P.M. The Town Board opened discussions with applicants who have previously made application to locate a mobile home outside of a duly-licensed mobile home court. Mrs. Henrietta Campbell was greeted by the Town Board to discuss the application as previously presented,- to locate a mobile home on Connecticut Avenue, West Glens Falls, New York. The members of the town board questioned Mrs. Campbell on all aspects of the plan as submitted. Action will be taken on the application at a later time this meeting. Mr. Raymond Stevenson was greeted by the Supervisor at this time. Mr. Stevenson was granted the floor. The nature of the question on the plans of the applicant to locate a mobile home outside of a duly licensed mobile home court. The question at this time was if the present old mobile home will be removed when a new mobile home is put at 11 this location. The applicant stated that this home will will be removed. Action will be taken at a later time this meeting. A letter was received and placed on file from the Federation of - Official Building Organizations of the State of- New York,- to do with a voucher of the Queensbury Planning Board. This. voucher will be submitted in the Audit of July 8th, 1965. A letter was received and placed on file from the State of New York Commission on State-Local Fiscal Relations, to do with the handling of the filing of the Special Census of the Town of Queensbury conducted during April, ,1965. RESOLUTION NO. 148, introduced by Mr. Robertson, seconded by Mr. Turner. WHEREAS, the Town Board published in two official newspapers an advertisement requesting sealed bids for the sale to the Town of a used tractor with back hoe and loader according to specifications recommended by the Town Superintendent of Highways and approved by the Town Board with the trade in of a used Ford tractor, and WHEREAS, the bids were opened by the Town Board on June 17, 1965, at 8:15 P.M. (DST) as stated in the advertisement and the lowest bid received was from Mott-Manbeck Machinery Co. , Inc. of Latham, N.Y. , for a Case model 310B tractor equipped with back hoe loader combination, model SN 61042382 for a price of $3,850.00 with an- allowance of $1,000.00 for the trade in of the used Ford model 641 tractor, making a net bid of $2,850.00, and the Town Superintendent of Highways and the Town Board being, satisfied .that the Case tractor and, back hoe- loader combination conforms to the specifications heretofore approved, be it RESOLVED that the bid of Mott-Manbeck Machinery Co. , Inc. in the net amount of $2,850.00 be and the same hereby is accepted and that the Town Superintendent be and he hereby is authorized to purchase said Case tractor and the aforesaid equipment and to transfer and deliver to Mott-Manbeck Co. , Inc. the used Ford tractor and that the Supervisor be and,he_ hereby is authorized to draw a check on the machinery fund — in the amount of $2,850.00 to pay the net cost of said Case tractor and equipment. Noes - None 112 RESOLUTION TO AUTHORIZE AGREEMENT RESOLUTION NO. 149, introduced by Mr. Beaty, seconded by Mr.Lampson. WHEREAS, the Town of Queensbury is now in the process of forming the Bay Road Water District, , and WHEREAS, John M. & Wilma P. Hughes are,now proceeding with their plans to develop a residential subdivision to be known as Brookview Acres in said water district, but it ip impractical to install thew„ ins in the streets of the subdivision unless and .until the variou's agencies of the State of New York have given approval to the Bay Road Water District, and WHEREAS, in consideration of the town accepting a portion of the streets in said subdivision, the subdividers have executed an agreement to install such water mains in these streets in a manner satisfactory to this board, in form approved by County Attorney, Beswick, now therefore be it r - RESOLVEP,-'.that the agreement made between John. M. and Wilms: P. Hughes,. Bay Road, Town of Queensbury,,,- and- the Town of Queensbury, dated April 30, 1965 be and the same is hereby accepted and approved, and that the Supervisor is hereby, authorized and directed to execute said agreement on behalf of the Town of Queensbury. PESOLUTION TO ACCEPT. DEED FOR TOWN HIGHWAYS RESOLUTION NO. 150, introduced by Mr. Turner, seconded by Mr. Robertson. WHEREAS, John M. Hughes and Wilma P. Hughes, Bay Road, Town of Queensbury, have executed and offered a deed to convey to the Town of Queensbury land for a 50 foot roadway, being a portion of a street known as BAYBERRY DRIVE; and also conveying land for a 50 foot roadway known as_ BAYBERRY COURT, all as shown on a map dated 1964 of a subdivision known as "Brookview Acres” and approved by the Town of Queensbury Planning Board on November 4, 1964, and WHEREAS;- Bernard J. Codner,' Superintendent of Highways, has advised this board that he recommends the acceptance of these _ roads and portions of roads into the town highway system, and WHEREAS, John M. Hughes and Wilma P. Hughes have executed