1965-03-18 SP 478 Special Meeting March 18, 1965 Present: John 0. Webster Supervisor N. Harwood Beaty Councilman Theodore Turner Councilman , Curtis Lampson Councilman Hammond' Robertson, Jr. Councilman . The meeting was called to order at 7:30 p. m. Supervisor Webster greeted the following visitors: Mrs. Richard Hague - League of Women Voters George Winters - Application for Water Service Thomas Flaherty - .Superintendent of Queensbury Water District LeRoy Phillips - Chief of 'Police Bernard J. Codner - Superintendent of Highways Mr. George Winters approached the town board with a request for Water Service in the Morehouse property of' Mountain View Lane . Supervisor Webster discussed the present status of acceptance of the road 'in _the Morehouse development which has not been accepted by the .Town of Queensbury as a town road. The• ordinance of the Town of Queensbury, which controls acceptance of roads into the Town Highway system was discussed by Supervisor Webster for the benefit of Mr. Winters request. The plan was discussed that all property owners in 'the development should be contacted with hope that each person would supply the financing to provide a water main at the location. Chief of Police LeRoy Phillips was granted the floor. A request was made •to the Town Board to furnish equipment for the handling of his office. Crannell, Clerk 95 Dixon Road Glens Falls, N.Y. Gentlemen; With the local water situation being what it is and no definite prospect that it will improve in the near future, if at 479 (Charles H. Atwell letter - continued) _411, believe the following will be of prime interest to each member of our community. It would -seem an excellent idea for your Board to explore the possibilities of obtaining a Federal Loan for the purpose of extending town water supply to all residents of our community. It is my understanding that the local tax payer pays only approximately twenty-five percent of actual cost of such an undertaking. This should not place an undue burden on local taxes. As each resident of Queensbury will undoubtedly be paying their share of cost of similar programs in other communities whether they be for water, sewers or other municipal improvements, believe you will agree that it is only just and fair that Queensbury residents benefit in their own cu m inity from such a program. I can think of.nothing that would be of greater benefit to the comity, both present and future and urge that your Board give prompt consideration to matter before situation becomes worse, with resulting serious financial loss to our tax payers. WHEREAS, Robert Blowers of Miller Hill, Glens Falls, New York has made application in accordance with paragraph 2 (c) , Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS �IN THE TOWN OF QUEENSBURY, WARREN .COUNTY, .NEW ,YORK; to locate .a mobile home outside of a .duly _licensed mobile home court at property situated on Mountain View Lane, and WHEREAS, it is hereby determined that said application complies with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public hearing on said application on April 1st, 1965, at 7:30 p. m. in the library of Queensbury Junior High School, Aviation Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance. Maille of R.F.D. #3 Luzerne Road, Glens Falls, New York, has made application in accordance with paragraph 2 ,(c) , Section 4, of an ordinance of the Town of -Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY; WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed- mobile home court at property situated on the south side of Pitcher Road, and WHEREAS; it is hereby determined that said application complies with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to justify further consideration by this board, therefore be it RESOLVED, that -pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public hearing on said application on April 1st, 1965, at 8:00 p. m. in the library of Queensbury Junior High School, Aviation Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance. RESOLUTION NO. 66, introduced by Mr. Robertson, seconded by Mr. Lampson,, - RESOLVED that, Thomas Flaherty, Superintendent and Scott Hopkins, Employee, of the Queensbury Water District are hereby authorized to attend the annual meeting. of the Adirondack Water Work Conference in South Glens Falls on March 25 , 1965,. and that the actual and necessary expenses in such attendance shall be a proper t wn charge. Duly adopted by the following vote: f Ayes - Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None Superintendent of Queensbury Water District, Thomas Flaherty reported on the results of the well drilling as was recently near the present well field of the Queensbury Water District. The report stated that no substantial wells were located at this time. RESOLUTION TO APPROVE PUBLIC OFFICIAL BONDS RESOLUTION NO. 67, introduced by Mr. Beaty, seconded by Mr. Turner. The Supervisor greeted the following visitors: Mz;.Dale Taylor - Interested in a"Water District Extension . Mr. Charles Atwell " ` [i Mr. Paul Bishop ki 1.1 Air. Bernard J. Codner - Superintendent of Highways The minutes of the meetings of March 11th and March 18, 1965 were approved. Carried unanimously. Mr. Paul Bishop of Bronk Drive off the West Mountain Road, was granted the -floor, Mr. Bishop presented a petition to the town board which was signed by 62 residents of the area, requesting water service on West Mountain Road and its adjoining roads. Supervisor Webster explained to the petitioners that consideration will be given to the possibility of an extension as requested as soon as possible. Mr. Charles Atwell questioned the town board as to what State or Federal Agencies could be approached to assist in defraying the cost of such an'extensi6n. -- Supervisor.Webster explained to the group that at this time the government grants are exhausted. The Supervisor stated that any agencies who might offer a loan, are not practical due to the fact that the Town of Queensbury has a credit' status that would allow the town to borrow money on a bond issue without the help of any outside agencies.
