Codner , Barbara Houghton Jerome Thorne Harold Rathbun The Public Hearing was declared open to do-with the application of Carson and Bettie Beswick; to locate a mobile home outside of a duly licensed Mobile Home Court. Proof of, publication was presented by the clerk. The reading of the notice was dispensed-with at this time. The Supervisor requested any appearances in favor of the above mentioned application. Mrs. Beswick was present to present a verbal request that the application be granted. The application was studied by the members of the Town Board. The hearing was declared -closed. ' The Public Hearing was declared open at 7:45 p.m. to do with the application of WillIam E. Mattison to locate a mobile home outside of a duly licensed Mobile Home Court. Proof of publication was presented by the clerk. The reading of the notice was dispensed with at ?this time. There were no appearances either for or 'against the application of Mr. Mattison. The hearing was declared closed. . Mr. Harold Rathbun approached the board with a statement as to the result of a recent chan>ges .by the County of Warren on Moon Hill Road. A dead end sign was suggested by the board to correct a difficulty which is apparent at this location. The road in question is not a Town of Queensbury Highway. I was not notified as to the time, place or date when such meeting was to be held. Regardless I would like to at this time explain to the Board the following. These figures are based on the First nine months of 1964. TOTAL MONEY THIS COURT HAS HANDLED $132932.95 Total money sent to Audit & Controll 91178.50 TOTAL MONEY RETURNED TO MERCHANTS OF OUR TOWN COLLECTED THROUGH THE EFFORTS OF THIS COURT ON BAD CHECKS GIVEN TO THEM AND OTHER REASONS 12153.17 The following list of merchants are the ones the money was sent to, ALL BEING FROM THE TOWN OF QUEENSBURY. PARSONS FORD, QUAKER ELECTRIC, CLARKS, SEARS, HASKELLS EQUIPMENT HENRY J. SLEIGHT, SLIMS MARKET I can assure you that these merchants realize the value of a Justice Cou-et in their Tox4ri. Total Vehicle & Traffic and Criminal cases completed in the first nine morfths 'of 1964-------------------- 897 Total civil proceedings completed same period------- 54 New Legislation effective Sept. 1964 raises the amount from $500.00 to $1000.00 Juristictionaly in our Justice Courts. Therefore this act alone will place many cases before our courts in the very near future. THE AVERAGE OF THIS COURT HAS BEEN RUNNING OVER 100 CASES PER MONTH COMPLETED. This does not include the numerous cases that are withdrawn,' dismissed or sent to Family Court. This does not' include the numerous complaints that are handled through this court where no conviction or action is taken.. WITH ONE MORE QUARTER TO GO FOR THIS YEAR THE RETURN TO THIS TOWN FROM THE WORK OF THIS COURT WILL EXCEED THE $5,000. SO YOU SEE GENTLEMEN I WAS NOT ASKING OUR TOWN FOLKS TO PAY ME OUT OF THEIR JAX DOLLARS. I W" ASKING FOR THE AMOUNT EARNED SO I WOULD BE ABLE TO CONTINUE TO GIVE THE RESIDENTS OF A FIRST CLASS TOWN, FIRST CLASS SERVICE OUR JUSTICE COURTS FUNCTION MUCH THE SAME 'AS THE CITY COURTS WITHIN THE CITY. THE FOLKS MOVING INTO OUR TOWN FROM THE CITY ARE ENTITLED TO THE SAME SERVICE THEY HAVE BEEN IN THE HABIT OF RECEIVING FROM THOSE COURTS. .FROM READING IN THE PAPER THE AMOUNT OF CASES HANDLED BY THE COURT IN THE ADJOINING CITY I FIND THAT THIS COURT ALONE HAS AT LEAST TWICE THE CASE LOAD CARRIED BY TWO JUDGES AND A COURT CLERK IN THE ADJOINING CITY. GENTLEMEN, SIMPLE ARITHMETIC ALONE BY DIVIDING THE AMOUNT OF CASES PER MONTH UP INTO DAYS WILL EXPLAIN WHY I AM UNABLE -` O APPEAR BEFORE YOUR TOWN BOARD MEETING TO MAK]f THE ABOVE EXPLANATION. I RO REALIZE THAT ONCE YOU FOLKS HAVE SET THE PRELIMINARY BUDGET IT CAN NOT BE RAISED. SITTING IN JOB WERE EVERYONE MUST BE TREATED FAIRLY, I HAD EXPECTED THE SAME FROM YOU FOLKS. Y. -------------------- Oct. 192 1964 Warren/Queensbury G-1354 Town Board Town of Queensbury Warren County Gentlemen: ° This is. in further reference to the joint requests of the Town Board and Warren County Superintendent of Highways for lower maximum speed restrictions on six highways in the town. Our field personnel have completed investigations of conditions at these locations. On Meadowbr'ook Road, we have found it proper to establish a 40 MPH speed limit for a distance of 0.3+ north of Ridge Road. Our observations on Glenwood Atvenue i`ridicate that a 35 MPH, speed restriction would be consistent" with existing conditions. ' 'Wherefore, we have filed the proper orders with the Secretary of State to establish these two speed regulations. Copies of notices of Traffic Commission action are enclosed for the town. With respecttp Bay Road, Sour observations noted 27 units of marginal development and one intersection along the 1 3+' miles between Moon Hill Road and Blind Rock Road. This 20 foot highway carries a comparatively light volume of traffic, The factors involved do not meet the standards we would consider necessary to warrent the' establish- ment of a lower maximum speed restriction. Along 2.1+ miles of Country Club Road, we noted 24 units of marginal development and six intersections. The factors of marginal development,uhigh*aiyi_Qbnditions_-iamd the fasults of a radar speed observation indicate that the State-wide 50 MPH restriction is consistent with existing conditions. Sunnyside Road, between Ridge load and Bay Road, is an l$ foot highway with 30 units of marginal development and three inter- sections. The factors involved do not meet- thh standards we would consider necestary to warrant a lower maximum speed. Furthermore, the alignment of the highway is not conducive to abnormally high speeds. 343 Glen Lake -Road is also -a highway along which the alignment tends to discourage exceptionally high rates of speed. -Furthermore, the factors of marginal development and roadway characteristics do not appear to show justification for a lower maximum speed. We regret to inform you that -we Zo not find it proper tq comply with your requests on Day Road, Country Club Road, Sunnyside RRoad and Glen Lake Road.
