Visitors greeted were as follows: Melvin Slopey - Interested -in Mobile Home Application William Maille - Applicant to locate Mobile Home Juliette Ellingsworth - League of Women Voters Thomas K. Flaherty - Superintendent of Queensbury Water District Bernard J. Codner - Superintendent of Highways Supervisor Webster requested any business of the public from the group of visitors. There was none. The minutes of the meeting of March 259 1965 were approved. Carried unanimously. The clerk presented the following letter from the New York State Traffic Commission and also the application of Ronald B. ,Hall to locate a Mobile Home outside of a duly licensed Mobile Home Court. Glens Falls - Keeseville G-99 NOTICE OF TRAFFIC COMMISSION ACTION The State Traffic Commission has filed an order with the Secretary of State, as section 1052.00, subdivision (a) , of its regulations, and dated Mar. 25, 1965 for the following regulation: Description of Action Establishes a 65 MPH speed limit on the northbound and south- bound roadways of Interstate Route. 87 between Station 147* (Warren- Saratoga- County line) and Station 430± (Lake George Connection) , a distance of 13± miles. The above action is to be effective at 12:01 A.M. on April 1, 1965. The New York State Dept. Public Works is to install, operate and, maintain, or remove, traffic-control devices in conformance with the Manual of Uniform Traffic Control Devices of the State Traffic Commission to complete this action, It is essential that this office be promptly advised of the date of completion. Copies of a completion -- notice have been enclosed for this purpose. One copy should be properly executed, showing date of completion, and returned to thisoffice. STATE TRAFFIC COMMISSION WILLIAM S. Hall of 7B Culvert Street, Glens Falls,, New York, has made application in accordance with paragraph 2 (c) , Section 4, of an ordinance of the Town of Queensbury entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile court at property situated outside of a duly licensed mobile home court at 'South End of Richardson Street, East Side of Road - Bottom of :hill, and WHEREAS, it is hereby determined that -said application complies with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to justify further consideration by this board, therefore be it , RESOLVED, that pursuant to the provisions of the above mentioned ordinance, the town board shall conduct a public .hearing on said application on April 22, 1965, at 7 :30 p.m. in the library of Queensbury Junior High School, Aviation Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance. Duly adopted by the following vote: Ayes - Mr. .Beaty, Mr. Turner, Mr. Lampson, Mr. Robertson and Mr. Webster. Noes - None Mr. John Kosinski of Mountainview Lane visited the meeting at this time The Public Hearing was declared open at 8:00 P. M. to do with the application of William Maille to locate a..mobile home on Pitcher Road. Proof of publication was presented by the Clerk. Mr. Melvin Slopey was granted the floor. Mr. Slopey discussed his plans for a sub-division near the location of the proposed mobile home of William Maille. Supervisor Webster questioned Mr. Slopey as to what restrictions would be expected of prospective buyers in his development. A statement was advanced by Mr. Slopey that he expected home con- struction at the location to le in the $11,500.00 to $14,000.00 class. Mr. Maille discussed the exact location of the proposed mobile home on property owned by him. Following lengthy discussion from both parties the town board stated that when a written permission to locate the mobile home is secured from the previous owner of the land of William Maille, there would be- a decision by the board on ,the request of Mr. Maille to place the mobile home at the location in question. The hearing was declared closed at 8 :30 p. m. 488 LeRoy Phillips, Chief of Police visited the meeting at this time. Mr, Phillips reported on the activity in the Police Department. Superintendent, of Highways, Bernard Codner approached the Town Board on the subject of the purchase of a back-hoe for the Highway Department. QUEENSBURY WATER DEPARTMENT Thomas K. This has proven to be a great time saver. We have repaired and/or thawed 3 Fire hydrants. , The bills have arrived and we will start to print them next week. The test project in the well field was completed. We received a call from the W.C. , Sheriffs office Sunday, March 28 to the effect that water was running from the Laundromat at Sears Shopping Center. On investigation it,-was found that their boiler had developed a leak and the owner was notified. The treatment plant was inspected during March by the new district Engineer of the State Health Dept. We also spent one day with Mr. Alex Cooper and Mr. Charles George, Chemical Engineer for the Warren Chemical Co. discussing the North Rd. Garrison Rd: , section. This department has undertaken the study and execution of a public relations program. We feel that this is necessary in order to help the public become aware of the services of the water department, and the problems involved in providing these services. -- ; In the West Glens Falls District the following work was completed: A leak was reported by Mr. Paul Saville, Garner St. , Upon investigation it was found the section of 3/4" service line between the main and the curb box had developed a leak. -The street was excavated and the line replaced. We had trouble replacing this line due to the fact that the main line valves in this section would not hold and we had diffi- culty shuting down the water. 4S® Water Consumption for March Monthly 7,163,000 gal. Arthur Norton an engineer with the engineering firm who are preparing plans for a Town of Queensbury Municipal Building was granted the floor. Lengthy discussion developed with no final decisions being made at this time. RESOLUTION TO AMEND RESOLUTION #38 ADOPTED BY THE TOWN ON JANUARY r28 - 1965 RESOLUTION NO. 72, Introduced by Mr. Robertson, seconded by Mr. Beaty. WHEREAS, it now appears that certain inconsistencies have been noted in the resolutions adopted by the various municipalities participating in the Joint Municipal Water Survey and WHEREAS, all such resolutions should be uniform, therefore be it RESOLVED, that Resolution # 38 adopted by this board on January 28 1965, be and the same is hereby amended to read as follows: RESOLUTION NO. 38, Introduced by•Mr. Robertson, seconded by Mr. Beaty. WHEREAS, Article V. Part V-A of the Conservation- Law of the State of New York provides for a State grant to pay for- the total cost of a comprehensive study and report for the sources, treatment and distribution of water, and WHEREAS, Section 239-n Article 12-C of the General Municipal Law provides for the formation of a Joint Municipal Survey Committee to make a comprehensive study and report for the sources, treatment and distribution of water, and WHEREAS, the Town of Queensbury will not be financially encumbered for payment of the cost for such comprehensive study and report, nor bound by any recommendations that may be contrary to sound judgement and not in the best interest of the Town of Queensbury, and WHEREAS, the formation of such Joint Municipal Survey Committee shall consist of two (2) duly appointed representatives each with a single vote from each participating municipality within the area proposed to be studied, and 401 WHEREAS, it is considered that participation by the Town of Queens- bury, in a Joint Municipal Survey Committee in accordance with the prescribed intent, purpose, and objectives of such comprehensi^ve'' study is desirable.
