Visitors greeted were as follows: t Juliette Ellingsworth —League of Women Voters Fred Hayner George Laurson fi Lawrence Reynolds Bernard J. Codner - Superintendent of Highways Mr. Fred Rayner approached the town board with a request for water, sewer service and lighting of streets in a section of the town around Barber Avenue. The Supervisor proceeded to discuss_the.,effgrts of the Town Boards in thd 'recent years past to accomplish the'.actual requests in conjunction with the City' of Glens Fal s. Mr. James Tucker, Dog Warden for the Town of Queen bury visitedfi.'the meeting at this time. Mr. Tucker was .granted the _floor. The Warden ,exp1 fined that she has prepared a letter of tesignation .from his appointm t which hasrnot been presented to the Town Board up to date. , general discussion as to the efforts. .afi,d also forms of assistanc which could be made possible were discussed, with all members of the Town Board. Webster, Supervisor " Re: Hourly rate increase for Water Department perso il. ,. Gentlemen: I recommend that Thomas R. Flaherty's hourly rate o $1:60 per "hour be increased to $1.70 per hour. This man has been employed for three months ,and his work is quite satisfactory. He now is able to assume more responsibility with regard to looking after the Pumping Station and its operation and other related work of the water department. His pasition in the water department •is unique from other positions of Town employees, in other departments and not very easily compared with regular classifications. Such as, laborer, truck driver, and —' equipment operator." He `is required to actuAlly do some of each of - these things plus work not covered by any of these classifications. Also, due to limited personlie1 employment by the water department, He is required to work alone a good- share of the time. i 2-6 ? Therefore, I, recommend that Mr. Flaherty be given a wage increase of 10� per hour above that which regular Town employee labor receive. I would further recommend that this increase be effective starting July 16, 1964. Very truly yours, Jerme Thorne Acting Superintnendent RESOLUTION TO AUTHORIZE INCREASE IN HOURLY RATE OF PAY FOR POSITION IN THE QUEENSBURY WATER DEPARTMENT RESOLUTION NO. 136 Introduced by Mr. Turner, seconded by Mr. Beaty. WHEREAS, Jerome Thorne, Acting Superintendent of the Queensbury Water Department has recommended to this board that the hourly rate of pay of employee; Thomas R. Flaherty be increased from $1.60 to $1.70 per hour, effective July 16, 1964, and WHEREAS, it is the opinion 6f this board that the requested increase is justified because of the type of work involved, and the manner 'in which Mr. Flaherty has performed these duties, therefore be it RESOLVED, that the hourly rate of pay of Thomas Flaherty, employee in the Queensbury Water Department, be and the same is hereby increased to $1.70 per hour, effective July 16,1964. Webster, Supervisor Monthly report for July 1964. There where three new water taps during the month, and a total of $75.00 turned over to the Town Supervisor. New record cards for customer services, gate valve and fire hydrants have been printed and received. The Queensbury Central held a" very successful pumping drill with their fire truck at the Pumping Station on the 28th of this month. As requested by this I departihent, the Warren County Highway department and the Westmount Infirmary, recovered the 6" water main on the County property opposite Gurney Lane. This water main was exposed when the'Cbunty'removed dirt end fill for the new Municipal Center. _ 23 customer curb box services where located and recorded. 6 water main gate boxes where cleaned and recorded. r 1 fire hydrant was repaired and three where painted. A large amount of small routine business and work has been carried on and some special reports made. 264 Several possible water main extensions have been requested and are under study by this department at the present time. There where no new or old complaints on water. 28 warning notices for hose violations during tiihe other than 5PM to 1OPM where mailed. Several days where spent working with the City W ter ,Department over water matters in the Town. Respectfully submitted by Jerome Thorne Acting Superintendent RESOLUTION TO AUTHORIZE TEMPORARY RESTRICTION OF WATER USE RESOLUTION NO. 137 Introduced by Mr. Lamson, s conddd by Mr. Robertson, Jr. WHEREAS, the City of Glens Falls Water Board has announced new restrictions on the use of hoses as well as all ther outside water uses, said restrictions to be in effect fox the duration of the severe drought conditions in this area, and z WHEREAS, 'a substantial number of residents of the, Town of Queens- bury purchase water directly from the City of Glens Falls and are thereby subject to these new regulations, and WHEREAS, a portion of the water supplied to the town of Queens- bury water districts is