Harwood Beaty Councilman Theodore Turner Councilman Curtis Lampoon Councilman Harold Akins Councilman The meeting, was called to order at 9:40.p. m, Following discussion, to do with the present danger from fires as a result of the very dry condition in this section; the following order was adopted, by the Town Board: e Introduced by Mr. Turner, seconded by Mr. Beaty. TO WHOM' IT MAY CONCERNt As indicated by action of the Town Board, in Special Meeting of October 14th, the Board is deeply concerned with the fire hazard caused by- extremely dry conditions in the Town. The Board continues to feel-concern in this emergency and has taken the following action: BY ORDER OF THE TOWN BOARD: CONFIRMING & FURTHER EMPHASIZING THE RECENT ORDER OF THE CONSERVATION DEPT. , THE TOWN BOARD OF THE TOWN OF QUEENSBURY. IN EMERGENCY SESSION HAS ENACTED THE FOLLOWING ORDER: *FALL OUTDOORS FIRES-, BURNING OF RUBBISH, OR ANY OPERATIONS WHICH IN ANY WAY COULD CAUSE BRUSH OR GRASS FIRES DURING THIS EMERGENCY DRY PERIOD ARE PROHIBITED." I THIS ORDER IS EFFECTIVE FOR THE DURATION OF THIS FIRE EMERGENCY • WILL BE RESCINDED COINCIDENT WITH THE ANNOUNCEMENT BY THE CONSERVATION DEPT. , THAT THE EMERGENCY HAS ABATED. Duly adopted. by the following votat Ayes - Mr. Turner, Mr. Lampoon, Mr, Akins, Mr. Beaty and Mr. Webster Noes - None Reports of investigation of the character and ability of the several applicants for the position of Water Superintendent in the•`Queensbury Water District were discussed at Length with all members of the board taking, part. I As a result of the discussion the final decission was reached that Mr.. Jerry Thorne of Blind Rock Road, would be appointed at a meeting, in the immediate future. Harwood Beaty (absent) Councilman Theodore Turner (absent) Councilman Curtis Lampoon - Councilman Harold Akins Councilman The meeting was called to order at 7:30 p. m. �8 W. Orman Holden the resident engineer of the Queensbury Water District, was present at the meeting. A map which has been prepared by the New York State Department of Public Works was presented to the board by the Supervisor for discussion. The map is the result of a survey made by the state engineers to establish as near to perfect measurments of all town roads as possible. Following further ,,studs the Town Board of the Town of Queensbury will either accept or request revisions of the map as presented. RESOLUTION. NO. 155 introduced by Mr. Akins, seconded by Mr. Lampson WHEREAS„ in the Audit of. October 10, 1963 there was included voucher #711 for the amount of $22.40, which was approved for payment by resolution #1549 and t WHEREAS, it has become apparent that thip sum was also included for payment in voucher #769, therefore be it RESOLVED, that Item #711 be voided and total of approved claim under resolution. #154, be amended to read $1979,117.44. Ayes - Mr. Lampson, Mr. Akins and Mr. Webster. Noes - None Mr. Holden discussed all points in question to do with the con- struction of the Queensbury Water system as it appears at present. Mr. Jerry Thorne, the successful applicant for the position of Water Superintendent of the Queensbury Water District visited the meeting at this time. Councilman N. Harwood Beaty and Councilman Theodore Turner and Mr. Joseph A. Kestner, Jr., visited the meeting at this time. Mr. Kestner the engineer of the Queensbury Water District, reviewed the present status of each contract of the construction of the Queensbury Water system as they have progressed to the present date. Further discussion on the proposed future extension of the Perching, __ Ashley, Coolidge Sewer District took place at: this time. On request of the Town Board tlw engineer Mr. Joseph A. �Gestuer, Jr. was ordered to proceed with a plan and specifications for- the future installation of this additional system by members of the Queensbury Highway Department. RESOLUTION NO. 156 introduced by Mr. Turner, seconded by Mr. Akins. RESOLVED that the Town of Queensbury purchase fxvm Kathryn E. O'Brien for a price of $3,000.00 the lots in Pine View Cemetery. designated as Lots Numbers-,,3-64, 1,75, 176, 178, 179, 1999 2021, 207,, 20$, 209 and 210 to be under the jurisdiction and control of the Cemetery Commission for burial purposes, and be it further RESOLVED, that there be and hereby is appropriated from the surplus funds received by the Town of Queensbury for the sale of the Route 9 frontage to Cale Development Company the sum of $3,000.00 for the payment of the purchase price of said cemetery lots, and that the Supervisor be and hereby is authorized to draw a check upon the general fund in the amount of $3,000.00 to the order of Kathryn E. O'Brien upon delivery of a deed in form approved by the County Attorney. Duly adopted by the following vote: Ayes - Mr. Beaty, Mr, Turner, Mr. Lampson, Mr* Akins and Mr. Webster Noes - None RESSOLUTION NO. 157 introduced by Mr. Akins, seconded by Mr. Beaty RESOLVED that the Warren. County Civil Service Commission be re- quested to certify to the .Town Board an eligible list for the position of Water Superintendent, of the Queensbury Water Distric , at a from which a permanent appointment may be made, and be it furthe annual a of $4500 RESOLVED that this resolution take effect immediately. Duly adopted by the following vote: Ayes Mr. Beaty, Mr. Turner, Mr. Lampson, Mr. Akins and Mr. Webster 'goes - 'gone Supervisor Webster, proceeded to explain to the members of the Town Board, that the future Water Superintendent should be em ployed first as an inspector on .the project. With the tra zing that will be afforded the appointee it is the hopes that when time comes for the Civil Service appointment- the previously appointed inspector will be gpalified for the position as Superintendent. Mr. Thorne, was granted time with the Town Beard and Mr. Kestner with the thought in mind that all future plans were agreeable to both the appointee and the Town Board. With an understanding arrived at, it was expected that Mr. Thorne would become an inspector in the employ of the Engineer. Mr. Kestner on Monday October 21, 1963. I Visitors welcomed at the meeting were as follows Martin & use - Member of Jaycees, Town of ueensbury James Porter - Member of Jaycees, Town of ueensbury `Bernard Rugge - Member of Jaycees, Town of �ueensbury Warren McKiuney - Chairman of the Jaycees, Town of Queensbury Bernard Cotner - Superintendent of Highways, Town of Quleensbury "Bucky" Corlew Highway Employee LeRoy Phillips - Chief of .Police,, Town of Qbeensbury Mr. Cotner was granted the floor at this time and suggested the advertising for salt for use on the highways this winter, Action gill be taken at a later date. Mr. Cotner also stated the garage at the dump site is progressing favArabely. RESOLUTIQN NO. 158 introduced by Mr. Turner, seconded by Mr. Beaty. RESOLVED, that the contract with Abalene Pest Control, for extermination of rats and rodents at the, Town Dump,, for a stipulated fee of $240.00 per year, payable at $20.00 per month, for a period commencing December 1, 1963 and ending November 30, 1964 be and the same is hereby approved, and be it further, RESOLVED, that the Suupe;Fvisor be. ands hereby is apthorized and directed to sign such contract on behalf of the Town. Duly adopted by the following votet Ayes - Mr. Beaty, Mr, Turaert Mr, Lampson, Mr. Akins and Mr. Webster. Noes - None Mr. LeRoy Phillips, was granted the floor at this time with a request for clarification of the Ordinance on Junk Yards within the Town.
