Parcel History: SP PZ 153-2016, AV 33-2017, assorted bldg. permits _________________________________________________________________________________________ Requested Action Planning Board review and approval to maintain existing improvements to Cabin 1 at 270 sq. ft. with a 132 sq. ft. deck, and Cabin 2 at 294 sq. ft. with a 144 sq. ft. deck. PB Decision Project Description (1) Applicant requests to maintain existing improvements to Cabin 1 at 270 sq. ft. with a 132 sq. ft. deck, and Cabin 2 at 294 sq. ft. with a 144 sq. ft. deck. Project work for Cabins 1-7 include extending roof area over porch area of the cabins. (2) Project also includes removal of a 75 sq. ft. storage area at the rear of the main motel unit building to construct a 420 sq. ft. storage building addition. Project also maintains previous site plan to construct 4 additional cabins SP PZ 153-2016 and associated site work. Applicant has active permits for cabins 3, 4 & 5 renovations in same footprint. Pursuant to Chapter 179-3-040 of the Zoning Ordinance, new commercial construction shall be subject to Planning Board review and approval. Staff Comments  Location-The project is located at 1602 State Route 9 north of the outlet stores.  Arrangement- The 3.95 ac parcel is a pre-existing lodging business with multiple cabins and buildings with lodging units also.  Site Design- The applicant has completed the exterior additions of two cabins noted as Cabin 1 and Cabin 2. The remaining cabins and motel buildings all have new wood siding.  Building – The applicant proposes to complete the additions for Cabin 1 and Cabin 2. Cabin 1 was a 196 sq ft structure with a porch. The addition includes a bathroom area of 74 sq ft and a 132 sq ft covered porch addition. Cabin 2 was a 196 sq ft cabin also with a porch. The addition to Cabin 2 included a bathroom area of 98 sq ft and a 144 sq ft covered porch addition. The applicant also proposes to remove an existing 75 sq ft shed to replace with a 420 sq ft shed addition to an existing motel units building near the office.  Signage- There are no changes to the existing wall and freestanding signage.  Site conditions-The areas near Cabins 1 and 2 is an existing graveled driving area. The applicant was informed by the Code Compliance Officer and the Zoning Administrator to stabilize the areas to the rear of the cabins as there was existing exposed soils.  Traffic- The applicant has identified parking spaces for the cabin units and the motel buildings. There are to be 37 spaces once the 4 cabins previously approved are completed at this time the site supports 29 spaces.  Grading and drainage plan –The applicant proposes grading in the area were the new storage building is to be constructed –the grade change is minor to meet the grade in the area and the size of the addition.  Sediment and erosion control –The applicant has indicated silt fence to be installed in relation to the future improvements. The applicant was informed during a site visit the work around the areas of Cabins 1 and 2 also need to be stabilized.  Landscape plan –The applicant has not proposed additional landscaping for the site. Staff utilized google to review photos of the site prior to the siding upgrades and found the site had landscaping bushes in front of some of the cabins. The board should consider requesting additional landscaping to be located at the cabins.  Site lighting plan –The applicant has not proposed any changes to the existing lighting on the site.  Elevations –The applicant has provided elevation drawings for Cabin 1, Cabin 2 and the storage shed addition.  Floor plans –Floor plans for Cabin 1, Cabin 2 and the storage shed were provided. The shed floor plan indicates the north side to have a garage door, the south side regular door access and the east side to have a window. Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The application form identified as “Requirements” outlines the items to appear on the site plan or included as attachments. At the time of application the applicant has either requested waivers, indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow items listed under Requirements of the applicant’s application: g. site lighting, h. signage, j. stormwater, k. topography, l. landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal. Nature of Variance Granted 9/19/18. The applicant requests to maintain the additions to Cabin 2. The addition is located 6.5 ft from the side property line where a 20 ft setback is required. The bathroom area addition is the closest addition that does not meet the setback. Summary The applicant has completed a site plan application to maintain the additions to Cabins 1 and 2 and to construct a new storage shed of 420 sq ft. The board may consider setting a date for the site to be stabilized and the building construction work. Applicant is aware that the 9/18/18 meeting was missed –miss understood the meeting notice.
