Councilman Theodore Turner Councilman Curtis Lampoon Councilman Harold Akins Councilman The meeting was called to order at 7:30 p. m. I Visitors presented were as follows : Powell South - Representative Queensbury Central Fire C6mpany e Frank Morgan - Interested in presenting map of Proposed Subdivision Ralph Nestle - Visitor LeRoy Phillips - Chief of Police, Town of Queensbury Mr. Powell South, presented the certificate of insurance coverage to do with a carnival which will take place on the Henry Sleight lot on the Aviation Road, from June 3rd through June 8th, 1963. Formal request was made to the` Town Board of Queensbury for tthe permit to sponsor this affair. General approval was voiced bigithe board. Action will take place during the proceeding of this meeting. A mention was made by Mr. South on the subject of fire protection to guard against re-occurance of the diskatrous grass and brush fire which occured in 1962. t Mr. Albert E. Beswick, County Attorney visited the meeting at this time. A map was presented by Mr. Frank Morgan 'irivol`ving the future presenting of deeds to the Town of Queensbury, for two roads in a proposed new development on the West Mountain Road, to be known as Forest Lane and Morgan Drive. The board gave general approval for action on this proposal later in this meeting. Mr. Bernard Codner, Superintendent of Highways visited the meeting at this time. ` Mr. Beswick, presented the final order of the establishment of the Queensbury Water District at this time. The clerk proceeded to read same as follows: At a meeting of the Town Board of the Town of Queensbury, Warren County, N ew York, held at the Queensbury School on the 11th d ay of April, 1963. In the Matter of the Establishment of QUEENSBURY WATER DISTRICT in the Town of Queensbury, Warren County, New York, pursuant to Article 12-A of the Town Law. FINAL ORDER ESTABLISHING DISTRICT A map, plan and report relating to the establishment of the proposed Queensbury Water District in the Town of Queensbury, Warren County, New York, having been duly filed with the Town 404 Clerk of the Town of Queensbury in accordance with the require- ments of Article 12-A of the Town Law, and an order having been duly made and adopted by the Town Board on the 14th day of February, 1963, reciting the filing of said map, plan and report and other matters required by statute and specifying the 28th day of February, 1963, at 7:30 o'clock, P. M. , at the Queensbury School on Aviation Road in the Town of Queensbury, Warren County, New York, as the time and place for a public hearing with respect to said map, plan and report and said proposed water district, and a hearing having been held at such time and place at which all interested persons' were heard, and a resolution having been adopted by the Town Board of the Town of Queensbury on the 28th day of February, 1963, subject to permissive referendum, determining that the notice of said public hearing had been pub- lished and posted as required by law and was otherwise sufficient, that all the property and property owners within the proposed district are benefited thereby, that all property and property owners benefited are included within the limits of the proposed district and that the establishment of such district is in the public interest, and due notice of the adoption of said resolution, 'subject to permissive referendum, having been given, and no peti- tion having been filed with the Town Clerk within the period limited by law requiring a referendum on the proposed Queensbury Water District, and the Town Board having adopted a resolution on the 28th day of February, 1963, authorizing an application to the State Comptroller for permission to establish said Queensbury Water District as provided for by the -Town Law, and the State Comptroller having made an order in duplicate on the 29th day of March, 1963, granting permission for the establishment of the proposed Queensbury Water District in all respects as approved by the Town Board as aforesaid, and one copy of said -order having been duly filed in the office of the Department of Audit and Control at Albany, N.Y. , and the other having been filed in the office of the Town Clerk of the Town -of Queensbury on the 1st day of April, 1963, and the Town Clerk having duly presented such order to the Town Board at this meeting, being its first meeting after the said order was -filed with him, it is ORDERED, that a water district be established in the Town of Queensbury, Warren County, New York, as described in the order --� of the State Comptroller as aforesaid, tobe designated as the Queensbury Water District of the Town of Queensbury, and to be of the following description and boundaries, to wit: "All that certain tract