purchased under ,contract from the city of Glens Falls and said contracts require that water customers using water that has been purchased from- the `City of Glens Falls shall be subject to the City of Glens Falls rules and regulations, and WHEREAS, it appears that it is proper to proyide for uniform rules and regulations to govern and apply to all water customers in the Town of Queensbury, and WHEREAS, Jerome Thorne, 'Acting Superintendent of the Queensbury Water Department, has recommended the adoption of these new restrictions, therefore Wit RESOLVED, that, effective immediately with respec to all water customers in the Queensbury Water District,,- the West Glens Falls Water District, and all direct water customers of the' City of Glens Falls in the Town of Queensbury, the use of all outside hoses for irrigation,. whether or riot held by hand, lawn sprinklers and the watering of lawns, `gardens, treesand shrubbery is hereby prohibited except between 6:00 p.m. and 8:00 p.m. daily, and that all restrictions and regulations governing the use of water that have been imposed by the City of Glens Falls Water Department shall be hereby adopted and are in full force and effect. Noes - None 265 A letter was received and placed on file from the State of New York Department of Health Re: A school for the operator of the Queensbury Water District. As a result of a Warren County Civil Service examination for Water Treatment Plant Operator Trainee, given in April of this year. The Warren County Civil Service Commission has certified to you a list of names of candidated who successfully completed this test. Also they are now eligible for appointment, by the Queensbury Town Board, to 'the position of Water Treatment Plant Operator Trainee of the Queensbury Water District. . My name is on this list, in the number three position, and eligible for consideration for this appointment. Please use this letter as my authorization to remove my name from consideration for this position. Further, in as much as I am now acting in this capacity on a provincial status, please consider this letter as my formal resignation form this position with the Queensbury Water District, at the earliest convenience of the Town Board. Webster, Supervisor Re Tapping Fees 266 (Letter - Re: Tapping Fees continued) Gentlemen, Due to the ever rising costs of materials and labor, plus the ever increasing demand for water service. - We find �ovrselves in a position of losing money on our water tap installations. Based on actual costs and time against the amount of money collected for tapping fees at the present rate. We cannot afford to loss money in this way as thi revenue's from the water rents are not enough to make up the difference in costs. Therefore, in order to bring our water tapping fees -up to date with today's cost. I recommend that the following changes in our tapping fees be made. Webster Chestnut -Ridge Road Glens Falls, New York Dear Mr. Webster: I received a complaint from Mrs. L. Kenyon of Connecticut Avenue that a neighbor's •(Mrs. Stark) outhouse was offensive. I have completed inspection of the area involved and forward this report for your presentation to the Town Board of Health. The Kenyon house is -on the -East side of Connecticut Avenue and its backyard borders on that of the Stark family whose house occupies a place on the West side of Rhode Island Avenue. Looking from the Kenyon's back yard into that of the Stark's, one's vision is assaulted by a conglomeration of old cans, bottles, papers, etc. ; some burned, others merely thrown in the general direction of a depression in the sand about one foot deep and five feet across. i There is also an outhouse whose wall.is 9pen, allowing excreta in all its fly-covered, malodorous mass to spill out onto the adjacent sand. The inside of the outhouse is dirty, malodorous, and equally overpopulated with flies. Mrs. Stark did say she intended to treat this with lime and to shovel out and bury the overflowing fecal matter. I consider this, however, to represent a health hazard and also to be a nuisance to neighbors. Very truly yours, William P. WHEREAS, this board has received a complaint regarding a menace to public health concerning property located on Rhode Island Avenue, and reportedly owned by Mrs. Maude Stark, and WHEREAS, Acting Health Officer, William P. Simmonds, M.D. has reported to,this board, after investigation, that the condition represents a public health hazzard, and WHEREAS, it is quite apparent that the condition as it now exists is in direct violation of existing ordinance of the town of Queens- bury. , therefore be it 270 (Resolution 139 ,- continued) RESOLVED, that the Chief ;ofPolice, LeRoy Phillips, be and he hereby is authorized-and-directed to take immediate and proper measures to correct-'this condition and to enforce compliance with the ordinances of the Town of Queensbury.