an q.greement in writing which has been approved by- this board- that the water mains in these streets of this subdivision will be installed in a manner satisfactory to the Superintendent of the Queensbury Water District, after such time as the water district mains are extended on the Bay Road, and 113 (Resolution NO. 150 - continued) WHEREAS, said deed has already been approved by County Attorney Albert E. Beswick, now therefore be it RESOLVED, that the deed of John M. Hughes and Wilma P. Hughes, as above described, be and the same is hereby accepted and approved, and-,that the Town Clerk is hereby authorized and directed to cause said deed to be recorded in the Warren County Clerk' s Office,_ after which said deed shall be properly filed in the office of the Town Clerk, and be it further RESOLVED, that these new town roads are hereby added to the official inventory of town highways, and are described as follows: Road #277 Description: C.R. 7 E. to D. _E. Van Duren, Surveyor. w RESOLUTION TO NAME MEMBER TO THE BOARD OF CEMETERY COMMISSION _ RESOLUTION NO. 1512 introduced by Mr. Turner, seconded by Mr. Lampson. WHEREAS, Chapter 814 of the Lawasof 1948 provides that there shall be a Board of Cemetery Commissionors of the Town of Queensbury to consist of three members appointed by the Town Board for three year terms to expire on June 30 of each year, and WHEREAS, it appears from the records of the Town Clerk that Frank L. Cowles was last appointed by the ,Town Board for a term which expires on June 30, 1965, therefore be it RESOLVED, that Frank L. Cowles be and he. hereby is appointed a member- of the Board .of Cemetery Commissioners of the Town of Queensbury for a term commencing ,as of July 1, 1965 and to expire on -,June 30, 1968. Robertson WHEREAS, Patricia Anne Schenk of Upper Sherman Avenue, Glens Falls, N.Y. , has made application in accordance with paragraph 2 (c) , Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated at Upper Sherman Avenue, and 114 (Resolution No. 152 - continued) WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application , and . If1, Moon Hill Road, Lake -George, New York, has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE-TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate ,a mobile home outside of a duly licensed mobile home court at property situated West of Bay Road, on Moon Hill Road, _and WHEREAS, this town board haig<-conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS., it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for the . following reasons: No persons appeared in opposition. In the opinion of the Town Board the application is being granted under the condition that the existing mobile home on the property will be removed within 10 days of placing the new mobile ,home on the f property, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Raymond Stevenson to locate a mobile home outside of a licensed mobile home court, at property situated at West of Bay Road on Moon Hill Road, and that the Town Clerk is hereby authorized and directed toaissue such permit in accordance with the terms and conditions of said ordinance. WHEREAS, Floyd Kenneth Palmer of R.F.D. #2 Fort Edward, New York, has made application in accordance with paragraph 2 _(A) Section 4, of an ordinance of the Town of Queensbury entitled. ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN-COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated on Glen Lake, -property of Mrs. Agnes Palmer, and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor or against said application, and WHEREAS, it is- hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, for the following reasons: The permit is granted for three months from the date of permit, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is .hereby given to Floyd Kenneth Palmer of R.F.D. #2, Fort Edward, New -York to locate a mobile home outside of . a duly licensed mobile home court, at property situated on Glen Lake, property of Mrs Agnes Palmer and -that the Town Clerk is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Noes - None RESOLUTION TO AUTHORIZE PUBLIC HEARING — RESOLUTION NO. 157, introduced by Mr. Turner, seconded by Mr. Robertson WHEREAS, James C. Varnum of R.F.D. #1-Glens Falls, New York, has made application in accordance with paragraph 2 (B), Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate ,a mobile home outside of a duly licensed mobile home court at property situated at property South of Russell Harris property, .off the east side of Jenkinsville---:Road, and WHEREAS, it is hereby determined that said application complies with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to justify further consideration by this board, therefore -be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public hearing on said _. application on July 8th, 1965, at 7:30 p. m. in the library of Queensbury Junior High School, Aviation Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance.