of land, situate, lying and being in the Town of Queensbury, County of Warren and State of New York,. more particularly bounded and described as follows: Beginning at the northeasterly corner of the corporate boundary of the City of Glens Falls, running thence in a westerly direction in a straight line and following the northerly bounds of the same, crossing Ridge Road, Wilson Street, Sargent Street and Everts Avenue to the south- easterly corner of North Glens Falls Water District Extension No. 1; thence running N 8o282'E along the easterly bounds of the same, 1516.84 feet to a point; thence running S 83o041E aloni the same 399.93 feet to a point; thence running N 8o282'E along the same and crossing Homer Avenue; 350.13 feet to a point; thence running N 83o041W along the same 399.93feet to a point; thence running N 8o282'E along the same to a point in the northerly bounds of the lands of Mary Kane; (bearings given in the five preceding coursed refer to the magnetic meridian as of May 1949) ; thence running in an easterly direction along the northerly bounds of the lands of Mary Kane to the northeasterly corner thereof; thence running in a southerly direction along the easterly bounds of the lands of Mary Kane to a point in the center of Halfway Brook at the northwesterly corner of lands of Ashton B. Crannell Town Clerk RESOLUTION AUTHORIZING APPROPRIATION :OF SURPLUS FUNDS RESOLUTION NO:. 66 introduced by Mr. Akins , seconded by Mr. Lampson. RESOLVED, that surplus funds on hand in the general town fund in the amount of $10,000 be and are hereby appropriated to the budgetary item SERVICES OF ENGINEER, General Fund, thereby providing funds to pay for the, engineering services of Joseph A. Kestner, Jr, relating to work done concerning the Queensbury Water District project, and be it further RESOLVED, that when funds are available in the Queensbury Water District Construction Account, that all bills and claims paid out of this appropriation will be repaid to the General Town Fund by the Queensbury Water District Account. Advise was forthcoming vn the future requesting bids for the Queensbury Water District. A study as to the legal manner in accepting new subdivisions to do with allowing water service and also road maintenance within any future subdivisions as presented. A letter was read by the clerk from Rist, Bright and Frost;. Con- sulting Engineers , on the proposed comprehensive sewer study, which is being planned with the Town of Queensbury taking part. Mr. LeRoy Phillips , Chief, of Police for the Town of Queensbury presented the following report of activities for the month of January, February artd March. This was turned over to the Sheriff's Dept. , as they did the investigating. . Respectfully submitted Le Roy Phillips Chief Mr. Phillipsri_ referred-to the operation of junk yards within the town. It was generally agreed that several 1�censes are not complying with the regulations contained in the Ordinance. Mr. Webster, reported on the effort to obtain an easement from a Mr. Perkins for an access to the proposed Well Site of the Queensbury Water District. The request will be deferred at this time. Mr, Codner, submitted-the proposed special improvements for the year 1963. Action to accept same will be accomplished at a later date. 5 Northup Drive Glens Falls , N. Y. April 9, 1963 To the Town Board Town of Queensbury Dear Sirs : As you may be aware, I purchased the lot and later had a home constructed at 5 Northup Drive, during the year 1962. This spring being my first experience in handling any problems to do with a water condition in the cellar of the . home, I would like to report to you that I have been bothered with water which made installation of a cellar pump necessary. As you all know I am within the Broadacres drainage district, so I will be taxed for same as all my neighbors are. I feel that if any improvement in this ground water condition can be accomplished, I surely would appreciate same.. Mr. Beaty, submitted a report on a suggestion as presented to him by an Advertising agency to create advertising for all important aspects of the progress of the Town of Queensbury. Mr. Bernard Codner, Superintendent of Highways visited the meeting at this time. Mr. Akins , reported on, the status og the investigatiork to do with cost of electricity at the Reservoir Park Pumping station. A further check will be requested from the Niagara Mohawk Power Company with the thought of establishing a more satisfactory cost of operation in this system. The present status of establishing the offer of bids for the Queensbury Water System was clarified by Mr. Akins. Following discussion with Mr. Kestner, it is under- stood that the bids will be ready to be let out in the near future.
