The Public hearing was declared open to do with the application of
Philip L. Smith, to locate a mobile home outside of a Mobile Home
Court.
Proof of publication was presented by the Clerk.
The reading of the public notice was dispensed with at this time.
The Clerk read the application of Mr. Smith in its entirety.
The Supervisor requested any appearances in opposition to the
approval of the application.
Mr. Smith was present at the hearing. He repeated his request
verbally'at this time. '
The hearing was declared closed at this time.
Mr. Frank Morgan wait granted the floor. Mr. Morgan presented a
final map showing the highways within the subdivision known as
Land•4-Pine's.
Bernard Codner, Superintendent of Highways reconne=Wd the acceptance
of the roads in' question into the Town of Qaeensbary Highway System.
Mr. John Lynch was'heard at this time. Mr. Lynch submitted an
application in the fora of a resolution which would request a
franchise to install a Coaxial Cable system within the Town of
Queensbury. A letter of transmittal was read by Mr. Lynch.
A lengthy discussion on the details of the proposed installation
took place at this time.
The Public Hearing on the Benefit Assessment Rolls was declared
open at 8:00 p. m.
Proof of publication was presented by the clerk.

The Supervisor requested any appearance of individuals either for or
against any part of the budgets as prepared.
With no one present appearing either for or against the budgets; the
hearing was declared closed.
The clerk presented an application of William Stranahan to locate a
mobile home outside of a mobile home court.

Dear Mr. Webster:
With reference to the subject contract, we have contacted
Mr. Jerome Thorne, Water Superintendent, Mr. Bernard Codner,
Superintendent of Town Highways, Herrick Osborne, P.E. , County
Highway Superintendent and P. Raymond Keyes, P.E. , Resident
Engineer, New York State Department of- Public Works. These
gentlemen have indicated that they are satisfied with the work
performed. Copies of letters of approval from Mr. Keyes and
Mr. Osborne are enclosed. Mr. Thorne and Mr. Codner expressed
their approval by telephone and. we are sure they will confirm
their statements upon request. Mr. Codner has a bill in the
Amount of $66.00 outstanding against the Contractor for services
performed by the Town in connection with the restoration of
town highways.
Mr. Osborne, in his letter indicates that two hydrants will
need to be relocated when West Mountain Road is reconstructed.
This is not a responsibility of the Contractor since the hydrants
are now located satisfactorily with respect to the existing Highway.

The water district should make arrangements to relocate these
hydrants when the new roadway is located in the field. I will be
a matter of extending the hydrants laterals and resetting the
hydrants.
It is recommended that payment be made for Periodic Estimate No. 9
and Final Certificate in the amount of $66,623.15. If there are
any questions, please contact us.

Due to the shortage of water it is RESOLVED that no
further taps and connections be granted to people outside the
City during this period of emergency.
As proposed by the Planning-Board it is agreed that no
additional taps or additional sewer hookups should be allowed
in existing Queensbury Districts supplied by the City of Glens Falls.
It is further
RESOLVED THAT THEIR recommendations as to removal of City
water from-Queensbury- mains and the disconnection of Queensbury
sewers °from the City system, be referred to the City Attorney for
his study and advice as to the legality of this.

WATER BOARD - City of Glens Falls, New York - November 9, 1964
RESOLVED that appropriate authorities in the Town of Queensbury
be contacted with reasonable despatch to see if the Queensbury Water
Supply will take over the area north of the City from Garrison Road
and Glenwood Ave. to and including Quaker Road, which was served by
the City as a temporary emergency measure last Spring until they had
solved the problem of iron removal in their system.
This is being done in an effort to conserve the water supply of
the City of Glens Falls.

approval to extend this district to include- only the 15- lots on Broad-
acres Road to provide sewer service' to two dwellings now under construction,

RESOLVED that the proposed policy statement of the Planning
Board be referred to the City Attorney for his evaluation and
recommendations.
STATEMENT REGARDING TRANSFER FROM CITY TO TOWN WATER IN
PORTION-OF QUEENSBURY_WATER.DISTRICT .
It has been reported to us that:,: at the most recent meeting of
the Water Board of the City of Glens Falls, a decision was made to
request the town to discontinue purchase of water for that portion
of the Queensbury Water District now receiving the city supply.
The town has already expressed its intention of making the changer
back to town-produced water during the month of November of this year.
In line with this, and in view of the serious water shortage now being
experienced by the city, we want to cooperate in any proper way.
The town well field has proved to be ,entirely adequate to service
the needs of the Water District; and, transfer back to town supply will
result in a reduction of demand on the city supply of approximately
137,000 gallons daily--a figure considerably less than the reported
saving of up to 500,000 gallons daily", as reported.
Accordingly, we have authorized our water department to make the
necessary arrangements to carry out the transfer during the coming
week. Weather permitting, this should be accomplished on either
Tuesday or Wednesday of next week. —
The area to be affected, in general, is the portion of the Dis-
trict from the city line north to Quaker Road. More specifically,
this includes Ridge Road, Ridge Meadows, Meadowbrook Road, Everets
Avenue, Homer Avenue, Bay Road, Glenwood Avenue, Lafayette Street,
North Road, Garrison Road, Upper 'Glen Street to Quaker Road, and all
of Quaker Road,
During the changeover, a complete flushing of firehydrants and
water- lines may result in a brief period of turbidity. However, the
department will endeavor to carry out the transfer with a minimum of
inconvenience to consumers of the area.
We certainly appreciate the cooperation our Water District has
received from the city Water Board in this particular instance, and
we are pleased to be in a position where we can now cooperate in re-
turn, during the present emergency.
Mr. Webster reported on the present condition of the supply of
water at the Well Field which is the site of the Queensbury Water
District. The tests have proven that the water table at present is
as substantial as it was at the time of the original drilling of
the wells.

