Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampson Councilman Hammond Robertson, Jr. Councilman The meeting was called to order at 7:30 p. m. Supervisor Webster greeted the following visitors: SMrs. Edwin Willis - League of Women Voters Mrs. Juliette Ellingsworth - League of Women Voters Mr. Ralph Nicholson - Visitor Mr. Russell Harris - Visitor Thomas K. Flaherty - Superintendent of ,Queensbury Water District Bernard J. Codner - Superintendent of Highways Attorney Albert E. Beswick - Town Attorney ' The public hearing was declared open at 7:30 p. m. on the application of Paul A. Rowland for a permit to locate a Mobile Home outside of a duly licensed Mobile Home Court. Proof of publication was presented by the clerk. Reading of the notice was dispensed with at this time. The Clerk summarized the original application as same was received. The following persons appeared in opposition to the granting of the permit. None The following persons appeared in favor of the granting of the permit. None. ° The public hearing was declared closed at 7:38 p. m. The public hearing was declared open at 7:40 p. m. on the application of Daniel A. and Sandra J. Corentto for a permit to locate a Mobile Home outside of a duly licensed Mobile Home Court. ° Proof of publication was presented by the Clerk. Reading of the notice was dispensed with at this time. The clerk summarized the original application as same was received. The following persons appeared in opposition to the granting of the permit. None The following persons appeared in favor of the granting of the permit. None The minutes of all meetings prior to October 10th, 1965, were approved by the Town Board. t Carried unanimously. RESOLUTION IN FAVOR OF PROPOSITION NUMBER 1 OF 1965 RESOLUTION NO. 239, Introduced by Mr. Turner, seconded by Mr. Robertson. 236 (Resolution No. 239 - continued) WHEREAS, an ample supply of pure water is of vital importance to every resident of our town, and WHEREAS, this town board recognizes, the needs for municipal collection and treatment of sewage in many areas of the town, and WHEREAS, this town board considers the proposed "Pure Watergo.Bond Act" to be of great value to the Town of Queensbury at this time, now therefore be it RESOLVED, that the Queensbury Town Board favor Proposition Number One to be voted on by the People of the State of New York on November 2, — 1965, and urges a "Yes" vote on this proposal. Duly adopted by the following vote: ' Ayes Mr. Beaty, Mr. Turner, Mr_. Lampson, Mr. Robertson and Mr. Webster. Noes - None Mrs. Paul Rowland •appeared at the meeting at this time. Mrs. Rowland stated that she has no way to make contact with any persons to secure help in any way. Mrs. Rowland explained the amount of help that she will beable to give to her father-in-law who is the owner of the land where the mobile home will be placed. The clerk presented applications to locate Mobile Homes outside of Mobile home Courts from the following: Clifton DeMarsh Gary L. Wickes George and Evelyn LaMora The meeting was moved to a larger location and resumed to order at 8:00 P. M. The group representing the West Mountain Road section were greeted by Supervisor Webster at this time. There were from 60 to 70 persons in the group. Mr. Paul Bishop was granted the floor at this time. A petition was presented to the Town Board which in content stated the opposition to the locating a concrete manufacturing plant on West Mountain Road. The petition which contained approximately 250 signatures was presented as follows: TO THE TOWN BOARD AND PLANNING BOARD TOWN OF QUEENSBURY NEW YORK WHEREAS it has become known to the undersigned residents and taxpayers of the West Mountain area in the Town of Queensbury that Ashton Readily Mix Concrete has purchased property on the westerly side of West Mountain Road; and, ' WHEREAS said company is about to build a ready mix concrete plant, storage facilities ,and other necessary buildings on said West Mountain Road; and, WHEREAS we have made a lifelong investment in *our homes - in the now residential area where said plant is to be located; and, 937 (Petition West Mountain Road - continued) WHEREAS the construction, erection and operation of said plant is deemed most objectionable to the undersigned, as said plant will seriously depreciate the value of our properties, pollute the air, disturb the peace and quiet, cause offensivenoise and odor, and the trucks of said plant ruin our roadways, endanger our children, and cause a public nuisance in said town; and, WHEREAS the general area in which said plant is to be located is to continue residential under the new proposed 701 zoning law of said town; and, WHEREAS said Ashton Ready Mix Company is endeavoring to frustrate said zoning proposals and defy your Town Board and Planning Board, We, the uiidersigned hereby sign this petition requesting the Town Board and Planning Board of the Town of Queensbury to do every- thing necessary to stop the construction, erection and operation of said Ready'Mix 'Concrete plant, or any other plant, mill or business, or commercial or industrial enterprise on the said premises purchased by Ashton. Supervisor Webster discussed the result of any questions being studied as to the future plans of the concern who will construct the cement plant in question. Mr. Charles Atwell spoke in objection-to the construction. Mr. Dale Taylor questioned the fact as to whether or not the plant will be operated on a dust free basis. Mrs. Donald Tabor sopke in objection, with a statement that in comparison to the present plant operation, she feels sure that the proposed new construction will be of the same nature as the present site has been. Attorney Albert E. Beswick discussed sections of the Town Law as to the restrictions which could be enforced in other sections. The subject of closing roads to trucks was discussed by Mr. Beswick by quoting town highway law, also the vehicle and traffic law. Mrs. Tabor questioned the S-gpervisor as to whether the zoning which will be proposed at a later date will be understandable by the public in large. Attorney Beswick discussed the ultimate adoption of zoning in the Town of Queensbury, when same is ready to be presented. Mr. Paul Bishop questioned the Supervisor as to what the feeling of the Town Board in its entirety on the subject of allowing the con- struction or not. A suggestion was advanced by members of the group that the Town Board should adopt a resolution stating the feelings of the board in the matter. e RESOLUTION NO. 240 Introduced by Mr. Beaty, seconded by Mr. Webster. WHEREAS, a petition has been presented to the Town Board signed by approximately 250 persons residing in the Town of Queensbury opposing the establishment of a concrete plant` by Ashton Ready Mix Concrete Company onoWes�t Mountain Road, and 238 (Resolution No. 240 - continued) WHEREAS$!._the establishment of a concrete ple.nt in this location is not consistent with the master plan being developed by the Planning Board, be it RESOLVED that, the Town Board of the Town of Queensbury hereby record its opposition to the extablishment and operation of a concrete plant in any location on West Mountain Road. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None -- RESOLUTION NO. 241, Introduced by Mr. Beaty, seconded by Mr. Turner RESOLVED that, the Audit of Claims as listed in Abstract #65-10 numbered #900 through #1028 inclusive and totaling $21,656.68 is hereby approved. Codner - Superintendent of Highways Herbert Corlew - Deputy Superintendent of Highways Supervisor announced the Bid open for the purchase of a New Hydraulic Operated V Box Hopper Material Spreader for the use of the Highway Department. Proof of Publication was presented by the clerk. Reading of the Notice was dispensed with. --- The clerk opened and read aloud the following bids: State Equipment Company, Albany, New York Swenson Model EVP - 100 $2,491.00