Well Water Supply -
Dear Mr. Webster:
On November 11th -1 i checked the level of the observation Weal #4
at the Queensbury-Water District Well Site and I am pleased to
report that the ground water level is the same as it was on July 9,
1963 prior to test pumping the new wells. During the peak water
use period in Mid-July, the water level of this observation well
was three feet lower than its present elevation.
The Queensbury Water District has an. adequate water supply for
present and anticipated future requirements within the District.
The two present wells have a combined output of two million gallons
of water per day. The present water use within the District in-
cluding water purchased from the City of Glens Falls -averages
about 300,000 gallons per day. The peak days use in Mid-July of
1964 was 1.5 million gallons per- day. The'District water supply is
therefore ample for present water supply requirements.
At the present time there are numerous anticipated extensions under
study for the Queensbury Water District. The town owns approcimately
45 acres of iand in the Rush Pond area for_well water supply use.
Approximately 11 acres of this land is now occupied by the Northway
which divides the well field. The present wells are constructed on the
East side of the Northway, on a•site approximately 10 acres in area.
No wells may be constructed on the 11 acresoccupied by the Northway.
The remaining 24 acres on the West side of the Northsay has not been
evaluated for water supply use .by means of test wells.
In view of the extended drought over the past three years and the
numerous potential areas outside of the Queensbury Water District
which may require service in' the' near future, I consider it desirable
to undertake additional test drilling on the unexplored areas of the
well site. Such a program would require the drilling of thret or
four test wells and the test pumping of promising well locations.
The cost of this test program would be approximately $1,800. depending
upon the actual footage, of test drilling and the hours of test pumping.
I would recommend that the Town Board consider' conducting such a
program this fall iii order to properly plan for' future' extension of
the Queensbury Water District systeia.'

RESOLUTION NO. 200 introduced by Mr. Beaty, seconded by Mr. Robertson
WHEREAS, this board is presently engaged in the planning of several
substantial extensions of the Queensbury Water District, and

WHEREAS, in view of the continued and extended drought, still further
and additional extentions may require water service in the very
near future, and
WHEREAS, Joseph A. Kestner, Jr. , Consulting Engineer of the Queens-
bury Water District, has recommended to this board that additional
test drilling on the unexplored areab.-.of the well site should be
undertaken, now therefore be it
RESOLVED, that test drilling and test pumping in the Queensbury
Water District, under the supervision of Joseph A. Kestner, Jr. ,
is hereby authorized in a sum not to exceed $23,000.-, and that the
work authorized under this resolution may be•carried out at the
earliest possible date.

of- three members appointed by the Town Board for three year terms to

WHEREAS, William Stranahan of 31 LaBarge Street, Hudson Falls, New York
has made application in accordance with paragraph 2 (c) ., Section 4,
of an ordinance of the Town of Queensbury entitled ORDINANCE FOR
THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS -IN THE TOWN
OF QUEENSBURY, WARREN-COUNTY, NEW-YORK;--to locate a mobile home
outside of a duly licensed mobile home court at property situated
on the North Side of Ftem to Market Road, between Bay Road and
Ridge Road, and - -
WHEREAS, it is hereby determined that said application complies with
the requirements of said ordinance, and
WHEREAS, it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this
board, therefore be it
RESOLVED, that pursuant to the provisions of the above mentioned
ordinance, the town board shall conduct a public hearing on said
application on November 27, 1964, at 7:30 p.m. in the library of
Queensbury Junior High School, Aviation Road, and that the Town
Clerk is hereby authorized and directed to give proper notice of
said public hearing in accordance with the provisions of said
ordinance.

WHEREAS, the town Superintendent of Highways of the Town of Queens-
bury has recommended the purchase of- a new truck and. snow plow, for
the use of the Highway Department to meet the specifications set
forth in such recommendations.
RESOLVED, that the Town Clerk the and he hereby is authorized and
direeted to causabto be published once in the Glens Falls Times —
and The Post Star or before November 17th, 1964; a notice to
read in substantially the following form:
NOTICE TO BIDDERS
Notice is hereby given that the Town Board of the Town of Queens-
bury will receive sealed proposals up- to 7:00'p. m. on the 27th
day of November, 1964 at the Town Clerks office at 95 Dixon Road,
Town of Queensbury, or the Town Highway Department 2 Aviation Road,
Town of Queensbury, to supply the Town of Queensbury with a new
truck and snow plow.
A copy of the detailed specifications of- the equipment to be pur-
chased maybe obtained during business hours of the office of the
Queensbury Highway Department, 2 Aviation Road, Glens Falls,
New York.
Bidders must submit proposal in sealed envelopes plainly marked
"Truck- Bid".
The Town Board will meet in the library of the Queensbury Junior
High School, 75 Aviation Road, Town of Queensbury on November 27th, —
1964 at 8:00 P. M. at which time the sealed bids will be publicly
opened and read aloud. The Town Board reserves the right to reject
any or all bids.
